Kolonia, Pohnpei: February 21, 2024 – UNICEF Pacific Deputy Representative, Ms. Roshni Bashu, along with UNICEF Chief of Mission in Micronesia, Mr. Cromwell Bacarezza, and UNICEF staff, recently visited Pohnpei State to strengthen collaboration and express gratitude for the ongoing partnership. The visit included discussions with Governor Joseph, who welcomed the UNICEF team’s support, particularly in matters concerning children and drought response efforts. During the courtesy call, Deputy Representative Bashu expressed gratitude to Governor Joseph for the trust placed in UNICEF, emphasizing the organization’s commitment to expanding its team and providing continuous support for the people of Pohnpei. Joseph and key officials from his cabinet at the Pohnpei State Government. The courtesy call, organized to administer a grants management workshop and facilitate meetings with key departments and organizations, marked an essential step in the ongoing collaboration between the United States and the FSM funded by sector grants through the Compact of Free Association. In attendance were officials from the Pohnpei State Government, including Christina Elnei, Director of the Department of Treasury and Administration; Belsipa Mikel-Isom, Attorney General; Stacy Nanpei, State Budget Officer; and Financial Consultant Kelly Keller. Accompanying them was Mr. Ramil Ilagun, the General Manager of MedPharm, who had a prior meeting with Governor Joseph earlier this month. The purpose of the visit was to engage in discussions with Governor Joseph on the latest breakthroughs in medical science, prompted by proposed legislation aiming to establish a medical diagnostics center in Pohnpei. The delegates shared insights into cutting-edge innovations, particularly focusing on advanced MRI technology that could revolutionize medical diagnostics in the region. Additionally, the delegation introduced Governor Joseph to the latest advancements in automated telehealth, showcasing a machine akin to an ATM that provides instant readings for blood pressure, blood glucose, body mass index, and various other diagnostics. GOVERNOR STEVENSON A. JOSEPH ASSESSES DROUGHT CONDITIONS AND LEADS RELIEF EFFORTS ON PINGELAP ATOLL

Pingelap Atoll: February 17, 2024 – Governor Stevenson A. Joseph, accompanied by a delegation of key officials, undertook a visit to Pingelap Atoll to assess the severe drought conditions affecting the region. The Governor, during his visit, consulted with Pingelap Mayor Smithy Clark and local leadership to gain insights into the challenges posed by the water shortage and discussed collaborative efforts to mitigate the impact on the community. Amidst the critical situation, relief supplies reached Pingelap from generous donors in Pohnpei via the National Fisheries Corporation vessel (NFC) North Star. The arrival of supplies was coordinated by the Department of Public Safety, led by Director Mr. Patrick Carl, along with Local Government Liaison Suannrita Ladore and Chief of Fire and Rescue Division Mr. Ainstain Joseph. The relief supplies included a significant addition – a solar-powered reverse-osmosis unit capable of producing 360 gallons of fresh water per day. This crucial equipment, set up and operated by Mr. Dudley Lorin from IOM-Micronesia, aims to address the immediate water needs on the island. Similar reverse-osmosis units donated by IOM-Micronesia are being distributed across the outer islands as part of the broader relief effort. During the visit, Governor Joseph, along with Mayor Clark, inspected water wells throughout the island, gaining firsthand knowledge of the challenges faced by the community. The Governor emphasized the importance of swift and coordinated action to alleviate the impact of the drought and pledged continued support from the government. Accompanying Governor Joseph were First Lady Dr. Aina Garstang, Mr. Daniel Isaac, nominee for the Office of Transportation and Infrastructure, and Mr. Jayson Walter, nominee for the Department of Resources and Development. Joseph, fostering an open dialogue on postal services and addressing key concerns related to the FSM Postal Services. Governor Joseph warmly welcomed Acting Postmaster General Jimmy and her delegation, expressing gratitude for the essential role played by the postal system in facilitating communication and commerce within the Federated States of Micronesia. He specifically acknowledged the valuable assistance provided by the U.S. Post Office in supporting the FSM Postal Services. During the meeting, Governor Joseph raised concerns about the escalating prices associated with sending items via mail and its impact on the public. Regarding concerns about the sale of goods by mail, Acting Postmaster General Jimmy clarified that while it is prohibited under the agreement with the U.S. Postal Services, sending gifts through postal services is allowed, with usual restrictions placed on these items. Acting Postmaster General Jimmy acknowledged the need for improved public awareness and customer service within the FSM Postal Services, committing to make it a priority. She emphasized the importance of providing clear and accessible information to the public regarding postal services. Addressing a past issue of rats at the Post Office, the Acting Postmaster General assured Governor Joseph that the situation has been taken care of and is under control. She also revealed plans to upgrade postal facilities to enhance operational efficiency and customer experience. The ceremony, graced by the presence of Pohnpei Sports Development Officer Mr. Ramsie Joab, witnessed Governor Stevenson A. Joseph administering the oath of administration, with Mrs. Elsy Rose Santos holding the Bible for Mr. John. Following the swearing-in, Mr. John expressed his gratitude to Governor Joseph, the Legislature, and U Municipality. He humbly acknowledged the trust placed in him and assured that he would strive to do his best in collaboration with his fellow Commissioners. Mr. John refrained from making promises, emphasizing his commitment to dedicated service. Governor Joseph, in his remarks, highlighted the meticulous process that led to Mr. John’s appointment. The Chief Minister of U submitted Mr. John’s nomination, which subsequently received the due advice and consent from the Legislature. During the meeting, Governor Joseph thanked Mr. Ilagun and the entire Medpharm team for their longstanding commitment and contributions to the healthcare sector in Pohnpei. He acknowledged the pivotal role of Medpharm in enhancing medical facilities and services ultimately benefiting the residents of Pohnpei and the Federated States of Micronesia. Mr. Ilagun shared essential updates with Governor Joseph, highlighting that Medpharm currently boasts the only CT scan in Pohnpei and the entire Federated States of Micronesia and that a Magnetic Resonance Imaging (MRI) machine is also expected soon. He also mentioned ongoing and upcoming developments, such as the imminent arrival of an Optometrist at Medpharm Clinic and the collaboration and training between Lab specialists from MedPharm and Pohnpei State Lab. Furthermore, Mr. Ilagun informed Governor Joseph about the presence of a Biomed Engineer at Medpharm, emphasizing the commitment to maintaining and enhancing the technological infrastructure for better healthcare outcomes. Governor Joseph expressed his appreciation for the diversity of healthcare facilities available in Pohnpei, including the Pohnpei State Hospital, Genesis Private Hospital, and medical clinics like Dr. Isaac’s Family Clinic and MedPharm Clinic. Conservationists Mr. Douglas Comer and Mr. Jake Comer Collaborate with Governor Stevenson A. Joseph for Nan Madol Preservation

