Pohnpei State Attorney General’s Office Receives Generous Computer Donation from Supreme Court of Guam

KOLONIA, Pohnpei, FSM: August 2, 2024 – The Office of the Attorney General of Pohnpei State is pleased to announce the receipt of a generous donation of over 60 computers from the Supreme Court of Guam. This significant contribution will greatly enhance the technological capabilities of the Attorney General’s Office and other offices within the Pohnpei State Government. We extend our heartfelt appreciation to the Honorable Chief Justice Philip Carbullido Torres of the Supreme Court of Guam for this outstanding donation. This act of generosity exemplifies the strong bond and spirit of collaboration between our jurisdictions, and we are immensely grateful for the positive impact it will have on our operations. Additionally, we would like to express our sincere thanks to Mr. Walden Weilbacher for his initiative and efforts in coordinating the shipment of these computers through the Ayuda Foundation. Mr. Weilbacher’s dedication has been instrumental in ensuring the successful delivery of this valuable equipment to our office. We also extend our gratitude to the FSM Department of Finance and Administration for granting a tax exemption on the import duties of the donated computers. This exemption has been crucial in facilitating the seamless integration of these computers into our operations, allowing us to put them to immediate use in serving the people of Pohnpei. The donated computers will be utilized by the Attorney General’s Office and distributed to other offices within the Pohnpei State Government, enhancing our collective ability to serve the community effectively. DEPARTMENT OF EDUCATION GENERAL ASSEMBLY, ATTORNEY GENERAL DELIVERS REMARKS ON BEHALF OF GOVERNOR JOSEPH

KOLONIA, Pohnpei, FSM: August 2, 2024 – The Pohnpei State Department of Education’s General Assembly for School Year 2024-2025 was held today at the Kolonia-China Friendship Gymnasium. The General Assembly officially starts the new school year for public schools in Pohnpei. Representing Governor Joseph who is on a state visit to the Southern Islands of Kapingamarangi, Nukuoro, and Sapwuafik, was the State Attorney General, Belsipa Mikel-Isom. Other dignitaries attending the event included Senator Mitaro Simina, representing Speaker Marvin T. Yamaguchi, Senator Tendy Liwy, FSM NDOE Assistant Secretary Arthur Albert, Chairperson of the Board of Education, Mrs. Alice Ehmes and Director of the Department of Education, Mr. Stanley Etse. Principals, teachers, and Education staff also attended the Assembly. Pehleng Elementary School entertained the General Assembly. Delivering special remarks on behalf of Governor Joseph, was State Attorney General Belsip Mikel-Isom. In her speech, she called the work done by education staff an investment for the future. “You have a sacred duty to nurture and guide these young minds. Your role is vital and profound”. She urged the teachers to continue their dedication and in keeping with this year’s theme: “Promoting Strong Collaboration to Foster Quality Educational Endeavors for All”, called for the spirit of collaboration in the new school year and to move forward with “renewed energy and determination to make this school year a success.” The chief of primary school, Mr. Peter Ramirez, delivered general information/statistics from the previous school year, and closing remarks were made by the Director of the Department of Education, Mr. Stanley Etse. The General Assembly for the Department of Education marks a significant step forward in the ongoing efforts to enhance the educational landscape of Pohnpei. The Attorney General’s participation and powerful message on behalf of Governor Stevenson A. Asian Development Bank Executive Director Rachel Thompson Visits Governor Stevenson A. Joseph

KOLONIA, Pohnpei, FSM: July 31, 2024 — Governor Stevenson A. Joseph welcomed Rachel Thompson, the Executive Director on the Board of the Asian Development Bank (ADB), representing multiple countries including the Federated States of Micronesia, during her official visit to Pohnpei on July 31, 2024. Ms. Thompson was accompanied by her advisors Sweety Kalbesang and Maya Yoshizaka, ADB Senior Country Officer Maybelline Andon-Bing, and Operations Assistant Alan Semens. Governor Joseph expressed his gratitude to Ms. Thompson and the ADB for establishing their office in Pohnpei, underscoring the importance of ADB’s presence in the state. Governor Joseph Announces Disbursement of Disaster Relief Funds to Outer Island Municipal Governments

