Officials from the U.S. Department of Interior’s Office of Insular Affairs Engage in a Fruitful Visit with Governor Stevenson A. Joseph and Pohnpei State Cabinet

Kolonia, Pohnpei: February 20, 2024 – A delegation from the U.S. Department of Interior’s Office of Insular Affairs (OIA), led by Mr. Steve Savage who is the Field Lead for the OIA’s Honolulu Office and joined by Her Excellency Jennifer Johnson, U.S. Ambassador to the Federated States of Micronesia (FSM), visited Governor Stevenson A. Joseph and key officials from his cabinet at the Pohnpei State Government. The courtesy call, organized to administer a grants management workshop and facilitate meetings with key departments and organizations, marked an essential step in the ongoing collaboration between the United States and the FSM funded by sector grants through the Compact of Free Association. In attendance were officials from the Pohnpei State Government, including Christina Elnei, Director of the Department of Treasury and Administration; Belsipa Mikel-Isom, Attorney General; Stacy Nanpei, State Budget Officer; and Financial Consultant Kelly Keller. Joining Mr. Savage from the Honolulu field office were Mr. Ryan Edgar Education Sector grants, Mr. Martin Moore III, and Ms. Cheryl Burkindine who is posted in Pohnpei. Discussions during the visit centered on various topics, with a significant emphasis on infrastructure projects. Mr. Steve Savage highlighted the historical impact of infrastructure projects in the region, noting the positive economic development over the previous 20 years of the Compact of Free Association. The delegation and Governor Joseph engaged in a comprehensive dialogue about the economic trajectory and the importance of continued investment in infrastructure for sustainable development. Palikir, Pohnpei: February 20, 2024 – Governor Stevenson A. Joseph participated in a significant diplomatic event at the President’s Office in Palikir, witnessing the presentation of credentials for His Excellency Gilberto Fonseca Guimaraes de Moura, the Ambassador of the Federative Republic of Brazil to the Federated States of Micronesia (FSM). The ceremony, held in the presence of H.E. Wesley Simina, President of FSM, marked a momentous occasion for strengthening diplomatic ties between FSM and Brazil. The presentation of credentials is a formal diplomatic protocol that signals the commencement of an ambassador’s official duties in their host country. Governor Joseph, representing Pohnpei, joined the distinguished gathering to witness the exchange of credentials between Ambassador de Moura and President Simina.

Asian Development Bank (ADB) Deputy Director General, Mr. Hideaki Iwasaki, and Delegation Hold Productive Courtesy Call with Governor Stevenson A. Joseph

Kolonia, Pohnpei: February 20, 2024 – Mr. Hideaki Iwasaki, Deputy Director General of the Asian Development Bank’s Pacific Department, led a high-level delegation in a courtesy call on Governor Stevenson A. Joseph. The welcoming reception extended by Governor Joseph set the stage for substantive discussions on ongoing and future collaborative efforts between the Asian Development Bank and Pohnpei. Governor Joseph expressed appreciation for the extensive involvement of the Asian Development Bank in Pohnpei, emphasizing the multitude of activities undertaken by the ADB in the region. He remarked ADB has undertaken many activities in Pohnpei alone, and we are grateful for the support. Mr. Iwasaki provided an overview of his responsibilities, covering 14 countries in the region, highlighting that this marked his second visit to Pohnpei. Accompanying Mr. Iwasaki were key members of the delegation, including Ganiga Ganiga, Transport Specialist; Maybelline Andon-Bing, Senior Country Officer; Jung Ho Kim, Principal Operations Coordination Specialist; Rustam Ishenalieve, Regional Head Operations Coordination; and Alan Semens, Operations Assistant. Discussions during the courtesy call centered on ongoing projects in crucial sectors such as water, road infrastructure, energy, and education. The delegation and Governor Joseph engaged in productive dialogues about the progress of these initiatives and explored avenues for future assistance and collaboration. Governor Joseph extended his gratitude for the assistance provided by the Asian Development Bank and assured the delegation of Pohnpei’s commitment to actively contribute to the successful implementation of ongoing and upcoming projects. He stated, “If the assistance does not benefit the people, we do not need it,” reiterating his position aligned with other donor partners. Kolonia, Pohnpei: February 20, 2024 – In a momentous courtesy visit, His Excellency Shambu Kumaran, the Indian Ambassador to the Federated States of Micronesia, met with Governor Stevenson Joseph of Pohnpei to explore avenues of collaboration and partnership. The warm reception extended by Governor Joseph set the tone for constructive discussions on potential areas of cooperation. Ambassador Kumaran expressed his delight at being in Pohnpei and conveyed his eagerness to explore the possibilities of collaboration between India and Pohnpei, through the FSM National Government. “We are here to explore what we can do as partners,” he stated. During the meeting, Ambassador Kumaran outlined the strengths and expertise of India in various fields, emphasizing priority areas for Pohnpei. He highlighted India’s capabilities in IT, agriculture, and healthcare, specifically in medical devices and diagnostics utilizing innovative IT applications that transform the cost and accessibility of healthcare. The Ambassador also discussed the potential of supplying an MRI machine to Pohnpei, recognizing the significance of advanced medical equipment in enhancing healthcare services in the region. Furthermore, he shared opportunities for education and training, mentioning short courses offered in India and online platforms. Technical assistance was also on the agenda, with Ambassador Kumaran proposing short-term training courses and the possibility of Indian experts providing assistance in specific fields. Kolonia, Pohnpei: February 19, 2024 – Ms. Joyce Socao and Ms. Emelie Escasinas, esteemed representatives from the Mercatus Holding Group, including Time Medical Group and Digihealth Specialists, recently undertook a courtesy visit to Pohnpei. Accompanying them was Mr. Ramil Ilagun, the General Manager of MedPharm, who had a prior meeting with Governor Joseph earlier this month. The purpose of the visit was to engage in discussions with Governor Joseph on the latest breakthroughs in medical science, prompted by proposed legislation aiming to establish a medical diagnostics center in Pohnpei. The delegates shared insights into cutting-edge innovations, particularly focusing on advanced MRI technology that could revolutionize medical diagnostics in the region. Additionally, the delegation introduced Governor Joseph to the latest advancements in automated telehealth, showcasing a machine akin to an ATM that provides instant readings for blood pressure, blood glucose, body mass index, and various other diagnostics. Governor Joseph expressed his gratitude for the visit and acknowledged the impressive technological advancements presented. He also took the opportunity to share the unique medical challenges faced by Pohnpei, especially in dealing with non-communicable diseases (NCD), which require specialized equipment such as dialysis machines. Governor Joseph emphasized the need for a preventive approach over a curative one to address the healthcare needs of Pohnpei citizens. While expressing appreciation for the technology shared, Governor Joseph noted that Pohnpei may not be ready for the presented level of technology at this time. He thanked Ms. Socao and Ms. Escasinas for their visit, expressing hope for continued collaboration in the future. GOVERNOR STEVENSON A. JOSEPH ASSESSES DROUGHT CONDITIONS AND LEADS RELIEF EFFORTS ON PINGELAP ATOLL

