Pohnpei State Government Holds Executive Retreat to Strengthen Governance and Collaboration

Pohnpei, FSM – The Executive Branch of the Pohnpei State Government recently convened for an Executive Retreat aimed at fostering stronger collaboration, enhancing governance, and aligning strategic priorities for the continued development of Pohnpei State. The retreat brought together key leaders, department heads, and advisors to engage in in-depth discussions on policy implementation, service delivery, and interdepartmental cooperation. Governor Stevenson A. Joseph led the retreat, emphasizing the administration’s commitment to good governance, accountability, and improved public service. He underscored the importance of teamwork, transparency, and data-driven decision-making in addressing the needs of Pohnpei’s citizens. “This retreat provides an opportunity for us to assess our progress, address challenges, and ensure that our policies are aligned with the best interests of the people of Pohnpei,” Governor Joseph stated. “By working together, we strengthen our ability to serve with efficiency and integrity.” The Executive Retreat was facilitated by Strategic Development Plan Consultant, Churchill Edward, and Governor’s Chief of Staff, Mr. Benjamin Rodriguez. The retreat allowed all Department, Office, and Agency Heads in the Executive Branch of the Pohnpei State Government to present their respective organization’s accomplishments, challenges, and ways forward using the State’s Strategic Development Plan as a tool to implement and execute their way forward. The retreat took place over several days, providing ample time for thorough discussions and strategic planning. Discussions during the retreat focused on key areas, including economic development, infrastructure, healthcare, education, and environmental sustainability. Special attention was given to streamlining government operations, enhancing coordination between departments, and identifying innovative solutions to address pressing issues facing the state. Overviews were provided with opportunities for questions and answers from fellow Department, Office, and Agency Heads, fostering an atmosphere of collaboration and unity. Under the theme A Healthy and Vibrant Pohnpei, information was presented and discussed, including strategic activities, descriptions of activities, lead departments, and support departments responsible for implementation. A timeline for expected inception and completion was also outlined to ensure accountability and efficiency in execution. The retreat concluded with a reaffirmed commitment by all attendees to work together in fulfilling the administration’s vision for a prosperous and resilient Pohnpei. The Pohnpei State Government remains dedicated to transparency, accountability, and the well-being of its citizens. The insights gained from the Executive Retreat will be instrumental in shaping policies and initiatives that drive progress and positive change in the state. Peilapalap, Pohnpei: March 4, 2025 — Governor Stevenson A. Joseph and First Lady Dr. Aina Garstang attended the opening ceremony for this year’s International Women’s Day celebrations, held at the Governor’s Conference Room. In his remarks, Governor Joseph expressed his gratitude for the opportunity to participate in the event and emphasized the importance of recognizing and supporting women’s wellness. He extended his appreciation to international donors for their contributions to the program and underscored that the observance of International Women’s Day aligns with Pohnpeian cultural values. Pohnpei State Endorses Landmark Food Security Policy to Strengthen Local Food Systems

Pohnpei—Governor Stevenson A. Joseph and Lt. Governor Ioanis proudly announce the official endorsement and release of the Pohnpei State Food Security Policy, a groundbreaking initiative that will guide the state toward a more resilient and self-sustaining food system. The policy, initiated under the Oliver/Ioanis administration and recently endorsed by the 11th Pohnpei Legislature, was developed in collaboration with the Rutgers University Food Systems team and is the first of its kind in the Federated States of Micronesia. Governor Joseph, in his forward to this pivotal document, underscored its importance, stating: “Pohnpei State has enormous potential to strengthen our economy, improve our overall health and nutrition, and build upon our culture through the production of local food. This Food Security Policy serves as a living document to guide us as we take urgent, targeted steps to strengthen our local food system. There is much we can do together to incentivize and stimulate local food production for the benefit of our people.” Currently, Pohnpeian families spend over 50% of their income on imported foods such as rice, wheat flour, vegetable cooking oil, cow’s milk, cane sugar, potato chips, and imported meats like pork and chicken. Much of these food items could be replaced with locally produced alternatives, reducing reliance on foreign imports and creating food production jobs within the state. Governor Joseph highlighted the economic opportunity presented by investing in local agriculture, stating: “With each purchase of imported food, Pohnpeians are in fact paying for food production and processing jobs in other countries. We have become reliant on food grown and processed overseas that is then transported thousands of miles to us by cargo ship. This is food production and processing work that should be done in Pohnpei State to support local jobs and build our own resilient food system.” The newly endorsed policy provides a roadmap for increasing local food production and processing capacity. This includes stabilizing inputs such as poultry and pig feed, which can be locally sourced to support the production of affordable and reliable chicken, eggs, and pork. Governor Joseph also emphasized the role of policymakers in supporting the initiative, stating: “We should consider requiring that food prepared for government functions, hospitals, and school meals be primarily made from locally produced ingredients. This would create a market for our farmers and fishers and would also inspire our people to creatively imagine new ways of preparing local foods as import substitutions.” The Pohnpei State Government acknowledges the significant contributions of the previous Oliver/Ioanis administration and former Director of Resources and Development Hubert Yamada for laying the foundation for this policy. Governor Joseph reaffirmed his administration’s commitment to implementing the Food Production Master Plan 2025 and achieving the ambitious goal of increasing local food production by 50% within the next five years. With this endorsement, the Pohnpei State Government takes a bold step toward a future where local food systems are strengthened, economic opportunities are expanded, and the health and well-being of all Pohnpeians are prioritized. Pohnpei State Government Receives Over $80,800 in Medications and Medical Supplies from China Medical Team

