On Thursday, September 30, 2021, Governor Oliver signed LB 199-21 into public law 10L-65-21 creating an Overseas Development Assistance (ODA) unit for the State of Pohnpei, headed by the External Assistance Coordinator, Ms. Shirley-Ann Lighor, under the direct supervision of the Governor of Pohnpei State. The many functions of the ODA unit include but are not limited to: – Identify and catalog potential sources of overseas assistance of    very kind; and – Serves as the routing channel for all overseas assistance by the government, its agencies, instrumentalities, and public corporations; and – Maintain records and vital statistics on all overseas grants; and – Catalog and monitor all overseas assistance Immediately following the signing, Governor Oliver attended an ODA inception workshop in the Governor’s conference room. The workshop was an introduction to the newly signed ODA Legislation, Policy, and the formulation of an ODA Committee that consists of division chiefs from Departments/Offices and Agencies of the Executive branch. In his remarks, Governor Oliver highlighted the importance of the ODA law and Unit, especially as the nation nears 2023 and compact negotiations are underway. He also spoke of the important work that has been done with strategic development (SDP) implementation plans at the Departmental and Divisional levels of the Executive branch. With the creation of the ODA unit and SDP plans, Governor Oliver encouraged the newly formed ODA Committee to commit to the work before them and follow through. FOR IMMEDIATE RELEASE    The Office of the Governor and Pohnpei COVID-19 Emergency Task Force would like to notify the public that of the eighty-five (85) repatriated travelers who arrived on September 16, 2021, two (2) tested positive for SARS CoV-2, the virus that causes COVID-19, on day 7 of quarantine, September 23, 2021.   As per protocol, the two (2) positive travelers were placed in isolation, along with their three contacts, who were tested negative.  Additional testing conducted the following day on September 24, 2021 confirmed that the two positive travelers are negative.    As a precautionary measure, the two travelers and their contacts will remain in isolation for 14 days, per protocol.    There still remains 33 repatriated travelers in quarantine who will be completing 14 days of quarantine.    We ask the public to remain calm and remind everyone to take every action to minimize the potential spread of COVID-19:       If you have not been vaccinated, please get vaccinated as soon as possible Wash your hands frequently and properly Practice proper hygiene and sanitation, including cleaning and disinfection of regularly touched surfaces   The Office of the Governor continues to work with the Department of Health Services and COVID-19 Emergency Task Force to keep the public updated on Pohnpei’s COVID-19 response efforts.  Please contact the COVID-19 hotline at 320-3109 for any questions or concerns.   

Four employees of the Pohnpei State Government, including the Director of Treasury and Administration, Christina Elnei, Acting Executive Officer of the Environmental Protection Agency (EPA), Francisco Celestine, Overseas Development Assistance (ODA) Coordinator, Shirley-Ann Ligohr, and Strickson Silbanuz from the Office of Transportation and Infrastructure, graduated from a five-month online course on Thursday, September 15, 2021, in a short graduation ceremony that was held at Island Palms restaurant in Kolonia. The five-month course, entitled “Project management course” was held online and funded by the US Agency for International Development (USAID) in collaboration with the FSM Government through a partnership between the College of Micronesia-FSM (COM-FSM), and the University of South Pacific/Pacific TAFE (USP/Pacific TAFE). The course delivered project management skills to participants involved in the management of climate change adaptation projects at State, National, and/or community levels. Successful participants were awarded a USP/Pacific TAFE Certificate IV in Project Management Practice. Representing the Governor of Pohnpei, T.H. Reed B. Oliver at the graduation ceremony was Mr. Peteriko Hairens, Public Affairs Officer, who joined H.E. Carmen Cantor, US Ambassador to the Federated States of Micronesia (FSM), and FSM Secretary of Finance, T.H. Eugene Amor to congratulate and present certificates of completion to the participants. On Thursday, September 16, 2021, another group of repatriated residents and citizens arrived in Pohnpei after 