Thank you to the Embassy and the People of Japan for your generous support. In a handover ceremony on Friday, May 21, 2021, at Dekehtik, His Excellency Sobashima Hidenobu, Japanese Ambassador to the Federated States of Micronesia (FSM), handed over the keys to a new recycling center building to Governor Oliver, who then handed the keys over to the Environmental Protection Agency’s Executive Officer, Mr. Henry Susaia.   In his opening remarks, Chief of Staff Kapilly Capelle spoke of the increased capacity that Pohnpei State will realize through the Embassy of Japan’s support with the new recycling center and a forthcoming recycling machine. Ambassador Sobashima explained that an additional four million cans will be recycled with the increased capacity, along with better parking and the habit of recycling instilled in future generations. Governor Oliver thanked Ambassador Sobashima on behalf of the people of Pohnpei for this project and the many projects from the Embassy of Japan that have helped the people of Pohnpei and looked forward to more projects in the future. In closing, he thanked the Embassy of Japan, Office of Environmental Protection Agency (EPA), Office of Transportation and Infrastructure (T&I) for the coordination and support, and Pacific Landscaping and Engineering Company (PLEC) for the construction of the building.

Kalahngan to the Seniors of PICS High School who visited Governor Oliver today for their Career Exploration Week.  Two groups of Seniors along with their teachers: Mrs. Rhodora Bacalando and Mr. Dixon Donre, visited Governor Oliver and his staff at the Office of the Governor. In welcoming the Seniors to the Governor’s Office, he expressed his gratitude and thanks to their teachers.  He let them all know that the Governor’s Office is their office, and they are always welcome.   In response to a question asked by one of the Seniors about the position of Governor, he replied that it is a 24/7, 365 days per year x four years responsibility.  Governor Oliver advised the students that he is the current steward and custodian of the Governor position, and he expects one of the students to return from school one day to continue in the position.  He showed the students pictures of the former Governor’s of Pohnpei and noted that there have been no female Governors, yet, but he encouraged the females present to aspire for such positions. Governor Oliver advised both groups of Seniors to do their best in school, to get educated, and come back to Pohnpei.  He counseled the Seniors to pay attention to the small things because in doing so they will take care of the bigger things in their lives. He encouraged them to stay positive in their future endeavors, to stay away from those who would bring them down or steer them away from their goals.  “Always stay on the sunny side of life,” he said.  Joining Governor Oliver to meet the Seniors was Chief of Staff, Mr. Kapilly Capelle, Public Affairs Officer, Mr. Peteriko Hairens, Protocol Specialist, Mr. Billston Charley, Public Information Officer, Mr. Patrick Pedrus and Mr. Kihper Rosario from the Office of the Governor.     

The first batch of repatriated residents was released from Quarantine today, May 20, 2021, after testing NEGATIVE for COVID-19 and being in quarantine for seven days in Pohnpei, and seven days of pre-quarantine in Guam. In a brief ceremony at the airport, Speaker Lambert and Governor Oliver officially welcomed them home. Mr. Englebert Perman spoke on behalf of the repatriates. Welcome, Home! 28 passengers arrived today on a U.S. Coast Guard C-130, from Guam. All passengers underwent pre-quarantine in Guam and were all tested negative for COVID-19 before boarding the aircraft for Pohnpei. The passengers will undergo seven days of quarantine and be tested again on Sunday, May 16, 2021. The remaining passengers will arrive tomorrow in the same manner. We will keep the public posted on further developments. On Monday, May 10, 2021, Governor Oliver signed Constitutional Emergency Order (CEO) 20-06.  The CEO continues Pohnpei’s state of emergency in response to the continuous and imminent threat of COVID-19.  The CEO reactivates the Pohnpei COVID-19 Emergency Task Force, places Pohnpei’s COVID readiness condition based on the already established COVID-19 contingency response plan, and sets penalties for any violation of the provisions of the CEO at not less than $1,000 or imprisonment for not less than one year, or both such fine and imprisonment.  All prior policies, guidelines, and procedures established with respect to COVID-19 since the expiration of Constitutional Emergency Order No. 20-05 remain the same including, but not limited to, international and interstate travel.  The new CEO unless revoked or amended sooner will be effective for 30 days from May 11, 2021.  CEO 20-06 is attached, in PDF format, to this post for your reference: CEO 20-06  

1.Pohnpei COVID-19 Updates Immunizations As of May 7, 2021, 12,778 people have received the first dose of the Moderna COVID-19 vaccine and single-shot Johnson & Johnson vaccine.  5,303 people have received the second dose.  Pohnpei’s completion rate is at 25%.  The Moderna COVID-19 shot is available for all adults 18 years and above and can be received at Public Health across from the Pohnpei State Hospital.  The Johnson & Johnson single-dose vaccine is available for all adults 50 years and above. Outreach to the municipalities has already started.  The coverage rate by municipality is as follows: Kolonia – 45% Sokehs – 33% Nett – 30% U – 29% Kitti – 27% Madolenihmw – 17% Outer Islands – 3% Like all vaccines, the benefits of the MODERNA and Johnson & Johnson vaccines is that those who are vaccinated, gain protection without ever having to risk the serious consequences of getting sick with COVID-19, according to the US Centers for Disease Control (CDC).  Common side effects include pain in the arm where shot was administered, fever, headache, flu-like symptoms, which are not life-threatening. 2.Governor Oliver attends the opening ceremony of FSM Social Security Awareness week On Tuesday, April 27, Governor Oliver joined the Pohnpei Branch of the FSM Social Security Administration for the opening ceremonies of Social Security Awareness Week. After the opening prayer by Deacon Santiago and welcoming remarks by FSM Social Security Administration (FSMSSA) Deputy Director, Mr. Franscky Ilai, Governor Oliver delivered special remarks.  Mr. Nakama Sana, a member of the Social Security Board of Directors also delivered short remarks of thanks and appreciation for this event. Governor Oliver thanked the FSM Social Security Administration and Pohnpei Branch for their invitation to speak at the opening of Social Security Awareness Week.  He encouraged everyone to use this opportunity to learn more about their important social security benefits and applauded the FSM Social Security Administration, Pohnpei Branch for hosting this event.  