Pohnpei—Governor Stevenson A. Joseph and Lt. Governor Ioanis proudly announce the official endorsement and release of the Pohnpei State Food Security Policy, a groundbreaking initiative that will guide the state toward a more resilient and self-sustaining food system. The policy, initiated under the Oliver/Ioanis administration and recently endorsed by the 11th Pohnpei Legislature, was developed in collaboration with the Rutgers University Food Systems team and is the first of its kind in the Federated States of Micronesia. Governor Joseph, in his forward to this pivotal document, underscored its importance, stating: “Pohnpei State has enormous potential to strengthen our economy, improve our overall health and nutrition, and build upon our culture through the production of local food. This Food Security Policy serves as a living document to guide us as we take urgent, targeted steps to strengthen our local food system. There is much we can do together to incentivize and stimulate local food production for the benefit of our people.” Currently, Pohnpeian families spend over 50% of their income on imported foods such as rice, wheat flour, vegetable cooking oil, cow’s milk, cane sugar, potato chips, and imported meats like pork and chicken. Much of these food items could be replaced with locally produced alternatives, reducing reliance on foreign imports and creating food production jobs within the state. Governor Joseph highlighted the economic opportunity presented by investing in local agriculture, stating: “With each purchase of imported food, Pohnpeians are in fact paying for food production and processing jobs in other countries. We have become reliant on food grown and processed overseas that is then transported thousands of miles to us by cargo ship. This is food production and processing work that should be done in Pohnpei State to support local jobs and build our own resilient food system.” The newly endorsed policy provides a roadmap for increasing local food production and processing capacity. This includes stabilizing inputs such as poultry and pig feed, which can be locally sourced to support the production of affordable and reliable chicken, eggs, and pork. Governor Joseph also emphasized the role of policymakers in supporting the initiative, stating: “We should consider requiring that food prepared for government functions, hospitals, and school meals be primarily made from locally produced ingredients.   KOLONIA, Pohnpei, FSM: October 23, 2024 – Governor Stevenson A. Joseph welcomed representatives from the College of Micronesia-FSM (COM-FSM) and the Pohnpei Department of Public Safety in a courtesy visit to discuss an innovative skills training program aimed at advancing law enforcement professionalism and leadership within Pohnpei State. The program, still pending final approval, will allow Pohnpei State Law Enforcement Officers to enhance their skills through courses at COM-FSM under the U.S. Department of Labor’s Apprenticeship Training Program. The program’s vision is to prepare law enforcement officers with specialized training from the Police Academy and provide a pathway to enroll as students at COM-FSM. The curriculum is designed to focus on policing and law enforcement, blending practical experience with academic knowledge to foster skilled leaders within the Department of Public Safety. The program is pending finalization with a Memorandum of Understanding between COM-FSM and the Pohnpei State Government. Governor Joseph expressed his enthusiasm for the initiative, emphasizing his belief that COM-FSM should be the primary training institution for Pohnpei and the Federated States of Micronesia (FSM). Governor Joseph also suggested that COM-FSM collaborate with Pohnpei State’s annual student takeover day to inspire high school students to pursue careers in law enforcement and other essential fields. Professor Gardner Edgar from COM-FSM highlighted the program’s broader context, noting that this collaboration marks the second apprenticeship program COM-FSM has launched with the U.S. Department of Labor. The first program successfully led to the certification of an electrician with the Pohnpei Utilities Corporation. Deputy Chief of Police Bronson Martin expressed deep gratitude for this opportunity, viewing it as a transformative step toward advancing the standards and professionalism of Pohnpei’s law enforcement community. Dean Phyllis Silbanuz of COM-FSM’s Career and Technical Education Center (CTEC) and Vice President Ehmes expressed optimism about the program’s future, hoping it could eventually develop into a full degree pathway, possibly connecting with the Trial Counselor program. It was also made clear that each law enforcement participant will be eligible for federal Pell Grant scholarships, allowing them to enroll as regular students alongside their law enforcement duties. The Pohnpei State Government, COM-FSM, and Department of Public Safety are committed to advancing this program, which underscores a shared vision to empower Pohnpei’s law enforcement with cutting-edge skills and create leaders prepared to meet the demands of the profession.

