Kolonia, Pohnpei: January 16, 2024 — U.S. Ambassador to the Federated States of Micronesia, H.E. Jennifer Johnson, and Deputy Chief of Mission, Alissa Bibb, paid a courtesy call on Governor Stevenson A. Joseph and Lt. Governor Francisco L. Ioanis. The Governor warmly welcomed Ambassador Johnson and Ms. Bibb on behalf of the Pohnpei State Government.   During the meeting, Ambassador Johnson extended congratulations to Governor Joseph and Lt. Governor Ioanis. She expressed appreciation for the partnership between the U.S. Embassy and the Pohnpei State Government, expressing the hope for its continued success. She sought insights into the priorities of the Joseph/Ioanis Administration to explore potential areas where the U.S. Embassy could offer assistance.   Governor Joseph outlined key priorities, including the current state of emergency, education, non-communicable diseases (NCD), health, and infrastructure. He emphasized the importance of focusing on internal processes for effective governance. The Governor also shared concerns regarding the ratification of the Compact of Free Association in a recent meeting with the Joint Committee on Compact Review and Planning (JCRP).   Governor Stevenson A. Joseph and Lt. Governor Francisco L. Ioanis conveyed gratitude during their meeting with U.S. Ambassador Jennifer Johnson, thanking her for the visit. In the discussion, both parties acknowledged certain projects that had been on hold, recognizing their significance. Governor Joseph and Lt. Governor Ioanis pledged to collaboratively move forward, ensuring the completion of these vital projects. Courtesy Call on Governor Joseph and Lt. Governor Ioanis by Joint Commitee on Compact Review and Planning (JCRP) leadership

Kolonia, Pohnpei: January 16, 2024 — Governor Stevenson A. Joseph and Lt. Governor Francisco L. Ioanis welcomed a courtesy call from Mr. Asterio Takesy, Chairman of the Joint Committee on Compact Review and Planning (JCRP), along with Director Ehpel Ilon and Chief Negotiator, Leo A. Falcam, Jr. The meeting included updates on the current status of the ratification of the Compact of Free Association with the United States of America.   Despite the conclusion of negotiations, internal political matters have delayed the ratification by the US Congress (House and Senate), leading to funding through continuing resolutions at FY23 levels. The delegation also shared information on a pending amendment to the law that created JCRP, allowing its continued functioning post-ratification.   Governor Joseph and Lt. Governor Ioanis expressed gratitude for the visit and updates, with Governor Joseph affirming support for JCRP’s extended function. He pledged to submit the necessary supporting documents to further strengthen collaboration on this important matter.   The courtesy call reflects the ongoing commitment to constructive dialogue and collaboration between Pohnpei State and the Joint Committee on Compact Review and Planning.

Governor Joseph meets with President Simina on Pohnpei’s Emergency Declaration 2024-01

Palikir, Pohnpei: January 16, 2024 — Governor Stevenson A. Joseph held a crucial meeting with President Simina and key cabinet members to discuss the follow-up on Emergency Declaration 2024–01 issued by Pohnpei State, addressing dry weather conditions and insufficient water supply. President Simina expressed gratitude to Governor Joseph for promptly transmitting the declaration and reiterated the National Government’s support for Pohnpei State. Secretary of the Department of Environment, Climate Change and Emergency Management (DECCEM), Hon. Andrew Yatilman emphasized the necessity for subsequent reports assessing the full impact of the dry weather and water supply situation. Governor Joseph assured President Simina and Secretary Yatilman that these reports are underway, highlighting the ongoing efforts of Pohnpei Utilities Corporation to enhance water system capacity through the installation of new wells and additional pipes to pump water from upper ponds. In closing, Governor Joseph provided updates on the Dekehtik dumpsite fire, expressing appreciation for the assistance of National Police Officers in addressing the situation. The collaborative efforts between Pohnpei State and the National Government underscore their commitment to addressing the challenges posed by the current emergency situation.

COURTESY CALL ON GOVERNOR JOSEPH BY GOVERNOR OF KOCHI PREFECTURE

Kolonia, Pohnpei: January 16, 2024 — The Honorable Seiji Hamada, Governor of Kochi Prefecture in Japan, paid a courtesy call on the Honorable Stevenson A. Joseph during his visit to the Federated States of Micronesia (Chuuk and Pohnpei), coinciding with the 35th anniversary of bilateral relations between Japan and the Federated States of Micronesia. Governor Joseph warmly welcomed Governor Hamada and his delegation, including H.E. Nobuo Kogiyama, Japanese Ambassador to the Federated States of Micronesia, and other dignitaries. During the meeting, Governor Joseph warmly welcomed the Governor and his delegation to Pohnpei.  He shared the current state of the emergency situation in Pohnpei State, expressing regret that the visit couldn’t take place under normal circumstances. Governor Hamada acknowledged the strong bond between Japan and the FSM, emphasizing collaborations in government, sports, health, and personal connections. Both leaders expressed a desire for further collaboration, with Governor Joseph agreeing to explore additional avenues. Before concluding the courtesy call, Governor Joseph extended sincere condolences to Governor Hamada and the people of Japan for the recent earthquake and tsunami that occurred at the beginning of the year. The visit marks a significant milestone in the enduring friendship between the Federated States of Micronesia and Japan, highlighting the depth of cooperation across various sectors over the past 35 years.

Governor Stevenson A. Joseph and Lt. Governor Francisco L. Ioanis Convene with Disaster Coordinating Committee to Address Current Challenges

Kolonia, Pohnpei, January 15, 2024 — Governor Stevenson A. Joseph and Lt. Governor Francisco L. Ioanis met with the Disaster Coordinating Committee to assess and address the ongoing challenges faced by Pohnpei State. The primary focus of the meeting was an update on the recent fire incidents, particularly at the Dekehtik dumpsite. Chief of Fire and Rescue Division, Mr. Ainstain Joseph, provided a comprehensive update on the Dekehtik dumpsite fire. He reported that the fire, while no longer considered dangerous, is expected to be well under control within the next day or two. Mr. Joseph also highlighted successful efforts in containing fires at Parem, Nett, and Lehn Mesi, Kitti, with collaboration from the respective Municipal Governments. Lt. Governor Francisco L. Ioanis expressed concern and sought information regarding the Dekehtik dumpsite from Director of the Department of Public Safety, Mr. Patrick Carl. Mr. Carl confirmed that an investigation into the incident is currently underway, reflecting the administration’s commitment to ensuring transparency and accountability. Nixon Anson, General Manager of Pohnpei Utilities Corporation (PUC), outlined PUC’s plans to address the challenges posed by the ongoing dry weather conditions. These plans include continuous improvements to the existing water system, the establishment of water filling points across the island at Lukop, Diadi, Wapar, and Nankopwermen, installation of two new wells, and the addition of pipes to pump water from upper ponds. Governor Joseph, recognizing the significance of water accessibility, especially for smaller islands surrounding Pohnpei, emphasized the priority status of the water filling points. These initiatives are crucial for providing essential resources to communities during these challenging conditions. Representatives from various departments within the committee also shared updates and challenges from their respective areas. The Department of Health Services highlighted their efforts in responding to health-related concerns arising from the dry weather conditions. The meeting concluded with a commitment to ongoing collaboration and coordination among various agencies to address the multifaceted challenges facing Pohnpei State.