KOLONIA, Pohnpei, FSM: July 31, 2024 – Governor Stevenson A. Joseph is pleased to announce that disaster relief funds have been disbursed to the Outer Island Municipal Governments. These funds, provided by the Federated States of Micronesia (FSM) National Government through a Presidential Decree and facilitated by the Department of Environment, Climate Change and Emergency Management (DECEM), are intended to support recovery efforts in the wake of recent drought and seawater inundation. Following initial damage assessments conducted in the early months of the Joseph/Ioanis Administration, the Governor’s Office submitted a request for assistance to the President of the Federated States of Micronesia. The FSM National Government responded promptly, disbursing the necessary funds to the affected Outer Island Municipal Governments based on the damage assessments. The allocated funds have been distributed to the respective Municipal Governments to facilitate the recovery of the affected Outer Islands. Each municipal government is required to ensure that all expenditures are properly documented to demonstrate the effective use of these funds. This accountability measure is essential to ensure the aid is used efficiently and reaches those most in need. At a recent ceremony held at the Governor’s Office, representatives from the Outer Island Municipal Governments received the checks. Each check was accompanied by a letter from the Director of the Treasury and Administration, outlining the specific use and documentation requirements for the relief funds. Japanese Physicians and Healthcare Specialists Visit Pohnpei for Fetal Monitoring Training

Joseph, welcomed a delegation of Japanese physicians and healthcare specialists who are in Pohnpei to train local medical staff on the use of the innovative iCTG fetal monitoring devices. These compact, wireless devices are designed to measure fetal heart rates and uterine contractions, with data accessible on tablets, smartphones, and PCs. The Acting Chief of the Public Health Division, Pertina Albert, escorted the group and facilitated their meeting with Governor Joseph. During the meeting, Mrs. Albert shared details of the ongoing project, which has been in progress for approximately two years. The initiative aims to enhance prenatal care in Pohnpei and will culminate in the donation of the iCTG devices to the local healthcare facilities. Kolonia, Pohnpei: April 17, 2024 – Today, at the Pohnpei State Hospital Conference room, the Domestic Violence Workshop to implement the 2017 Family Protection Act, sponsored by the Pohnpei State Attorney General’s Office, FSM Department of Health & Social Affairs and the North Pacific office of the Secretariat of the Pacific Community (SPC), commenced with opening remarks from Governor Joseph. Governor Joseph expressed gratitude to the Attorney General’s Office for organizing the workshop in collaboration with SPC. He also extended thanks to development partners, including the Australian Embassy and UNICEF, for their contributions to addressing domestic violence in our community. Admitting his lack of firsthand experience with domestic violence, Governor Joseph emphasized its significance as an issue that affects many individuals, more than commonly recognized. He acknowledged the cultural sensitivity surrounding familial violence but stressed that cultural considerations should not serve as a justification for overlooking or dismissing such matters. Governor Joseph underscored the importance of developing policies that address domestic violence within the framework of our culture, ensuring equality and fairness for all individuals. He affirmed that both men and women are entitled to the same rights under the law, and violence should never be tolerated or excused. Kolonia, Pohnpei: April 15, 2024 – Governor Stevenson A. Joseph expressed his deepest condolences to the family of the late Mr. Kiyoshi Goto, a beloved and generous businessman whose philanthropic endeavors touched the lives of countless individuals throughout Pohnpei. In a heartfelt letter addressed to Mr. Goto’s daughter and family, Governor Joseph conveyed his profound sympathy and admiration for the remarkable legacy left behind by Mr. Goto. Mr. Kiyoshi Goto was not only known for his business success but also revered for his kindness and generosity towards the people of Pohnpei. Over the years, he selflessly blessed the community with numerous acts of generosity, including the donation of a school bus for Kolonia Early Childhood Education, annual contributions to disabled students during Christmas, and countless donations of food to institutions such as the Pohnpei State Hospital and the Pohnpei State Corrections and Rehabilitation Division. Kolonia, Pohnpei: April 15, 2024 – Mr. Johnny Musrasrik from the National Weather Services, Pohnpei branch, paid a visit to Governor Stevenson A. Joseph to discuss a pioneering Tsunami awareness initiative. Mr. Musrasrik presented a Memorandum of Understanding (MOU) outlining the initiative, which aims to raise awareness about Tsunami risks and promote safety measures within the community. During the meeting, Mr. Musrasrik informed Governor Joseph of the comprehensive Tsunami awareness initiative, which includes the installation of signage across strategic locations in Pohnpei. These signs will serve as vital tools in educating the public about Tsunami risks and ensuring swift responses in the event of an emergency. Recognizing the significance of this initiative, Governor Joseph welcomed Mr. Musrasrik and received the MOU for review by the State Attorney General and relevant departments. Governor Joseph emphasized the importance of Tsunami and weather awareness expressing his commitment to supporting efforts to safeguard the lives and property of Pohnpei residents. Governor Joseph Calls for Enhanced Cooperation to Protect Pohnpei’s Natural Resources