NETT, Pohnpei, FSM: October 23, 2024 — The Pohnpei State Government, in collaboration with the Pohnpei State Department of Health and Social Services, conducted a formal handover of mobility aids to the Municipal Governments of Pingelap, Mwoakilloa, Sapwaufich, Nukuoro, and Kapingamarangi. Held at the Pohnpei State Hospital conference room, the ceremony highlighted the government’s commitment to providing essential resources to support residents of the outer islands. Director Stuard Penias of the Pohnpei State Department of Health and Social Services opened the ceremony with welcoming remarks, emphasizing the importance of extending healthcare support to Pohnpei’s remote communities. Representing the Governor’s Office, Chief of Staff Mr. Benjamin Rodriguez delivered special remarks on behalf of Governor Stevenson A. Joseph, focusing on the state’s dedication to ensuring that mobility aids reach those who need them most in all municipalities. Chairman of the Committee on Health, Senator Shelten Neth, also addressed attendees, underscoring the importance of such initiatives in promoting accessibility for all Pohnpeians. A total of 50 wheelchairs and 16 walkers, donated by the Church of Jesus Christ of Latter Day Saints, were distributed to the outer island municipal governments, which will further distribute the aid to individuals in need. This initiative reflects the Pohnpei State Government’s ongoing efforts to promote inclusivity and address the healthcare needs of every citizen, regardless of geographic location.

The delegation, led by General Secretary Midion Neth and accompanied by Senior Pastors of the Marshall Islands UCCP, was warmly welcomed to discuss matters of mutual interest and fellowship between the Marshall Islands and Pohnpei State. Governor Joseph extended his best wishes to the UCCP leadership and the people of the Marshall Islands, reaffirming Pohnpei State’s commitment to strengthening the bonds of friendship between the two island nations.

KOLONIA, Pohnpei, FSM: October 22, 2024 –  Governor Stevenson A. Joseph, alongside Mr. Stuard Penias, Director of the Pohnpei State Department of Health and Social Services, warmly welcomed the visiting China Medical Team (CMT) to the Governor’s Office today. The team, which arrived in Pohnpei as part of a cooperative medical exchange program, made a courtesy visit before commencing their year-long medical service at the Pohnpei State Hospital. Accompanying the team was Second Secretary Mr. Richard Yang from the Embassy of the People’s Republic of China in the Federated States of Micronesia, who expressed the Embassy’s support for the continued partnership between China and Micronesia, emphasizing the importance of collaboration in healthcare. The China Medical Team consists of highly specialized professionals, including: Ear Nose Throat (ENT) Specialist Urologist Gastroenterologist Operating Room Nurse Chinese Traditional Medicine Practitioner Dentist Medical Translator During the meeting, Governor Joseph extended his deepest gratitude to the team for their dedication and willingness to serve the people of Pohnpei. He also highlighted Pohnpei State’s readiness to support the CMT and facilitate a smooth working relationship during their stay. Governor Joseph stated. “Pohnpei is ready to accommodate you and have our people served with your expert services.” To further assist with communication, Governor Joseph offered a local Pohnpeian translator to support the team, helping bridge any potential language barriers during their medical consultations and procedures. Second Secretary Yang echoed these sentiments, noting that the exchange will help both sides to learn from each other. The China Medical Team will be providing specialized services at the Pohnpei State Hospital for the next year, offering much-needed expertise to the island’s healthcare system.

KOLONIA, Pohnpei, FSM: October 23, 2024 — The Vice Chairman of the FSM/U.S. Joint Economic Management Committee (JEMCO) has extended his gratitude to the Director of the Department of Treasury and Administration, Mrs. Sihna N. Lawrence, for her diligent compliance with the provisions of the Compact of Free Association (COFA) regarding the management of fiscal year (FY) 2024 Compact Sector funding. In a letter addressed to the Director, the Vice Chairman commended the Department for adhering to JEMCO’s decision to not extend the obligation deadline for FY 2024 funds, despite recent legislative actions taken by the 11th Pohnpei Legislature that sought an extension. JEMCO had previously rejected the request to extend the obligation deadline. The Vice Chairman emphasized the importance of ensuring proper fiscal management and accountability in the use of Compact funds, a critical component of the financial partnership between the Federated States of Micronesia (FSM) and the United States. The Director’s compliance with these provisions underscores the Pohnpei State Government’s commitment to maintaining transparency and responsible financial oversight under the Compact’s stipulations. The FSM/U.S. Joint Economic Management Committee oversees the management and expenditure of U.S. financial assistance provided under the Compact of Free Association, ensuring the funds are allocated effectively to meet the development goals of the FSM.
