Pohnpei Port Authority Board Meets with Governor Joseph and Lt. Governor Ioanis to Discuss Key Matters

Pohnpei, January 18, 2024 – The Board of Pohnpei Port Authority (PPA), under the leadership of Chairman Joseph Saimon and Secretary Sihna Lawrence, accompanied by General Manager Grilly Jack, conducted a courtesy call on Governor Stevenson A. Limitation on price. In the instance of the first sale within Pohnpei of any item that has been imported from outside the state, the seller may include the following items in his price to the buyer, and no others: cost of the goods; actual charges for inland and overseas freight; insurance; import taxes or duties; and a sum not greater than fifty percent (50%) of the cost of the goods. In the instance of a second or subsequent sale of the same item within Pohnpei, the subsequent seller shall not charge a price to the buyer which is more than twenty percent (20%) greater than the price paid or promised to be paid by the seller for the item. 39 Pohnpei Code Section 3 subsection107. Civil penalties. Any seller of an item imported into Pohnpei who shall violate any of this chapter or any regulation issued hereunder may be required to void the sale and refund the price paid by the buyer, or refund the illegal portion of the price paid by the buyer. In addition thereto, the seller may be required to pay triple the amount of the illegal part of the price to the buyer. In the event the buyer shall not request any refund of damages, the Commission may order the seller to pay the illegal part of the price to the Commission. All funds collected by the Commission shall be deposited in the general fund of Pohnpei. 39 Pohnpei Code Section 3 subsection108. Criminal penalties. Any person who violates any of this chapter or any regulations issued hereunder, or who willfully falsifies or refuses to produce the records required hereunder shall, upon conviction thereof, be fined not more than $500, or imprisoned not more than one year, or both such fine and imprisonment. Each sale at an illegal price or falsification or refusal to produce records shall be a separate offense. Rutgers University Scientists Meet with Governor Joseph to Advance Food Security Initiatives

Kolonia, Pohnpei: January 17, 2024 – Mr. Gordon Segal, CEO of FSM Telecommunications Cable Corporation (FSMTCC), and Mrs. Sihna Lawrence, consultant to FSMTCC, recently visited Governor Joseph to discuss crucial projects aimed at enhancing communications infrastructure in the Federated States of Micronesia (FSM). The meeting took place as part of FSMTCC’s outreach to seek support and assistance from the new administration for their initiatives. During the visit, Mr. Segal presented Governor Joseph with comprehensive reports on the two significant projects spearheaded by FSMTCC. As an implementation agency, FSMTCC is committed to improving communication capabilities across FSM through strategic initiatives. It was emphasized that FSMTCC, as a submarine cable company, focuses on providing essential infrastructure for communication and does not offer direct services. Ioanis convened a crucial meeting with local chief executives to strategize and coordinate efforts in response to Emergency Declaration 2024-01. The gathering, held at the Emergency Operations Center (EOC), brought together key stakeholders to ensure a unified and effective response to the ongoing situation. Director of the Department of Public Safety (DPS), Mr. Patrick Carl, emphasized the importance of conducting Initial Damage Assessments (IDAs) from each Municipality. These assessments will play a critical role in evaluating each Municipality’s capacity and determining the need for types of assistance. Mr. Carl briefed the attendees on the significance of prompt and accurate IDAs to streamline the deployment of resources. Mr. Nixon Anson, General Manager of Pohnpei Utilities Corporation (PUC), provided updates on PUC’s proactive measures to address water-related challenges. These efforts include tapping into water sources at higher elevations, exploring and opening new wells, and preparing water filling stations for the outer communities. Mr. Anson’s presentation underscored the commitment of PUC to ensuring access to clean and safe water for all residents. Governor Joseph and Lt. Fire and Water Updates Provided to Governor Joseph and Lt. Governor Ioanis

Kolonia, Pohnpei [January 16, 2024] — The State Disaster Coordination Team, led by Director of the Department of Public Safety, Patrick Carl, and Chief of Fire and Rescue Division, Anstain Joseph, delivered vital updates to Governor Stevenson A. Joseph and Lt. Governor Francisco L. Ioanis. Highlighting the current weather situation due to El Nino conditions, information issued by the US National Oceanic Atmospheric Administration (NOAA) forecasts a high probability of very dry weather conditions for Pohnpei State from January to March 2024. In relation to the Dekehtik dumpsite fire, the team reported an 80 percent containment, with the situation under control despite lingering smoke in various areas. The Pohnpei Transportation Authority (PTA) showcased strong collaboration by deploying personnel and equipment to the fire, delivering 200 cubic yards of gravel. Director Carl indicated that the total affected area was approximately 8,973 square meters. Lt. Governor Ioanis commended the great work done after a visit to the dumpsite earlier. Pohnpei Utilities Corporation (PUC) Chief of Corporate Services, Mr. Trevayne Esiel, updated on water levels at the Nanpil dam, underscoring plans to purchase water buffaloes, mobile water tanks that can be filled up at one location and towed to different sites, to enhance PUC capacity. Chief Esiel reiterated PUC’s commitment to supplying water to schools and pipelines, with new wells being activated. Water filling stations are being readied for activation and prioritized, with PUC staff actively assessing existing local water sources in communities. The State Disaster Coordination Team, along with government leaders, remains dedicated to addressing the challenges posed by the current weather conditions and ensuring the well-being of the community.