10 days of pre-quarantine in Guam. They are now in quarantine at Dekehtik. A new and deadly COVID-19 virus strain, Delta Variant, is spreading at an alarming rate, affecting the world, across the US including Hawaii and Guam, our gateways to Pohnpei and our islands. Our only sure safeguard from this deadly variant to our families, friends, communities, states, and the nation is to fully comply with the established medical procedures to ensure protection through proper management of a quarantining process. Doctors and medical experts have credited Pohnpei’s success so far in preventing the virus from entering Pohnpei to its quarantine operation and process in Dekehtik. The basic premise of Pohnpei’s quarantine success so far has been the hearts of those people who care and comply with the established procedures and rules. We thank you all for your patience and understanding. For the latest group, Pohnpei State Government leadership extends reverence and sincere gratitude to Wasalapalap Isipahu, His Majesty Herbet Hebel, for his exemplary deeds and unspeakable humility that speaks volumes to the premium he exacts on the value of humanity – the safety of the very lives of his own people here in Pohnpei. As the Paramount Traditional Chief of Pohnpei, His Majesty not only humbly complies with the quarantine rules so he can help save the lives of his people but exemplifies what a true leader should do in times of hardship and difficulty. These rules and procedures are His, made specifically to protect his kingdom from being decimated by this deadly virus. With the COVID -19 delta variant on the rise, particularly in Guam, the risk of bringing this deadly virus to Pohnpei on any vessel by air or sea any day now is a real threat. It is very important to know that the delta variant spreads faster and has a shorter incubation period. The people of Pohnpei as a community are asked to be mindful to support what the COVID-19 Task Forces and supporting agencies are doing. They are tirelessly working on prevention. Preventing that deadly variant from entering our Island and infecting our communities. Thanks to Isipahu, for supporting these unrelenting efforts with his example to comply with prevention efforts. Right now, no one, including medical experts and scientists, can be 100% certain that the variant will not enter Pohnpei and FSM. Therefore, we need to, again and again, emphasize and urge everyone who can be vaccinated to please get fully vaccinated as soon as possible. At the same time, we all should remain steadfast with the health and sanitary habits of simple hand washing and other appropriate health practices and etiquettes. Our vaccination efforts focus on everyone eligible to receive the vaccine. Yes, it is your choice, but we implore everyone to please think of it as a way to protect yourself and others, especially your very own loved ones. This is crucial at this point, because of the imminent threat of the delta variant. Our records are still showing a significant number of residents that are eligible for vaccination remain unvaccinated at this point. The higher the percentage of vaccination in Pohnpei the safer our families and our people will be. Thanks to our Paramount Chief, Wasalapalap Isipahu, His Majesty Herbet Hebel, and Likend Kelekel. Let us pray for their safe passage, and the rest of the repatriates, through this process and pay respect to his leadership by example. When every resident and citizen follows this example, Pohnpei will be blessed and remain safe from COVID-19 for a long time to come.

On Thursday, September 16, 2021, Governor Oliver and Speaker Edwin received the Joint Committee on Compact Review and Planning (JCRP) at the Governor’s Conference Room, Peilapalap, Kolonia. Members of the Governor’s cabinet and the 10th Pohnpei State Legislature also joined the meeting with JCRP Chairman, Asterio Takesy, Executive Administrator, Ehpel Ilon, and Pohnpei’s representatives on the JCRP, Vice Speaker Esmond Moses, and FSM Ambassador to the USA, Akilino Susaia. During the meeting, Pohnpei representative to JCRP, Ambassador Susaia informed Governor Oliver that there have been two rounds of negotiations so far with the United States of America since the start of negotiations in May 2020. He explained that part of the reason why there have not been more rounds of negotiations is because of the COVID-19 pandemic and also the recent change of administration in the US government, with some members of the negotiation team no longer working for the current