He noted the presence of local municipal leaders, Luhk en Moanlap, Hon. Antonio Serapio, Nett District Administrator, Hon. Nelsin Iriarte, Acting Meninkeder Madolenihmw, Hon. John Rensle among others to underscore the importance of this event. The four-day event was held to educate and inform the public on the FSM Social Security Administration, policies, regulations, and benefits.  Question and answer sessions were held to better understand benefits and claims.  The information gathered by this four-day event will be used by the FSMSSA and the board of directors to dialogue with the FSM Congress. 3. OFA Advisory Board members sworn-in On Friday, April 30, 2021, Governor Oliver swore in the new Office of Fisheries and Aquaculture (OFA) Advisory Board at the Governor’s Conference Room, Peilapalap, Kolonia. In his remarks, Governor Oliver thanked Speaker Lambert and the 10th Pohnpei State Legislature, especially Chairman of the Resources and Development Committee, Senator Marvin Yamaguchi for their support and confirmation of the board members.  He also thanked the family members of the board members for their support. Governor Oliver encouraged the new advisory board members to work with OFA, the Department of Resources and Development, Department of Land, the Office of the Governor, Legislature and all relevant offices to take the necessary steps to fulfill their responsibilities.  He reminded the board that, especially with our natural resources, what we do today will affect the future generations of Pohnpei. The newly sworn-in members of the OFA Advisory Board are: Jasmine Mendiola Dr. Singeru Singeo Patricia Jack-Jossien Saimon Mix Donald David Before Chairman of the Resources and Development Committee, Senator Marvin Yamaguchi presented certificates of appointments, Speaker Lambert addressed the board members.  He urged the board members to look “deep and wide” to find ways to innovate and increase aquaculture activities in Pohnpei so that aquaculture activities can contribute to and complement fisheries activities. Mrs. Patricia Jack-Jossien, spoke on behalf of the newly appointed board members and thanked Governor Oliver, Speaker Lambert and the 10th Pohnpei State Legislature for the support and trust to nominate and confirm the advisory board. 4. Pohnpei State Imports first COVID-19 Human Remains successfully On Saturday, May 1, 2021, Pohnpei imported its first COVID-19 Human Remain(HR).  The HR was received well in Pohnpei and buried the same day. The process to receive the HR included an application and approval by the Pohnpei Pandemic Readiness and Response Unit (PRRU), the successor of the Pohnpei COVID-19 Task Force.  Pre-planning for the arrival of the HR was conducted with the family to provide information and solicit cooperation during the process.  Upon arrival of the HR no more than five family members were allowed viewing through plexiglass, before proceeding to the burial site.  An infection team from the Department of Health and Social Services was on hand to conduct disinfection immediately after the HR was removed from the Ambulance for burial. Grateful appreciation is extended to the family of the deceased. Without their patience, cooperation, and understanding this importation could not be as safe and as successful as it was. 5. Legislative Resolutions received by Governor Oliver at the end of the fourth special session On Monday, May 4, 2021, Governor Oliver received an official transmittal of Legislature Resolutions (L.R.) adopted by the 10th Pohnpei State Legislature (PSL) during its fourth special session, 2021.  The resolutions, in summary, are listed below, including dates and names of introducers: L.R. 59-21: Mourning the death of a dedicated political leader and strong advocate for the people of Pohnpei and of this nation, the late Honorable Bethwel Henry.  Introduced by Senators Marvin T. Yamaguchi, Jack Harris, and Helgena Johnson on January 28, 2021.  Adopted on April 23, 2021. L.R. 63-21: An urgent request to the Department of Health Services to allow both Dr. Perman and Dr. Gallen, who are presently associated with the Pohnpei Health Community Health Center to operate their respective clinics at Pohnpei State Hospital.  Introduced by Senator Shleten Neth on February 4, 2021, adopted on April 22, 2021. 1.Pohnpei COVID-19 Task Force Updates As of April 28, 2021, 11,620 people have received the first dose of the Moderna COVID-19 vaccine, 4,623 people have received the second dose.  Pohnpei’s completion rate is at 22%.  The Moderna COVID-19 shot is available for all adults 18 years and above and can be received at Public Health across from the Pohnpei State Hospital.  The Johnson and Johnson single Dose vaccine is available and safe for use.  Currently, Public Health is recommending the Johnson and Johnson vaccine for persons 50 years and above.  The repatriation date from Guam has been identified as May 13, 2021.  Two flights on military aircraft, funded by the US Embassy, are scheduled that day.  A final list of 43 FSM citizens and resident Diplomats has been shared with the Pohnpei COVID-19 Task Force’s repatriation subcommittee, from the FSM Department of Health and Social Affairs.  Preparations at the Medical Monitoring Area in Dekehtik are ongoing to safely receive and quarantine the incoming passengers.   2. Governor Oliver meets with Mr. Gary Bloom from USDA Rural Development On Tuesday, April 20, 2021, Governor Oliver met with Mr. Gary Bloom, Area Director for the U.S. Department of Agriculture (USDA) Rural Development, in the Federated States of Micronesia (FSM), in the Governor’s Cabinet Conference Room, Peilapalap, Kolonia.  Joining Governor Oliver was Public Affairs Officer, Mr. Peteriko Hairens, Local Government Liaison Officer, Ms. Suannrita Ladore, and Overseas Development Assistance Coordinator, Ms. Shirley Ligohr.   Mr. Bloom was invited to share programs available to the people of Pohnpei and the FSM through the U.S. Department of Agriculture, Rural Development.  One of the programs Mr. Bloom shared that can benefit many Pohnpei residents is the USDA Rural Development 504 Housing (Renovation/Repair) Program.  This program provides a maximum loan amount of $7,499.00 and a maximum of $7,500 grant for eligible seniors (62 and over).  The purpose of this program is for home repair/renovations only to: improve/modernize a home, make it safe or sanitary, remove health/safety hazards, or make it accessible to disabled residents, install alternative energy systems (if the amount allows).   The full terms and conditions can be obtained from the Rural Development Office in Kolonia Town across from the Nohno Mwomwodiso Church in the JEM Building.  Their contact phone number is 320-2581.  This program and other available from the Rural Development Office and Pohnpei Housing Authority will be shared at the next scheduled Local Chief Executive meeting at the Governor’s Conference Room, on April 22, 2021.   