Falcam, Jr. The meeting included updates on the current status of the ratification of the Compact of Free Association with the United States of America.   Despite the conclusion of negotiations, internal political matters have delayed the ratification by the US Congress (House and Senate), leading to funding through continuing resolutions at FY23 levels. The delegation also shared information on a pending amendment to the law that created JCRP, allowing its continued functioning post-ratification.   Governor Joseph and Lt. Governor Ioanis expressed gratitude for the visit and updates, with Governor Joseph affirming support for JCRP’s extended function. President Simina expressed gratitude to Governor Joseph for promptly transmitting the declaration and reiterated the National Government’s support for Pohnpei State. Secretary of the Department of Environment, Climate Change and Emergency Management (DECCEM), Hon. Andrew Yatilman emphasized the necessity for subsequent reports assessing the full impact of the dry weather and water supply situation. Governor Joseph assured President Simina and Secretary Yatilman that these reports are underway, highlighting the ongoing efforts of Pohnpei Utilities Corporation to enhance water system capacity through the installation of new wells and additional pipes to pump water from upper ponds. Kolonia, Pohnpei: January 16, 2024 — The Honorable Seiji Hamada, Governor of Kochi Prefecture in Japan, paid a courtesy call on the Honorable Stevenson A. Joseph during his visit to the Federated States of Micronesia (Chuuk and Pohnpei), coinciding with the 35th anniversary of bilateral relations between Japan and the Federated States of Micronesia. Governor Joseph warmly welcomed Governor Hamada and his delegation, including H.E. Nobuo Kogiyama, Japanese Ambassador to the Federated States of Micronesia, and other dignitaries. During the meeting, Governor Joseph warmly welcomed the Governor and his delegation to Pohnpei.  He shared the current state of the emergency situation in Pohnpei State, expressing regret that the visit couldn’t take place under normal circumstances. Governor Hamada acknowledged the strong bond between Japan and the FSM, emphasizing collaborations in government, sports, health, and personal connections. Both leaders expressed a desire for further collaboration, with Governor Joseph agreeing to explore additional avenues. Kolonia, Pohnpei, January 15, 2024 — Governor Stevenson A. Joseph and Lt. Governor Francisco L. Ioanis met with the Disaster Coordinating Committee to assess and address the ongoing challenges faced by Pohnpei State. The primary focus of the meeting was an update on the recent fire incidents, particularly at the Dekehtik dumpsite. Chief of Fire and Rescue Division, Mr. Ainstain Joseph, provided a comprehensive update on the Dekehtik dumpsite fire. He reported that the fire, while no longer considered dangerous, is expected to be well under control within the next day or two. Mr. Joseph also highlighted successful efforts in containing fires at Parem, Nett, and Lehn Mesi, Kitti, with collaboration from the respective Municipal Governments. Lt. Governor Francisco L. Ioanis expressed concern and sought information regarding the Dekehtik dumpsite from Director of the Department of Public Safety, Mr. Patrick Carl. Mr. Carl confirmed that an investigation into the incident is currently underway, reflecting the administration’s commitment to ensuring transparency and accountability. Nixon Anson, General Manager of Pohnpei Utilities Corporation (PUC), outlined PUC’s plans to address the challenges posed by the ongoing dry weather conditions. These plans include continuous improvements to the existing water system, the establishment of water filling points across the island at Lukop, Diadi, Wapar, and Nankopwermen, installation of two new wells, and the addition of pipes to pump water from upper ponds. Emergency Declaration 2024-01 Declaring a State of Emergency relative to inadequate water supply for Pohnpei

Kaselehlie maingko, Please find posted below, Emergency Declaration 2024-01, signed by Governor Stevenson A. Joseph on Friday, January 12, 2024, declaring a state of emergency relative to inadequate water supply for the main island of Pohnpei including the outer islands due to very dry conditions from the effect of El Nino weather conditions. The declaration orders the following: 1. All Schools shall be on half day schedule for students only, until further notice. 2. Daily reports to the Governor will be provided on developing strategies to address the pressing urgent need to have water supply available to the communities, prioritizing schools, hospitals and homebound Individuals with disabilities and senior citizens. 3. All applicable financial management, public service system regulations, statutes and rules are waived to the extent necessary to effectuate the purpose of the declaration.