administration. The JCRP team noted that while they are hopeful for successful negotiations, they are waiting for an official reply from the US negotiation team to continue. Governor Oliver thanked Chairman Takesy, Ambassador Susaia, and the rest of the JCRP team for updating the Pohnpei State Leadership. Moving forward and to be on the same page, he created a joint executive/legislative committee that will engage with JCRP to ensure Pohnpei State is updated and Pohnpei interests are considered as negotiations continue. Governor Reed B. Oliver and First Lady Estle G. Oliver joined President of the Federated States of Micronesia, David W. Panuelo, First Lady Patricia Edwin, and Chinese Ambassador to the FSM, H.E. Huang Zheng, and his wife at the Pohnpei Secondary Road Project hand-over ceremony on September 17, 2021, at the China Railway Construction Company (CRCC) compound in Lukop, Madolenihmw. The hand-over ceremony marked the completion and turnover of secondary roads in the municipality of Madolenihmw. In a symbolic hand-over, an image of a section of the road was passed from the Chinese Government to the FSM Government and finally to the Pohnpei State and local Madolenihmw municipal government.  Governor Oliver noted that the secondary roads will not only benefit the people of Madolenihmw but everyone who visits Pohnpei in the years to come.  On behalf of the people of Pohnpei, Governor Oliver thanked the Chinese government, CRCC, and the team leader and crew who worked tirelessly on the secondary roads, and looked forward to more projects to benefit the people of Pohnpei.  Also in attendance were Secretary of the FSM Department of Foreign Affairs Khandi Elieisar, Speaker of the 10th Pohnpei State Legislature Stevick Edwin, and IsoNahnken of Madolenihmw, John A. On Thursday, September 2, 2021, Governor Oliver joined US Ambassador to the FSM, H.E. Carmen Cantor in a handover ceremony at the Pohnpei Public Broadcasting Corporation (PPBC/V6AH).  The ceremony was to mark the handover of $237,444 in grant assistance from the US Department of Interior to PPBC.  After welcoming remarks by the PPBC Board of Directors Secretary, Mrs. Brenda Hadley-Eperiam, PPBC Commissioner Peterson Sam, gave the Governor, Ambassador Cantor, and US Embassy staff a quick tour of the V6AH radio station. COVID-19 Vaccination Updates Pfizer FDA approved; Kosrae begins vaccinations of 16-year-olds and above  The US Food and Drug Administration has recently fully approved the COVID-19 vaccine made by Pfizer, to include use for ages 16 years and older.  Currently, Pohnpei State is using both the Moderna and Johnson&Johnson COVID-19 vaccines.  Kosrae State is currently using the approved Pfizer COVID-19 vaccine for vaccinating 16 years old and above, with the expert assistance of officials from the US Centers for Disease Control and Prevention (CDC).  Health Officials from the Pohnpei State Department of Health are currently looking into the use of Pfizer, but no official announcement has been made yet.  Pohnpei Chamber of Commerce meets with COVID-19 Task Force to discuss COVID-19 response efforts On Wednesday, August 18, the Pohnpei Chamber of Commerce (PCC) met with the Chair, Dr. Elizabeth Keller, and Vice-Chair, Director of Public Safety Patrick Carl of the Pohnpei COVID-19 Task Force to openly discuss areas of concern with Pohnpei’s COVID-19 response efforts.  Representing the leadership of the PCC were Mr. Benjamin Rodriguez, Mr. Cassidy Shoniber, and Mr. Richie Adams.  Also included in the meeting were former Governor Marcelo Peterson and business owners from Ray & Dors Enterprises, Black Sand Enterprises, INS, Ace Hardware, NAPA, Sunset car rental, A&P Construction, and other local businesses.  Discussion topics included questions and concerns about the Delta variant of the COVID-19 virus, guidelines in place for an active case in Pohnpei, repatriation priorities and flights, Pohnpei vaccination percentage, and general COVID-19 medical questions.  Concerning the Delta variant, PCC members were advised that currently, Pohnpei State is undergoing routine reviewing and updating of standard operating procedures with consideration of the DELTA variant.  The current repatriation flights schedule of two repatriation flights per month has been recommended to Governor Oliver for once a month only.  Concerning vaccinations, (at the time of the meeting) 55 percent of Pohnpei’s target population of 18 years and above was vaccinated.  PCC members were advised of Pohnpei’s goal to reach 70 percent.  