Kolonia, Pohnpei: April 12, 2024 – Governor Stevenson A. Joseph convened a crucial meeting to address the pressing challenges facing Pohnpei’s environmental conservation efforts. Joined by key stakeholders from the State Division of Fish and Wildlife (DFW), Municipal Governments, community leaders, and NGO partners, Governor Joseph emphasized the urgent need for strengthened collaboration to protect the island’s precious natural resources. For over a decade, the State DFW has been working hand-in-hand with the Conservation Society of Pohnpei (CSP) and OneReef Micronesia to enhance enforcement effectiveness and community stewardship within the Pohnpei Protected Areas Network. However, faced with increasing threats such as overfishing and upland forest degradation due to sakau farming practices, a united effort to effectively face these threats is needed. During the meeting, Governor Joseph highlighted the shared responsibility of safeguarding Pohnpei’s environment. “This must be a shared responsibility for Pohnpei State, Municipal Governments, community leaders, and NGO partners. This is our responsibility together, “he stated to those present including the Acting Chief of DFW Ioanis, Chiefs of Municipal Police Departments and local police officers, Pohnpei Community Conservation Officers Networks representatives: Nahlaimw Sokehs, Kuloap Madolenihmw, Soumas Lepen Madau en Metipw and NGO partners CSP and OneReef. Governor Joseph supported the establishment of a more formalized coordination mechanism, known as the Enforcement Reserve Program, to strengthen joint law enforcement agreements and mobilize resources for capacity training. The Governor urged all stakeholders to work together towards this common goal. Acknowledging the importance of partnership, Governor Joseph expressed gratitude to NGO partners such as the Conservation Society of Pohnpei and OneReef, as well as other supporting organizations including Micronesia Conservation Trust and The Nature Conservancy. Governor Stevenson A. Joseph Advances Pohnpei Projects in PROPER Meetings

Kolonia, Pohnpei: April 12, 2024 – Governor Stevenson A. Joseph convened two pivotal meetings concerning the World Bank-funded Pacific Regional Oceanscape Program (PROPER), marking significant strides in Pohnpei’s sustainable development initiatives. In the first meeting, held with key stakeholders on April 8, 2024, Governor Joseph engaged with EPA Executive Officer Francisco Celestine, Acting Director of the Department of Resources and Development Eugene Eperiam, and Acting Administrator of the Office of Fisheries and Aquaculture Clay Hedson. During this session, two projects within the PROPER framework were presented to Governor Joseph. The first project outlined focused on a proposed marina endeavor at Dekehtik Lidakika area, alongside a waste oil program. Both projects received favorable reception from Governor Joseph, who expressed keen interest in further details regarding the marina project. In a subsequent meeting on April 12, 2024, Governor Joseph welcomed Mr. Okean Ehmes, Project Manager at FSM NORMA, for a comprehensive presentation. Mr. Ehmes explained the regional initiative aimed at bolstering collaboration and national capacity for oceanic and coastal fisheries management across participating nations, including the Federated States of Micronesia, Republic of the Marshall Islands, Tonga, Kiribati, Samoa, Tuvalu, and Solomons. Governor Joseph was informed that the project, currently in the appraisal and project concept note completion stage, carries a total funding ceiling of $56 million, with $10.6 million earmarked for the Pohnpei Marina project. The proposed marina location at the causeway Lidakika area was highlighted, emphasizing the imperative of meticulous land designation and proper documentation to avert potential project delays. Expressing gratitude for the presentation, Governor Joseph articulated his concerns regarding land issues and proposed projects in the same vicinity, underscoring the necessity of seamless coordination to prevent conflicts and ensure expeditious project execution. Governor Joseph reiterated the importance of the marina project in bolstering coastal fisheries and supporting local fishermen, aligning with ongoing developmental efforts such as the construction of the public market at Dekehtik. Looking ahead, Governor Joseph was told by Mr. Ehmes of the formation of a collaborative working group with relevant stakeholders to finalize terms of references and preliminary designs in consultation with state and national authorities, marking the next crucial step towards realizing the PROPER objectives in Pohnpei.