Nett, Pohnpei, Federated States of Micronesia: February 25, 2025 – The Pohnpei State Government has received a generous donation of medications and medical supplies valued at over 570,000 RMB (approximately USD 80,800) from the China Medical Team, facilitated by the FSM National Government and the Embassy of the People’s Republic of China. The official handover ceremony marked yet another milestone in the ongoing partnership between the Federated States of Micronesia and the People’s Republic of China in strengthening healthcare services in the state. His Excellency Wu Wei, Ambassador of the People’s Republic of China to the Federated States of Micronesia, emphasized the longstanding cooperation between the two nations, highlighting that the Chinese Medical Team is a legacy in the friendship between the people of China and Micronesia. He noted that China has been sending medical teams abroad since 1963 and has extended its medical assistance to over 180 countries, fostering a global community of health. “Our two nations share the same pursuit of health and happiness,” Ambassador Wu Wei stated. Pohnpei State Launches Training Program on Banana and Coconut Production Technology

PRESS RELEASE November 18, 2024 Kolonia, Pohnpei – The Pohnpei State Department of Resources and Development (R&D) officially launched a three-day training program on Banana and Coconut Production Technology during an opening ceremony held today, November 18, 2024. Acting Director of R&D, Mr. Kordy Carl, welcomed participants from the Pohnpei Farmer’s Association (PFA), underscoring the importance of this initiative in advancing local agriculture. A representative from the Chinese Embassy also delivered remarks, highlighting the collaborative efforts between Pohnpei and the People’s Republic of China to promote sustainable agricultural development in the region. The program features two expert instructors from the Chinese Academy of Tropical Agricultural Science (CATAS), who bring extensive knowledge in tropical agriculture. Governor Stevenson A. Joseph Represents Pohnpei at the Semi-Annual Joint Committee Meeting on Security and Defense

Joseph attended the semi-annual Joint Committee Meeting (JCM) between the Government of the Federated States of Micronesia (FSM) and the United States of America, a key platform for addressing security and defense under the Compact of Free Association. This was Governor Joseph’s second JCM, highlighting his continued focus on fostering international partnerships to support the development and security of Pohnpei State. Governor Joseph made significant contributions to the meeting by successfully advocating for the inclusion of two critical initiatives in the JCM action plan: Aerial LIDAR Survey for Pohnpei: This survey will assess potential sites for a future airport and identify critical groundwater wells, enhancing Pohnpei’s infrastructure and water security. Outer Island Transport Solutions: Collaborating with FSM Secretary of Transportation, Communications, and Infrastructure (DTC&I) T.H. Apis, discussions on addressing transport challenges for outer islands. Proposed solutions include floating docks or jetties to improve the movement of people and essential goods, ensuring more equitable development across all regions. The JCM was co-chaired by U.S. Ambassador to the FSM, H.E. Jennifer Johnson, and FSM Secretary of Foreign Affairs Lorin S. Robert. Nobuo Kagomiya Japanese Ambassador to FSM and Vincent Mut-Tracy, U.S. Embassy Charge’ d’affaires, local chief executives, and community members at Nett Point, marking the launch of a specialized sea cucumber training program. The initiative is a collaborative effort between the College of Micronesia (COM) Land Grant program—a U.S.-funded institution—and Japanese trainer Masaya Miyazaki, facilitated through the Embassy of Japan in Pohnpei. Courtesy Visit by College of Micronesia-FSM and Department of Public Safety to Introduce New Law Enforcement Training Program