All PCC members including their employees and family members were encouraged to get vaccinated at the earliest possible time.   Director Carl and Dr. Keller assured the members that Pohnpei State is doing all they can to prevent the arrival of the virus on our shores and welcomed the comments and concerns brought to them.  Recommendations made by PCC will be shared with the rest of the Pohnpei Task Force.  The general public is encouraged to call the COVID-19 hotline at 320-3109 for any questions, comments, or concerns regarding COVID-19. ‘Historical’ Case found at MMA quarantine facility On August 17, 2021, Dr. Elizabeth Keller and Acting Chair of the Pohnpei COVID-19 Task Force, Mr. Patrick Carl advised Governor Oliver that COVID-19 testing conducted at MMA for the recently repatriated residents in quarantine for seven (7) days revealed one positive test for SARS CoV-2, the virus that causes COVID-19.  The resident and roommate were immediately isolated and an investigation was conducted by the health staff.  During the investigation, additional COVID-19 tests were conducted and the results were negative.  All other residents including the roommate were tested negative for SARS CoV-2.   The case was isolated and determined to be a historical case meaning that the resident was previously infected and had fully recovered and was deemed non-infectious. The case and her roommate were isolated and monitored for an additional 7 days. The public is advised to remain calm as this presents no risk to the community. Governor Oliver attends Police Motorcycle and vehicle dedication ceremony Governor Oliver delivered remarks on Friday, August 13, 2021, at the Department of Public Safety to mark the receipt of four brand new Police motorcycles and two Police vehicles.  Joining Governor Oliver today at the ceremony was Speaker of the 10th Pohnpei State Legislature, Hon. Stevick Edwin, Vice Speaker Hon. McGarry Miguel, Senator Hon. Ricky Carl, Mr. Gustin Harris representing the Chief Justice of Pohnpei Supreme Court, and Director of the Department of Treasury and Administration, Ms. Christina Elnei. During his remarks, Governor Oliver spoke highly of the collaborative efforts of the Department of Public Safety and National Government through the Joint Law Enforcement Agreement and Pohnpei State Legislature for the purchase of not only these new vehicles but also new Police uniforms (3 sets each), badges and duty belts.  Governor Oliver mentioned the ongoing work with the Junior Police Programs in Kitti, Madolenihmw, and Sokehs that are changing the perceptions of Police Officers for the better.  He ended his remarks with a short story to highlight the need for discernment, to not just have the skills, knowledge, and equipment required to be a Police Officer, but also know when and how much to apply their skills and knowledge.  Speaker Edwin praised the ongoing good work of the Department of Public Safety.  He noted that the new equipment and vehicles are simply tools to enhance their important work of enforcing the law and keeping the peace.

Governor Oliver administered the oath of administration to Mrs. Anson-Ehsa as the newest member of the Board of Land Surveyors Examiners.  In his brief remarks, Governor Oliver acknowledged the urgent need to map, survey, and certify land titles across Pohnpei that have been backlogged for years.  He conveyed his gratitude and appreciation to the Director of the Department of Land, Wasahi Sokehs, Mr. Peter Lohn, for the work already accomplished and thanked Mrs. Anson-Ehsa for undertaking this very important role.  Governor Oliver thanked Speaker Edwin and the 10th Pohnpei State Legislature for their support to confirm Mrs. Anson-Ehsa to the Board of Land Surveyors.  Mrs. Anson-Ehsa expressed her gratitude for her nomination and confirmation.  She noted her educational background in surveying and mapping expressing her appreciation to be a part of the Board of Land Surveyors Examiners.  She pledged to do her best to help with the important work at the Department of Land.  Master of Ceremonies for the event was Public Affairs Officer, Mr. Peteriko Hairens.  Election Commissioner, Mr. Heinrick Stevenson, performed the opening prayer.  Also present to witness the oath of administration was Chairman of the Board of Public Lands, Mr. John Nakanaga, Chairman of the Board of Land Surveyors Examiners, Mr. Marcelino Actoucka, Director of the Department of Treasury and Administration, Ms. Christina Elnei, and employees of the Department of Land and Governor’s office.    