3.  Pohnpei SSA branch meets with Governor Oliver re: Security Awareness Week On Tuesday, April 20, 2021, Governor Oliver met with the Assistant Manager of Pohnpei Branch of the FSM Social Security Administration, Mrs. Trueleen Albert, and Investigating Officer, Mr. Kester Etse Salvador in the Governor’s Office, Peilapalap, Kolonia. The purpose of this meeting was to inform Governor Oliver that the Pohnpei Branch will be hosting an awareness event, Social Security Awareness Week.   Mrs. Albert advised the Governor that Social Security Awareness Week will be from April 27-30, 2021, and will be held at the Kolonia-China Friendship Gym.  Each day from 10:00 AM to 2:00 PM.  Social Security Staff will hold awareness presentations on the following topics: FSM Social Security Administration (FSMSSA) Tax, IT and Accounting, FSMSSA, Pohnpei Branch roles, and responsibilities.  Governor Oliver thanked Mrs. Albert and Mr. Salvador for their visit and was happy to hear that awareness will be provided to the public concerning this very important organization.  The public is encouraged to attend and learn more about the FSM Social Security Administration benefits, programs, and services.   4. Local Chief Executives Quarterly Meeting On Thursday, April 22, 2021, Local Municipal Government Chief Executives met in the Governor’s Conference for their scheduled quarterly meeting. On the agenda for this meeting were presentations from the Budget Office, COVID-19 Task Force, Sports Office, and Housing Authority.   Presiding over the meeting was the Chairman of the Local Chief association, Luhk en Moanlap, Mr. Antonio Sarapio.  Representing the Governor was Public Affairs Officer, Mr. Peteriko Hairens, and Local Government Liaison Representative at the Governor’s Office, Ms. Suannrita Ladore.   Mr. Anthony Dainard represented the State Budget Officer to update the local chiefs on the current status of the 30% revenue sharing with municipal governments.  Dr. Rally Jim and Spencer Donre from the Public Health Immunizations program updated the local chiefs on the COVID-19 immunization numbers and repatriation efforts.  They also fielded questions on the Johnson and Johnson one-shot vaccine that is currently being held until the US Centers for Disease Control (CDC) releases their findings on reported side effects.  Dr. Jim advised the local chiefs of the immunization and quarantine requirements in place for the repatriation of May 13, 2021, from Guam.   The Sports Office was represented by Mr. Mike Loyola and Mr. Ramsey Joab. Mr. Loyola updated the local chiefs on the preparations for the upcoming September 11, 2021, Liberation Day Games.   The Housing Office was represented by the Executive Administrator, Mr. Online Lawrence.  Mr. Lawrence updated the Local chiefs on housing programs and also the USDA 504 housing renovation/repair program that was shared with Governor Oliver by Mr. Gary Bloom from the USDA, Rural Development office.   5. Kolonia Elementary Social Studies Outcomes class meets Governor Oliver tours Pohnpei State Administration Building On Friday, April 23, 2021, Governor Oliver welcomed 15 students and two teachers from Kolonia Elementary School.  The students are part of a sixth-grade social studies outcomes class and came to find out more about the Government.   Accompanied by Kolonia Elementary School Principal, Mr. Jimmy Gallen, and Chief of Elementary Education, Mr. Peter Ramirez, the students and teachers met with Governor Oliver in the Governor’s cabinet conference to ask him some questions about the Government.  The questions ranged from the function of the Government, to immunizations and repatriations, air-conditioning in classrooms, and even pay raises.   Governor Oliver encouraged the students to do their very best in school because one day they will lead and take care of Pohnpei.  He encouraged the students to keep pursuing their goals and dreams, whatever they

Pohnpei State remains in a state of health/medical emergency because the threat of COVID-19 pandemic for Pohnpei remains grave, though there have been major positive developments achieved within the past few months that will help strengthen prevention and improve management of the pandemic including effective vaccination, reliable testing and newly established quarantine facilities for incoming Pohnpeian citizens and residents. On Wednesday, April 28, 2021, Governor Oliver held a meeting in the Governor’s Cabinet Conference Room to discuss the adoption of Legislative Resolution (LR) 74-21, amending Constitutional Executive Order (CEO) 20-05, by the 10th Pohnpei State Legislature. CEO 20-05 as amended, effectively dissolved the Pohnpei State COVID-19 Task Force in its entirety created on March 11, 2020, to address the extreme and persistent dangers and demands of the COVID-19 pandemic and in lieu created a Unit/Commission to take over the duties, functions, and responsibilities of the former. The notable amendments are as follows: Creation of Pandemic Readiness and Response Unit (PRRU) in lieu of COVID-19 Task Force General admission is granted but with priorities based on listed traveler categories. Allowance of Human Remains (HR) deceased as a result of COVID-19. The expiration of the Order is June 09, 2021. Maximum penalties for any violation of CEO 20-05 is up to a $2,000.00 fine or 2 years imprisonment or both. The PRRU is comprised of: Chief of the Division of Primary Health Care of the Department of Health Services Executive Officer of the Pohnpei Environmental Protection Agency Director of the Department of Public Safety General Manager of the Pohnpei Port Authority The Attorney General The PRRU is under the supervision of the Chief of the Division of Primary Health Care, who heads the unit as the Commissioner of the PRRU, assumes ALL duties of the previous Task Force, and reports directly to the Governor of Pohnpei State. All rulings, instructions, directions, guidance, and other declarations issued by the former COVID-19 Task Force remain valid until superseded by action of the PRRU. PRRU will continue to ensure Pohnpei State is protected and safe from the COVID virus, and in case it reaches Pohnpei, to manage, treat and contain it. One of the noteworthy amendments was allowing the importation of Human Remains “whose deaths may have resulted in whole or in part from a COVID-19 virus-related illness”, provided that the PRRU ensures clearance for entry into the State of Pohnpei, according to the established standard operating procedures (SOP) for the handling of COVID HR. In addition, the amendments prescribed penalties for anyone who violated handling of COVID HR with a fine of not more than $2,000 or imprisonment of not more than two years or both. The conviction is considered a felony. Pohnpei Robo Day 2021 On Tuesday, April 13, 2021, Governor Oliver attended the opening program for Pohnpei Robo Day 2021 at Our Lady of Mercy High School (OLMHS) Gymnasium.  