  KOLONIA, Pohnpei, FSM: October 23, 2024 – Governor Stevenson A. Joseph welcomed representatives from the College of Micronesia-FSM (COM-FSM) and the Pohnpei Department of Public Safety in a courtesy visit to discuss an innovative skills training program aimed at advancing law enforcement professionalism and leadership within Pohnpei State. The program, still pending final approval, will allow Pohnpei State Law Enforcement Officers to enhance their skills through courses at COM-FSM under the U.S. Department of Labor’s Apprenticeship Training Program. The program’s vision is to prepare law enforcement officers with specialized training from the Police Academy and provide a pathway to enroll as students at COM-FSM. The curriculum is designed to focus on policing and law enforcement, blending practical experience with academic knowledge to foster skilled leaders within the Department of Public Safety. The program is pending finalization with a Memorandum of Understanding between COM-FSM and the Pohnpei State Government. Governor Joseph expressed his enthusiasm for the initiative, emphasizing his belief that COM-FSM should be the primary training institution for Pohnpei and the Federated States of Micronesia (FSM). Governor Joseph also suggested that COM-FSM collaborate with Pohnpei State’s annual student takeover day to inspire high school students to pursue careers in law enforcement and other essential fields. Professor Gardner Edgar from COM-FSM highlighted the program’s broader context, noting that this collaboration marks the second apprenticeship program COM-FSM has launched with the U.S. Department of Labor. The first program successfully led to the certification of an electrician with the Pohnpei Utilities Corporation. Deputy Chief of Police Bronson Martin expressed deep gratitude for this opportunity, viewing it as a transformative step toward advancing the standards and professionalism of Pohnpei’s law enforcement community. Dean Phyllis Silbanuz of COM-FSM’s Career and Technical Education Center (CTEC) and Vice President Ehmes expressed optimism about the program’s future, hoping it could eventually develop into a full degree pathway, possibly connecting with the Trial Counselor program. It was also made clear that each law enforcement participant will be eligible for federal Pell Grant scholarships, allowing them to enroll as regular students alongside their law enforcement duties. KOLONIA, Pohnpei, FSM: October 22, 2024 –  Governor Stevenson A. Joseph, alongside Mr. Stuard Penias, Director of the Pohnpei State Department of Health and Social Services, warmly welcomed the visiting China Medical Team (CMT) to the Governor’s Office today. The team, which arrived in Pohnpei as part of a cooperative medical exchange program, made a courtesy visit before commencing their year-long medical service at the Pohnpei State Hospital. Accompanying the team was Second Secretary Mr. Richard Yang from the Embassy of the People’s Republic of China in the Federated States of Micronesia, who expressed the Embassy’s support for the continued partnership between China and Micronesia, emphasizing the importance of collaboration in healthcare. The China Medical Team consists of highly specialized professionals, including: Ear Nose Throat (ENT) Specialist Urologist Gastroenterologist Operating Room Nurse Chinese Traditional Medicine Practitioner Dentist Medical Translator During the meeting, Governor Joseph extended his deepest gratitude to the team for their dedication and willingness to serve the people of Pohnpei. He also highlighted Pohnpei State’s readiness to support the CMT and facilitate a smooth working relationship during their stay. Governor Joseph stated. “Pohnpei is ready to accommodate you and have our people served with your expert services.” To further assist with communication, Governor Joseph offered a local Pohnpeian translator to support the team, helping bridge any potential language barriers during their medical consultations and procedures. KOLONIA, Pohnpei, FSM: October 23, 2024 — The Vice Chairman of the FSM/U.S. Joint Economic Management Committee (JEMCO) has extended his gratitude to the Director of the Department of Treasury and Administration, Mrs. Sihna N. Lawrence, for her diligent compliance with the provisions of the Compact of Free Association (COFA) regarding the management of fiscal year (FY) 2024 Compact Sector funding. In a letter addressed to the Director, the Vice Chairman commended the Department for adhering to JEMCO’s decision to not extend the obligation deadline for FY 2024 funds, despite recent legislative actions taken by the 11th Pohnpei Legislature that sought an extension. JEMCO had previously rejected the request to extend the obligation deadline. The Vice Chairman emphasized the importance of ensuring proper fiscal management and accountability in the use of Compact funds, a critical component of the financial partnership between the Federated States of Micronesia (FSM) and the United States. The Director’s compliance with these provisions underscores the Pohnpei State Government’s commitment to maintaining transparency and responsible financial oversight under the Compact’s stipulations. Joseph, accompanied by First Lady Dr. Aina Garstang, made his first official visit to the China Pilot Farm today, highlighting his administration’s focus on agricultural development and food security for Pohnpei. The Governor and First Lady were joined by the Director of the Department of Resources and Development, Mr. Mark Kostka, and officials from the China Pilot Farm, who guided them through the various sections of the farm. During the tour, Governor Joseph and Dr. Garstang viewed a wide range of crops being cultivated on the farm, including local staples such as yams, taro, and pepper, growing alongside introduced varieties such as Chinese cabbage, watermelons, dragonfruit, okra, beans, peanuts, corn, and chili peppers. The China Pilot Farm, a hub of agricultural innovation and collaboration, plays a vital role in demonstrating how traditional and modern farming techniques can be integrated to boost local food production. DEKEHTIK, Pohnpei, FSM: October 21, 2024 – Governor Stevenson A. Joseph, together with First Lady Dr. Aina Garstang, made a courtesy visit to the U.S. Naval Research Vessel, Thomas G. Thompson, at Dekehtik Harbor. Governor Joseph was joined by Her Excellency Jennifer Johnson, U.S. Ambassador to the FSM, who was also visiting the vessel. The dignitaries were given a comprehensive tour of the vessel and its advanced research capabilities. The Thomas G. Thompson is owned by the U.S. Navy Office of Naval Research and operated by the School of Oceanography at the University of Washington. It is part of the University National Oceanographic Laboratories System (UNOLS) fleet and is currently conducting research to study the effects of typhoons on the seafloor. This research is critical to understanding how extreme weather events impact oceanic and coastal environments, particularly in typhoon-prone regions such as the Pacific.