Kolonia, Pohnpei: February 15, 2024 — The distinguished father-and-son team of conservationists from Cultural Site Research and Management (CSRM), Dr. Douglas Comer and Mr. Jake Comer, have embarked on a significant visit to Pohnpei to collaborate with the FSM National Government, Pohnpei State Government and local authorities on the preservation and conservation of the historic Nan Madol. Renowned for their unwavering commitment to the preservation of cultural heritage sites, the Comers have been actively involved in studying and safeguarding Nan Madol for many years. Their visit to Pohnpei includes a pivotal presentation on their groundbreaking findings at Nan Madol, utilizing Light Detection and Ranging (LIDAR) technology to unearth the intricacies of this architectural marvel. During discussions with Governor Joseph, the management and conservation of Nan Madol took center stage. Dr. Comer emphasized the need for proactive measures to address challenges such as over-vegetation and siltation that pose threats to the site’s integrity. Dr. Comer referred to Nan Madol as “an incredible engineering feat,” underscoring its significance as a global cultural treasure. The visionary proposal of creating a trust discussed between the Comers and Governor Joseph aims to foster collaborative efforts in securing funding and technical support for the ongoing preservation of Nan Madol. This initiative aligns with the shared goal of ensuring Nan Madol remains a beacon of cultural heritage for future generations of Pohnpeians and the world. Governor Stevenson A. Dr. Comer also shared the results of LIDAR mapping on Temwen, revealing vast agricultural fields and expressing a commitment to extending the search for other historical sites across Pohnpei using this advanced technology. LIDAR, a remote sensing method utilizing pulsed laser technology, provides precise three-dimensional information about the Earth’s surface characteristics, enabling a deeper understanding of historical landscapes and aiding in effective conservation strategies. The collaborative efforts of Dr. Douglas Comer, Mr. Jake Comer, and Governor Stevenson A. Joseph underscores a shared commitment to preserving and celebrating Pohnpei’s cultural heritage, setting an inspiring precedent for the sustainable conservation of historical sites worldwide. U.S. EMBASSY KOLONIA’S SENIOR DEFENSE OFFICIAL AND TEAM EXTEND SUPPORT