Expressing reservations about the contents of the bill, Governor Joseph highlighted that “Most of these appropriations were floor amendments which conveniently bypassed proper oversight to validate the urgency of these needs.” This lack of rigorous oversight raised significant concerns for Governor Joseph, as it compromises the integrity of the legislative process and potentially undermines the prudent allocation of public funds. In closing, Governor Joseph emphasized the importance of adopting a measured and systematic approach to the appropriation of public funds, underscoring the need for comprehensive vetting and prioritization of Pohnpei State’s diverse needs.

Eighth Grade Students from Ebeye SDA School Share Inspiring Visit with Governor Joseph

Kolonia, Pohnpei: April 10, 2024 – A group of eighth-grade students from Ebeye SDA School, accompanied by chaperones, teachers, and a parent, had the privilege of meeting Governor Joseph during a courtesy visit to the Emergency Operations Center (EOC) conference room. During the visit, Governor Joseph generously shared insights and guidance with the young students on career choices and life decisions. He emphasized the importance of passion and dedication in pursuing one’s aspirations, urging the students to select paths that resonate with their interests and to strive for excellence in their endeavors. The discussion revolved around the evolving telecommunications sector in FSM, particularly focusing on the incorporation of local telecommunications companies and the anticipated introduction of Starlink services. Lt. Governor Francisco L. Ioanis Addresses Pohnpei Transportation Authority Staff on Key Issues

Palikir, Pohnpei – April 9, 2024 – Today, Lt. Governor Francisco L. Ioanis convened a pivotal meeting with the management and staff of the Pohnpei Transportation Authority (PTA) at their Palikir plant. The gathering centered on essential matters crucial for the continued progress and efficiency of the transportation infrastructure across Pohnpei. During the meeting, several agenda items were discussed in detail. Of paramount importance was the ongoing efforts to maintain and upkeep Pohnpei’s roads. Lt. Governor Ioanis actively engaged with management and staff on strategies to ensure the smooth functioning of road maintenance operations. One significant concern addressed was the recent 45 percent salary increase, which had not reached PTA employees. In response, a budget reflective of this increase was meticulously prepared and promptly submitted to the Lt. Governor. This budget, now under review by the 11th Pohnpei State Legislature, aims to rectify the salary disparity and uphold fair compensation standards. Furthermore, Lt. Governor Ioanis attentively listened to PTA staff regarding the pressing need for new equipment. Acknowledging the constant utilization of existing equipment, discussions ensued on facilitating assistance with equipment left behind by the Chinese following the construction of roads in Lukop, Madolenihmw. Dredging operations also took center stage during the meeting, with Lt. Governor Ioanis emphasizing the limited availability of authorized sites in Sokehs and Madolenihmw. This underscored the importance of efficient resource allocation and environmental preservation in such endeavors. In addition, PTA staff sought clarification on overtime compensation for their assistance during the recent Dekehtik fire. Lt. Governor Ioanis expressed gratitude for their commendable efforts and assured them that pending review and confirmation of work times, appropriate compensation would be provided. In closing, Lt.