Pohnpei Robo Day is an annual robotics competition between Pohnpei High Schools that showcases student creativity, teamwork, and competitive spirit.  This is the third Pohnpei Robo Day, which was started by Habele, a non-profit organization supporting Micronesian students through scholarships, robotics, and books, through a partnership with the US Office of Insular Affairs in 2019.  After an opening prayer by Pohnpei Catholic School Principal, Mrs. Yolanda Y. Nanpei, and welcoming remarks by OLMHS Vice Principal, Mr. Russel Figueras, a 90-second video presentation on Habele was shown and the founder of Habele, Mr. Neil Mellen, and Executive Director Matthew said hello to the participants.    Governor Oliver delivered short remarks, conveying his sincere appreciation for being invited to such a unique event, and expressing his gratitude for Habele and their partnership with the US Office of Insular Affairs for making Robo Day possible.  While he admitted that he did not know anything about Robotics, he noted that creative minds have changed the world since the time of Leonardo Da Vinci and Thomas Edison with revolutionary inventions.  Governor Oliver highlighted recent events like Student Takeover Day to emphasize the importance that the Oliver/Perman administration places on the development of the youth of Pohnpei.  He called the Students and their Robots assembled for the competition brilliant, sharp, and smart. Governor Oliver encouraged the students to continue to create and innovate for the good of everyone, to help move us all forward.  Governor Oliver was allowed to operate one of the robots on the competition floor, to kick off the competition.    The high schools represented at Pohnpei Robo Day 2021 were Calvary Christian Academy (CCA), Nanpei Memorial High School (NMHS), Madolenihmw High School (MHS), Pohnpei Island Central School (PICS), Pohnpei Catholic School (PCS) High School, and Our Lady of Mercy High School (OLMHCS).   Established by former Peace Corps Volunteers, Habele is a non-profit organization supporting Micronesian students through scholarships, robotics, and books.  For more information on Habele, visit their website at https://habele.org/ 3. Mr. Nobuo Lopez of the Overseas Fisheries Corporation Foundation of Japan visits Governor Oliver On Wednesday, April 14, 2021, Governor Oliver received Mr. Nobuo Lopez from the Overseas Fisheries Corporation Foundation of Japan (OFCF).  Mr. Lopez represented Mr. Uchida Kazuhisa, OFCF’s resident representative for the Federated States of Micronesia (FSM).  Mr. Kazuhisa was recently identified as the latest resident representative to FSM but unfortunately has not been able to assume his post here in Pohnpei, because of COVID-19 restrictions concerning international travel.   Mr. Lopez conveyed Mr. Kazuhisa’s greetings to Governor Oliver and presented face masks on his behalf.  Mr. Lopez also related that Mr. Kazuhisa is anxious to arrive in Pohnpei and continue the work of OFCF in Pohnpei.  The Overseas Fishery Cooperation Foundation of Japan (OFCF) was established in June 1973, with the aim to build, maintain and enhance win-win relationships in the fisheries field between Japan and coastal countries, including the FSM. 4. Bank of Guam’s Asterio Takesy calls on Governor Oliver On Wednesday, April 14, 2021, Mr. Asterio Takesy, Vice President of Governmental Operations for Bank of Guam and former FSM Ambassador to the United States of America met with Governor Oliver in the Governor’s Office.  The reason for the meeting was to request consideration for a technician from Diebold (the company contracted by Bank of Guam (BOG) to service their ATM machines) to be included in the earliest repatriation trip.  He noted that BOG understands that there are priorities for repatriation and their position to ask for consideration will not be at the expense of those priorities.  A formal request has also been lodged with the National Government for the same consideration, by the BOG.  Ambassador Takesy called the current ATM banking situation “dire” and the Pohnpei Branch is looking to lengthen their normal working hours to deal with the current situation if approved by BOG Headquarters.  This should be known by Monday (April 19, 2021).  The plan shared by Ambassador Takesy is to replace all three ATM machines with brand new, larger, higher capacity machines.  Each machine weighs approximately 2,000 lbs, with dimensions similar to a US standard refrigerator.  The ATMs will be transported to Pohnpei either by ship or airplane, depending on their request for consideration.  The Diebold Agent identified to service the ATM machines has already completed vaccinations and been to Palau to service their ATMs as well.   Governor Oliver advised Ambassador Takesy that BOG’s request will be conveyed to the Task Force.  He updated Ambassador Takesy on the current repatriation efforts, including quarantine requirements that are still being discussed with both Task Forces and other arrangements like numbers and the use of United Airlines.  He also reminded BOG about a previous request to install an ATM in the Pohnpei Administration Building. 5. United Airlines meets with Governor Oliver On Thursday, April 15, 2021, United Airlines Acting Manager, Mrs. Easter Shirai, and Mr. Rickson Oliver met with Governor Oliver, Chief of Staff, Kapilly Capelle, and Director of Resources and Development, Mr. Hubert Yamada.  The purpose of the meeting was to discuss repatriation efforts beyond the planned May 13, 2021 repatriation flight sponsored and paid for by the U.S. Government.   Chief of Staff, Kapilly Capelle, thanked Mrs. Shirai

On Tuesday, April 20, 2021, Governor Oliver met with the Assistant Manager of Pohnpei Branch of the FSM Social Security Administration, Mrs. Trueleen Albert, and Investigating Officer, Mr. Kester Etse Salvador in the Governor’s Office, Peilapalap, Kolonia. The purpose of this meeting was to inform Governor Oliver that the Pohnpei Branch will be hosting an awareness event, Social Security Awareness Week.   Mrs. Albert advised the Governor that Social Security Awareness Week will be from April 27-30, 2021, and will be held at the Kolonia-China Friendship Gym.  Each day from 10:00 AM to 2:00 PM.  Social Security Staff will hold awareness presentations on the following topics: FSM Social Security Administration (FSMSSA) Tax, IT and Accounting, FSMSSA, Pohnpei Branch roles, and responsibilities.  Governor Oliver thanked Mrs. Albert and Mr. Salvador for their visit and was happy to hear that awareness will be provided to the public concerning this very important organization.  The public is encouraged to attend and learn more about the FSM Social Security Administration benefits, programs, and services.            