Pingelap Atoll: February 17, 2024 – Governor Stevenson A. Joseph, accompanied by a delegation of key officials, undertook a visit to Pingelap Atoll to assess the severe drought conditions affecting the region. The Governor, during his visit, consulted with Pingelap Mayor Smithy Clark and local leadership to gain insights into the challenges posed by the water shortage and discussed collaborative efforts to mitigate the impact on the community. Amidst the critical situation, relief supplies reached Pingelap from generous donors in Pohnpei via the National Fisheries Corporation vessel (NFC) North Star. The arrival of supplies was coordinated by the Department of Public Safety, led by Director Mr. Patrick Carl, along with Local Government Liaison Suannrita Ladore and Chief of Fire and Rescue Division Mr. Ainstain Joseph. The relief supplies included a significant addition – a solar-powered reverse-osmosis unit capable of producing 360 gallons of fresh water per day. This crucial equipment, set up and operated by Mr. Dudley Lorin from IOM-Micronesia, aims to address the immediate water needs on the island. Similar reverse-osmosis units donated by IOM-Micronesia are being distributed across the outer islands as part of the broader relief effort. During the visit, Governor Joseph, along with Mayor Clark, inspected water wells throughout the island, gaining firsthand knowledge of the challenges faced by the community. The Governor emphasized the importance of swift and coordinated action to alleviate the impact of the drought and pledged continued support from the government. Accompanying Governor Joseph were First Lady Dr. Aina Garstang, Mr. Daniel Isaac, nominee for the Office of Transportation and Infrastructure, and Mr. Jayson Walter, nominee for the Department of Resources and Development. Their presence highlights the government’s commitment to addressing the urgent needs of the affected communities. A comprehensive damage assessment team along with relief supplies is set to follow Governor Joseph’s visit, covering Pingelap, Mwoakilloa, Nukuoro, Sapwauafik, and Kapingamarangi aboard the M.V. Voyager this week. The government remains dedicated to providing swift and effective assistance to the atolls affected by the drought conditions.

Japanese Ambassador Nobuo Kagomiya Pays Courtesy Call to Governor Stevenson A. Joseph

Kolonia, Pohnpei: February 16, 2024 — His Excellency Nobuo Kagomiya, Japanese Ambassador to the Federated States of Micronesia, extended a courtesy call to Governor Stevenson A. Joseph, marking a continuation of their diplomatic engagements. The Ambassador noted that this visit follows his previous courtesy call during the first month of Governor Joseph’s administration with the Governor of Kochi prefecture and delegation. During the meeting, Governor Joseph and Ambassador Kagomiya engaged in a meaningful discussion that began with Governor Joseph providing an update on relief efforts to address the impacts of drought and seawater inundation on the outer islands. The Governor shared insights into the challenges faced by the affected communities and outlined ongoing efforts to mitigate the situation. The conversation shifted to the Nan Madol Information Center, a project partially funded by the Government of Japan. Ambassador Kagomiya expressed his keen interest in seeing the center open, emphasizing its potential to boost tourism in Pohnpei. Governor Joseph echoed this sentiment and apologized for any delays, assuring the Ambassador that the matter is a top priority for his administration. Expressing gratitude, Governor Joseph thanked Ambassador Kagomiya for the invaluable support from the Government of Japan, highlighting the construction of the Saladak Gym as a testament to the strong partnership between Pohnpei and Japan. The Governor and Ambassador also briefly discussed the upcoming Pohnpei Port expansion, another project funded by the Government of Japan, showcasing the collaborative efforts in enhancing vital infrastructure in the region.