Kolonia, Pohnpei: February 14, 2024 – The U.S. Embassy Kolonia’s Senior Defense Official/Defense Attache’, CDR Jason Neal, USN, along with Assistant Defense Attache’, Mr. Kyle Papish, and Lt(jg) Kevin Reed, Officer in Charge of the U.S. Navy Seabees detachment, recently paid a visit to Governor Stevenson A. Joseph to discuss ongoing and future collaborative efforts between the U.S. Department of Defense and Pohnpei State. The visit commenced with warm welcomes and congratulations extended to Governor Joseph, where Mr. Papish introduced CDR Neal as the Senior Defense Official overseeing all U.S. Department of Defense activities in the Federated States of Micronesia. CDR Neal informed Governor Joseph that his purview includes all matters related to the U.S. Department of Defense within the Federated States of Micronesia. One highlight of the discussion was the introduction of Lt(jg) Kevin Reed, who heads the U.S. Navy Seabees detachment currently engaged in a crucial project in Sapwalap. Governor Joseph expressed his gratitude to the U.S. Embassy, especially the Seabees, for their swift response to Pohnpei State’s request for assistance following a recent emergency declaration. Lt(jg) Reed elaborated on the ongoing project, highlighting the collaboration with the Department of Education, with a focus on PICS High School. The Seabee team is actively involved in addressing water infrastructure needs to support local schools. Governor Joseph also expressed appreciation for the U.S. Coast Guard Fast Cutter Oliver Henry’s support in transporting essential supplies, including food and reverse osmosis units, to the remote islands of Kapingamarangi and Nukuoro. Mr. Papish shared additional initiatives, including the upcoming return of Task Force Koa Moana, comprising U.S. Marines, to provide further assistance. He emphasized the importance of the annual Joint Committee Meeting (JCM), where a comprehensive review of ongoing and proposed Department of Defense activities is presented. Furthermore, Mr. Papish reminded Governor Joseph of educational opportunities for students, such as admission to the U.S. Coast Guard Academy and the U.S. Merchant Marine Academy. He introduced the Micronesian Youth Leadership Academy (MYLA), a pilot program aimed at mentoring high school students in discipline, service, and enhancing ASVAB scores. In conclusion, CDR Neal shared insights into discussions surrounding the return of Civic Action Teams and welcomed input and feedback from the Governor and leadership on this matter. The visit underscored the strong partnership between the U.S. Department of Defense and Pohnpei State, reaffirming the commitment to collaborative efforts for the well-being and prosperity of the region.

Pohnpei Sports Commission Briefs Governor Joseph on Preparations for the Micronesian Games 2024

Kolonia, Pohnpei: February 13, 2024 – A delegation from the Pohnpei Sports Commission, featuring Ramsie Joab, Pohnpei State Sports Development Officer, Mr. Johnny David Jr., Chairman of the Pohnpei Sports Commissioner, and Mr. Derrick Iehsi, Treasurer, recently convened with Governor Stevenson A. Joseph to provide updates on the state’s readiness for the upcoming Micronesian Games scheduled for July 2024 in Majuro, Republic of the Marshall Islands. The primary objective of the meeting was to present a comprehensive overview of the proposed budget for Pohnpei’s participation in the Micronesian Games. The proposed budget outlines the allocation of resources to ensure a successful representation, envisioning a total delegation of 232 individuals, including athletes, coaches, and support staff. The approval of this budget is now pending the endorsement of Governor Joseph and the 11th Pohnpei Legislature. The Pohnpei Sports Commission is actively engaged in the meticulous process of identifying and confirming athletes who will proudly represent the State of Pohnpei in the 12 sporting competitions scheduled for the Micronesian Games. The delegation discussed the ongoing efforts to recruit and prepare a formidable team, emphasizing the importance of showcasing Pohnpei’s sporting prowess. As the countdown to the Micronesian Games in July 2024 continues, the Pohnpei Sports Commission promises to keep the public informed about the progress and achievements of the athletes. Courtesy Call by JICA Delegation to Governor Stevenson A. Joseph Highlights Continued Collaboration for Pohnpei’s Development

Joseph warmly welcomed a delegation from the Japan International Cooperation Agency (JICA), led by Resident Representative Kunihiro Yamauchi, along with Kazuhiko Ishijima, Volunteer Coordinator, Kordy Carl, Program Officer, and Saho Higuchi, JICA Volunteer placed under environmental education at DECCEM. Joining Governor Joseph was Mr. Benneth Edmund from the Governor’s Overseas Development Assistance Unit. During the courtesy call, Governor Joseph expressed gratitude for the invaluable support and services provided by JICA to Pohnpei State. He extended his thanks for the ongoing collaboration and looked forward to continued assistance in various sectors. Discussions during the meeting encompassed several sectors where JICA has been actively involved in supporting Pohnpei’s development. Notable areas of collaboration included waste management, elementary school mathematics education, and health initiatives with a particular focus on Non-Communicable Diseases (NCDs). Both Governor Joseph and Mr. Yamauchi emphasized the crucial role of behavior change, particularly among the youth, in tackling health challenges. Infrastructure development was also a key topic of discussion, with specific attention given to the expansion projects at the Pohnpei port and airport. Mr. Yamauchi sought the advice and collaboration of the Pohnpei State government to identify areas where JICA can provide assistance effectively.