On Thursday, April 15, 2021, 21 students from the Sapwalap, Madolenihmw Early Childhood Education (ECE) Center visited the Governor’s Office and toured the Pohnpei State Government Administration Building.  The students, teachers, and parents were welcomed by the Director of the Department of Education, Mr. Stanley Etse, in the Governor’s Conference Room.  The students were then given a tour of the building, starting with a visit to Governor’s Office. Governor Oliver received the students, teachers, and parents to the Governor’s Office, which he advised is their office as well.  He encouraged the students to continue to learn and work hard and shared some information about the Governor’s Office, including a quick history lesson that included the names of the previous Governors of Pohnpei.  He thanked the teachers and parents for their support of the student’s education. The students were each presented with a backpack that contained a water bottle, crayons, and coloring books from the Governor’s Office, and notebooks and pencils donated by Ray and Dors.  

On Thursday, April 8, 2021, Governor Oliver received The Most Reverend Bishop, Julio Angkel, D.D., Bishop of the Diocese of Caroline Islands, and Vicariate General/Judicial Vicar, Father Kelly Yalmadau, to the Governor’s Office, Peilapalap, Kolonia. During the Bishop’s visit to the Governor’s Office, he met with members of the Office of the Governor, including Chief of Staff, Kapilly Capelle, and Public Affairs Officer, Mr. Peteriko Hairens.  Father Kelly Yalmadau thanked Governor Oliver for welcoming them and said that both the Government and Church are there to help the people, which makes their cooperation and collaboration important.  Before leaving Bishop Angkel gave a brief homily followed by a  blessing upon the Office of the Governor. 

The Department of Treasury and Administration, Director Christina Elnei, donated desktop computers to the Department of Public Safety (3) and the Catholic Vicariate of Pohnpei (3). The desktop computers are previously used Pohnpei State Government material that has been repaired and refurbished for further use.  The Department of Treasury and Administration is responsible for the material condition of all government property and will ensure that each and every piece of property is properly used, accounted for, re-purposed, and properly disposed of Representing the Director of Treasury and Administration during the small handover exchanges was Administrative Officer, Brenda Hadley-Eperiam, Procurement Specialist, Almen Solomon, and Facilities Manager, Mr. Strickson Anson.   

37th Cultural Day celebrations On Wednesday, March 31, 2021, Cultural Day was celebrated in the Governor’s Conference Room, Peilapalap, Kolonia. This year’s theme was: “Sapwellimetail Tiahk, iei Sapwellimetail Ieiias” Attending this event from the Mwoalen Wahu or Royal Council of Chiefs was Doakehsa, Nanmwarki of Pingelap, Dr. Berysin Salomon, and the Chairman of the Mwoalen Wahu, Iso-Nahnken of Nett, Salvador Iriarte. The MC for the event was the Vice Chairman of the Cultural Day Committee, Mr. Jason Barnabas, from the Historic Preservation Office. Deacon Mike blessed the opening of the ceremony. Governor Oliver delivered welcoming remarks. He conveyed his appreciation for the arrangement and celebration of the 37th Cultural Day in Pohnpei to the Cultural Day Committee. He highlighted the importance of cultural heritage and identity, especially in the younger generations. He shared the success of the NEO TERO program at Saladak Elementary School, which recently held an event to showcase their knowledge of cultural and traditional skills, as an outstanding example of cultural and traditional preservation. Mr. Santos Abraham, Chairman of the Cultural Day Committee, spoke of the state-wide essay contest based on this year’s theme: “Sapwellimetail Tiahk, iei Sapwellimetail Ieiias”. He outlined the selection process and criteria for choosing the top three essays and introduced the students as they each read their essays. The winners of the essay contest were: Vienna Spencer – Pehleng Elementary School Sandy Alex – Saladak Elementary School Delaura Waltu – Enipein Elementary School They each received certificates presented by Governor Oliver, IsoNahnken Iriarte, and Doakehsa Dr. Berysin Salomon, and Cash awards $50, $40, and $30, respectively. Iso and Doakesa later contributed $60 to each student in addition to their cash prizes. Iso-Nahnken of Nett, Salvador Iriarte, addressed the crowd with a closing remark. Isohko spoke of culture, tradition, and the advancing of our society. Isohko applauded the children for their thoughts on tradition and custom shared through their essays. Isohko encouraged all to continue to apply the practice of culture and traditions, especially the practice of speaking your native tongue, which Isohko noted is important to sustaining culture and tradition. 2. Joint State and National Task Force meet to discuss repatriation On Wednesday, March 31, 2021, a joint National and Pohnpei State COVID-19 Task Force meeting was held at Hideaway Restaurant. Attending this historic meeting was the Governor of Pohnpei State, Reed B. Oliver, Chairman of the 10th Pohnpei State Legislature’s Judiciary and Governmental Operations Committee, Senator Jack Harris, Chairman of the Health Committee, Senator Shelten Neth, Chief of Staff, Mr. Kapilly Capelle, Chair of the Pohnpei State COVID-19 Task Force, Mr. Wincener David, and members of the Pohnpei State COVID-19 Task Force. Governor Oliver opened the meeting conveying his appreciation for the opportunity to meet with the National Task Force and Pohnpei Congressmen, including Chairman of the 21st FSM Congress Health Committee, Hon. Ferny Perman and Vice Speaker, Hon. Esmond Moses. Governor Oliver made reference to the most recent FSM Congress Resolution 21-252, specifically page 9 and 10 of the document as a basis for this meeting to move forward with repatriation, which reads in part: ”the National Task Force shall work in consultation with each of the states for the purpose of establishing and further developing their quarantine and isolation facilities standards and capabilities. When the facilities within any of the states are developed to acceptable standards, the states will work with the National Task Force to develop a plan for the repatriation of FSM citizens, FSM students, and the return of FSM residents. The repatriation of FSM citizens shall be prioritized and only after our citizens have been repatriated, further plans may be implemented to allow for non-citizens to enter the FSM. However, after all, FSM citizens who are on medical referral or are receiving medical treatment outside the FSM, and their medical attendants have been repatriated, an exception may be made to allow for the entry of the ambassadors of foreign embassies and the heads of missions of non-government organizations with diplomatic status, on a case by case basis, upon consultation and approval of the National Task Force and State Task Force.” Governor Oliver referred to the completion of the Medical Monitoring Area (MMA) last week, along with the rollout of the Moderna COVID-19 immunizations, and said to the FSM Congressmen and FSM Task Force, including the President’s Chief of Staff, and said Pohnpei is ready. Congressman Ferny Perman asked the National Task Force members, “What is our next step?” He noted that Pohnpei is asking FSM to move forward. “How do we move forward with the request coming from the Governor himself?” asked Congressman Perman. Governor Oliver thanked the National Task Force, FSM Congressmen, and the President’s Chief of Staff for the opportunity to move forward with the repatriation of stranded citizens especially the medical referral patients who were returning from the Philippines last year and have been in Guam for over one year now.   3. Pohnpei COVID-19 Task Force updates As of April 5, 2021, 8,500 people have received the first dose of the Moderna COVID-19 vaccine, and 3,538 people have received the second dose, completing the series. Plans to administer the vaccine in the municipalities are currently being formed and consultations with local government and community leaders have already started in Madolenihmw and U. All residents ages 18 years and older are eligible and highly encouraged to receive the vaccinations. Governor Oliver was informed by President Panuelo in a letter dated April 5, 2021, that the FSM National Government has designated May 13, 2021, for the repatriation of stranded citizens from Guam. A press release published the same day went on further to quote President Panuelo, who stated “ “We are committed to May 13th as our first repatriation activity from a COVID-19 affected jurisdiction,”. Pohnpei State COVID-19 Task Force is working with the National Government to safely and properly receive the incoming passengers. The US Embassy has just announced (April 6, 2021) that they will fund two repatriation flights from Guam on May

On Tuesday, April 6, 2021, Governor Oliver and Speaker Lambert welcomed, The Most Reverend Bishop Julio Angkel, D.D., Bishop of the Diocese of the Caroline Islands to Pohnpei State.  Bishop Angkel was accompanied by Father Kelly Yalmadau, Judicial Vicar for the Diocese. Bishop Angkel will be conducting the Sacrament of Confirmation for the Catholic Community in Pohnpei, during his visit.  The Diocese of the Caroline Islands covers the Vicariates of Palau, Yap, Chuuk and Pohnpei. Vicariate of Pohnpei covers Kosrae.  Father Ken Urumolug, S.J. is the Vicar for Pohnpei.    

  Pohnpei State COVID-19 updates As of March 31, 2021, the Pohnpei State Department of Health and Social Services has administered 8,240 first doses of the Moderna COVID-19 vaccine.  For the second dose, 3,355 doses have been administered.  This means 3,355 people have completed the two-shot series. The Moderna COVID-19 vaccine is available for all persons ages 18 and above to receive.  It is a two-dose vaccine, with the second dose administered 28 days after the first dose.  There have been no adverse reactions reported in Pohnpei since the beginning of the administration of the Moderna COVID-19 vaccine in January 2021. The U.S. Centers for Disease Control (CDC) reports that the Moderna vaccine is 94.1 effective at preventing laboratory-confirmed COVID-19 illness in people who received two doses who had no evidence of being previously infected.  Temporary side effects of the vaccine include flu-like symptoms, headaches, redness and soreness around the shot site, and pain.  These are temporary effects only. The Pohnpei COVID-19 Task Force has been invited to meet with the National Task Force to discuss repatriations for Pohnpei’s stranded citizens and residents.  The Medical Monitoring Area in Dekehtik stands ready to repatriate Pohnpei residents.  The completion ceremony took place on Friday, March 19, 2021. The Pohnpei State Government and COVID-19 Task Force are working with the National Task Force to repatriate our residents in the RMI, Guam, and beyond. 2. Saladak Elementary School students showcase traditional and cultural skills On Friday, March 26, 2021, Governor Oliver visited Saladak Elementary School in Uh, to attend a showcase of cultural and traditional skills by students from the ECE level to 8th grade. The students and program are part of a pilot project, NEO TERO, in partnership with Pacific Resources for Education and Learning (PREL), that aims to incorporate traditional and cultural learning into elementary school-age children. Representing and speaking on behalf of Governor Oliver, Director of Education, Stanley Etse, thanked the Principal, teachers, and students of Saladak for the program and events. He spoke of the success of the NEO TERO project at Saladak and shared his and Governor Oliver’s hopes of expanding this important program to other Elementary schools.  The students showcased their skills in weaving, traditional dancing, identifying the parts of a traditional canoe, reciting clan names, traditional leaders of Uh municipality, coconut husking and grating, and even a sakau ceremony in the Saladak elementary school nahs that was run entirely by students. Sports Office visits Governor Oliver ahead of Liberation Day Games On Tuesday, March 23, 2021, Mr. Mike Loyola and Ramsey Joab from the Division of Sports and Recreation under the Department of Health and Social Services met with Governor Oliver at the Governor’s cabinet conference room.  The meeting was to discuss two items: The upcoming 2021, September 11 Liberation Day Games, and Micro Games 2022. Mr. Loyola informed Governor Oliver that the sports office is seeking guidance and advice for the planning and implementation of the upcoming September 11 Liberation Day games. Mr. Loyola mentioned the sports office will be interacting more with schools this year.  He said the plans are still being developed, and consultations will also be made with the local Municipal Chief Executives. Governor Oliver thanked Mr. Loyola and Mr. Joab for their visit and for informing the Governor’s Office of the September 11, Liberation Day games plan.   Last year, in 2020, there were no activities due to the COVID-19 pandemic and social distancing advisories issued.  This year, with lessons, learned one year on, reliable testing, and immunizations available, Governor Oliver encouraged the Sports Development Office and the Sports Commission to move forward with plans for celebrating Liberation Day in the same fashion as years past.  Governor Oliver also added that planning should also take into account the understanding that if Pohnpei’s COVID-19 situation should change, the planning and implementation for the games will also change. Mr. Loyola also informed Governor Oliver that planning for the 2022 Micro Games continues and the host – Majuro in the Republic of the Marshall Islands, continues to make preparations for the games to be held there. 4. T&I Administrator and FSM PMU Project Manager meet Governor Oliver On Tuesday, March 23, 2021, the Administrator of the Office of Transportation and Infrastructure, Iso-Nahnken of Madolenihmw, Mr. John Adolph, and Mr. Robert Goodwin, Project Manager at the FSM Department of Transportation, Communication and Infrastructure’s Project Management Unit met with Governor Oliver at the Governor’s Cabinet Conference Room. The purpose of the meeting was to update Governor Oliver on the progress of Infrastructure projects in Pohnpei State. Mr. Goodwin informed Governor Oliver that currently there is approximately $82 million available for infrastructure projects in Pohnpei with five projects already approved by the Army Corps of Engineers and are ready to be undertaken. The five projects include water expansion projects in Kinakap, Madolenihw, PICS High School renovations, COM-FSM Palikir Dispensary/Teaching Clinic, Substance Abuse Building, Primary Care Building, and Mental Health Building. Governor Oliver thanked Mr. Goodwin for his visit and supported the plans for moving forward that Mr. Goodwin and T&I Administrator, Iso-Nahnken, Mr. John Adolph discussed implementing infrastructure projects.     5. Audio version in Pohnpeian:     PICS Debate team visits Governor Oliver   On Monday, March 15, 2021, Governor Oliver received a visit from the PICS High School Debate Team in the Governor’s Cabinet Conference Room.  Accompanying the students was Mr. O’Jones Penias, a student advisor. The PICS High School Debate Team will be addressing the following argument on the affirmative and negative side: “Should masks and immunizations be mandatory?” Governor Oliver thanked Mr. Penias and the Debate Team for stopping by to visit the Governor’s Office and discuss the debate issues.  He noted that the subjects they will be debating are health, safety, and legal issues.  Governor Oliver advised the students to gather their data and research from reputable sources like the Center for Disease Control (CDC) and the World Health Organization (WHO).  He also recommended that to prepare for their upcoming debate, the team visits experts in the field, like the Task Force Medical Advisor, Dr. Rally Jim. Governor Oliver then asked the students about their opinion.  Mr. Skyles Albert gave his opinion on the use of face masks and immunizations, arguing for the use of them as safety measures. Another asked about repatriation and immunizations.  Governor Oliver assured all the students that Pohnpei State Government is working with the National Government for the repatriation of citizens and residents, and shared the near completion of the Medical Monitoring Area in Dekehtik.  He also told the students that COVID-19 immunizations are continuing and Pohnpei State Public Health has started an outreach effort to the municipalities. Governor Oliver thanked the students and Mr. Penias for their visit and wished them the best of luck, reminding them to research well and ask questions.  The PICS Debate team will be competing against other High Schools in Pohnpei for the chance to represent Pohnpei at the National Debate in Chuuk.   Governor Oliver visits Wenik Early Childhood Education Center (ECE) and Nanpei Memorial High School students in Kitti   On Tuesday, March 16, 2021, Governor Oliver visited Kitti’s Nanpei Memorial High School campus to attend a “Kapwar School” program where students from ECE level to High School share what they have in school, from traditional customs to math, science, business, agriculture and, carpentry. This year’s theme was: Mwererehn ukin madau iei Enginkehlap” Deacon Ioanis opened the program with a prayer, and welcoming remarks were made by Kiroun en Poial, who is also Chairman of the COVID-19 Task Force, Mr. Wincener David.  In Governor Oliver’s special remarks, he spoke of the importance of today’s program to showcase the knowledge and achievements of learning.  He recognized the NEO TERO program that is being piloted in Saladak Elementary School in U, where traditional skills and practices are being taught to the younger generations.  Governor Oliver encouraged the students to continue moving forward with the support of the Office of the Governor and thanked them for the showcase of knowledge and skills. Director of the Department of Education, Mr. Stanley Etse gave the closing remarks, thanking the students and teachers of Nanpei Memorial School, High School and Wenik ECE for putting together a great program. Wahnparon Kapriel closed the program with a closing prayer.   Yoshie Enterprises Donates 2,000 Face Masks   On Wednesday, March 17, 2021, Mrs. Mini Edgar and Mr. Anthony Torres delivered 2,000 face masks to Governor Oliver at the Governor’s Office, Peilapalap, Kolonia. This is the third donation of face masks that Yoshie Enterprises has made to the Pohnpei State Government.  The face masks come in assorted colors and are re-usable.  The face masks will be distributed to the Department of Education and the Department of Health and Social Services. Governor Oliver thanked Mrs. Edgar and Mr. Torres for delivering the face masks.  He acknowledged and conveyed his sincere thanks to Mr. Goto and Yoshie Enterprises for not just the face mask donations, but also for the many donations Yoshie Enterprises has made to the Hospital, Schools, Jail, and throughout the communities over the years. 1.Governor Oliver meets with the Cultural Day Organizing Committee On Monday, March 8, 2021, Governor Oliver met with members of the organizing committee for the 37th Cultural Day.  Cultural Day is held annually on March 31 and is a legal public holiday in Pohnpei.  Due to the COVID-19 pandemic and social distancing concerns, there was no public celebration held last year. This year, a small gathering will be held at the Governor’s Conference Room under the theme: “Sapwellimatail Tiahk iei Sapwellimatail Ieiias”  The Officers of the organizing committee are; Mr. Santos Abraham the Chairman, from the Division of Social Services, Department of Health and Social Services, Mr. Jason Barnabas, Vice Chairman, from the Office of Historic Preservations, Department of Land and Ms. Suannrita Ladore, the Secretary/Treasurer, from the Public Affairs Office of the Governor.  Mr. Abraham shared the proposed schedule of activities with Governor Oliver noting that final preparations will be made soon and communicated to the Office of the Governor.  Governor Oliver was very happy to receive and support the organizing committee and looked forward to the final dates and program for cultural day 2021.    2. MCT Check handover for Protected Area Network Coordinator Position On Tuesday, March 9, 2021, Lt. Governor Perman and the Director of Resources and Development, Mr. Hubert Yamada, met with the Executive Director of Micronesia Conservation Trust (MCT), Mr. William Kostka, and members of his staff.  The purpose of this meeting was to officially hand over a check for the salary/position of the State Protected Area Network Coordinator (SPANC) check in the amount of $16,922.80 to Lt. Governor Perman of the Pohnpei State Government.  The position duration is for two years, and the SPANC position is housed within the Department of Resources and Development, Pohnpei State Government.   The position responsibilities include leading the overall work of the State Protected Area Network, ensuring operations are coordinated and efficiently run with local and state partners, including FSM Department of Resources and Development, FSM Ridge to Reef program, FSM Department of Environment, Climate Change, and Emergency Management, Pohnpei State Office of Fisheries and Aquaculture, Division of Fish and Wildlife and other non-governmental organizations like Conservation Society of Pohnpei. 3.  Governor Oliver’s Second State of the State message On Thursday, March 11, 2021, Governor Oliver delivered his second State of the State message of the Oliver/Perman administration to the 10th Pohnpei State Legislature, Mwoalen Wahu, and the People of Pohnpei. The State of the State message is an annual report ordered by Section 9 of Article 9 of the Pohnpei State Constitution. Governor acknowledged the impact of COVID-19 over the year and expressed hope for better conditions as the COVID-19 vaccinations and reliable laboratory testing are made available.  He encouraged everyone to get vaccinated, residents of Pohnpei from age 18 years old and above. Governor’s report highlighted activities of the Pohnpei state government for 2020.  He delivered a general summary for achievements, activities, needs, and future plans for the state government departments of  Health and Social Services, Education, Resources and Management, Public Safety, the Office of Transportation and Infrastructure, Budget, and Finance.  He also addressed the payment on the Municipal Governments’ Revenue Shares.  Governor concluded his report with respect and thanks to the people of Pohnpei, traditional leaders, the 10th Pohnpei Legislature, Chief Justice of Pohnpei State Supreme Court, and the members of the Diplomatic Corps represented by the US Embassy, Japan Embassy, Australian Embassy, and Chinese Embassy.  Governor Oliver’s full address can be heard online at http://www.pohnpeistate.gov.fm 4. IOM Courtesy Call to Governor Oliver On Friday, March 12, 2021, Governor Oliver and Lt. Governor Perman received a courtesy call from the Office of IOM-Micronesia.  Mr. Herman Semes, Jr., Mr. Harut Sarian, Mr. Brandon Taiwermal, and Mr. Ryan McVey visited Governor Oliver, Lt. Governor Perman, and Chairman of the Pohnpei State COVID-19 Task Force, Mr. Wincener David, in the Cabinet Conference Room.  The IOM-Micronesia team delivered a presentation on their Inclusive Mitigation and Preparedness in Action (IMPACT) program.  The program’s outcomes are to strengthen the resilience of communities, empower the youth and women to be agents of change in their communities and support US Government partners to assess damages after a disaster. The presentation shared IMPACT’s achievements in the local communities of Kapingamarangi, Peidie, Sokehs, and Wone, Kitti. Governor Oliver was pleased to receive the IOM team and hear their achievements up to date in the communities of Kapingamarangi, Peidie, Sokehs, and Wone, Kitti.  He acknowledged the help that IOM has provided to the people of Pohnpei in the past and recently with the Kapingamarangi drought relief, where they provided tanks, water catchment systems, maintenance on reverse osmosis machines, and drought assessments.  He also mentioned other areas, like Lohd in Madolenihmw that are also experiencing drought conditions.   Governor Oliver highlighted the need for coordination with organizations like IOM that provide expert advice, assistance, and materials to communities in Pohnpei.  Moving forward, Governor Oliver asked for an update on upcoming projects so that the State Government can coordinate with relevant agencies and departments, and local communities.  5. Medical Monitoring Area in Dekehtik – Final Inspection On Friday, March 12, 2021, Governor Oliver, Lt. Governor Perman, Chairman of Pohnpei State COVID-19 Task Force, Mr. Wincener David, Dr. Nora Liwy, Dr. Rally Jim and Task Force members, visited the Medical Monitoring Area (MMA) in Dekehtik.  The visit was part of a final inspection to view the quarantine container units and the rest of the facility including a tent hospital set up by Pohnpei Utilities Corporation (PUC).   Mr. Danny Lebehn from PUC escorted Governor Oliver through the facilities.  The tent hospital currently has a 30-bed capacity with three separate wings and air conditioning.  The quarantine container units are lined up, with air conditioning, electricity, and plumbing already installed.  Ten (10) units were donated from the People’s Republic of China.  Pohnpei State Government provided 30 container units = 25 Single Units, 5 Family Size units, including Hospital Tents. With the setup and completion of the MMA in Dekehtik, Pohnpei State is standing