Official reply/transmittal to President Panuelo’s request for CDC/HHS Specialists On July 12, 2021, Governor Oliver transmitted an official communication to President Panuelo regarding a proposal by President Panuelo and the FSM National Government to send US Centers for Disease Control and Prevention (CDC) and US Department of Health and Human Services (HHS) specialists to Pohnpei to help with vaccination efforts.  The proposal was presented during the President’s zoom conference with State Governors on July 9, 2021, and requested no pre-quarantine and quarantine restrictions for the specialists. In his reply, Governor Oliver highlighted the importance of maintaining Pohnpei’s existing pre-quarantine and quarantine protocols until the minimum of 70% completed vaccination coverage was achieved.  He noted that, at the moment of the communication, Pohnpei was 19% shy of reaching the 70% level of “herd immunity”.  Governor Oliver closed the official communication with recommendations set forth by the Pohnpei Task Force (TF) and medical Doctors concluding to wait “until 70% level is reached and thereafter the repatriation protocol will be re-evaluated and re-assessed to determine the safest way forward to follow.” PTA Commissioner departs, Acting Commissioner named On Tuesday, July 13, 2021, Governor Oliver met with outgoing Pohnpei Transportation Authority (PTA) Commissioner, Mr. Welson Panuel in his office, Peilapalap, Kolonia.  Commissioner Panuel recently ran for and was elected to be the next Chief Executive Officer of the Kitti Municipal Government or Luhk en Moanlap.  Mr. Panuel advised Governor Oliver that according to the Kitti Municipal Constitution, he is required to assume the office and duties of Luhk en Moanlap by Monday, July 19, 2021.  He thanked Governor Oliver for the opportunity to serve as PTA Commissioner. Governor Oliver congratulated Mr. Panuel on his recent election as Luhk en Moanlap and expressed his gratitude and appreciation to Commissioner Panuel for the services he has rendered to the people of Pohnpei as the Commissioner of PTA since receiving the oath of office on April 17, 2020. As Mr. Panuel departs PTA to assume his duties as Luhk en Moanlap, Governor Oliver has designated Mr. Quirino Gilmete as the Acting Commissioner of Pohnpei Transportation Authority (PTA), until further notice. PUC Board convenes at Governor’s Office to discuss PUC project priorities On July 16, 2021, Governor Oliver met with the Board of Directors for the Pohnpei Utilities Corporation (PUC) and General Manager (GM), Mr. Nixon Anson in the Governor’s cabinet conference room, Peilapalap, Kolonia. Present at the meeting was PUC Board Chairman, Mr. Trevayne Esiel, Vice Chairman, Mr. Erick Paul, Secretary, Joseph Felix Jr, member Sister Christian Elias, Gardner Edgar, and PUC General Manager (GM), Mr. Nixon Anson.  Rohsa William Hawley and Cindy Henry-Ehmes were absent. Governor Oliver was accompanied by Chief of Staff, Kapilly Capelle, Administrator for the Office of Transportation and Infrastructure (T&I), IsoNahnken of Madolenihmw, Mr. John Adolph, Pohnpei Project Management’s Office (PMO), acting Manager, Mr. Daniel Isaac. With the presence and participation of both T&I and PMO, priorities were discussed to move forward with the Pehleng Water Treatment Plant Project as soon as possible, as this would provide the greatest impact with constant water services.  The Pehleng Water Treatment Plant Project will develop a new surface water supply from the Pehleng River in Kitti. The project will supplement the current Palikir water system, which does not have the capacity to service water customers from Palikir, Sokehs to Diadi, Kitti.  The project, as stated by PUC, will not affect nor decrease water services to the existing communities. Governor Oliver delivers opening remarks at the UN Food System Summit national and state dialogues Governor Oliver delivered the opening remarks on July 20, 2021, at the opening ceremonies for the UN Food System Summit national and state dialogues at the Pacific Mission Fellowship (PMF) auditorium.  The three-day dialogue session included members of various government departments, offices, and agencies, private sector, Non-Governmental Organizations (NGOs), youth, church, and community groups.  The themes discussed will focus on nutrition, livelihood, and security. Governor Oliver began his remarks with a personal observation he made about the abundance of food in Pohnpei during a recent visit to Madolenihmw, where he saw breadfruit falling ripe to the ground, ripe red apples on the roadside, and birds eating bananas.  He later added that  “Pohnpei is truly blessed with an abundance of natural resources and a bounty of riches on our land and in our sea. Our ancestors flourished here for hundreds of years designing for us a cultural blueprint for living sustainably and respectfully in balance with our precious island ecosystem.”  He called Pohnpei’s local bounty and traditions the foundation from which to build a sustainable food system using culturally and environmentally appropriate methods to increase food security, economic growth, and job creation. In closing, Governor Oliver urged the state and national convenors to find cross-cutting programs to propose to the international community and to our own policymakers for funding and legislative support. Those cross-cutting support programs can facilitate further local, state, and nation-wide dialogues and collective action to effectively address a wider range of food systems issues in the future, he said.

COVID 19 Updates As of July 19, 2021, 19,594 doses of Moderna and Johnson & Johnson COVID-19 vaccines have been administered in Pohnpei.  10,426 people or 50% of Pohnpei’s target population of 18 years and above are fully vaccinated against COVID-19.  The completion rates of the municipalities: Kolonia 66%  Uh 66%  Sokehs 59%  Nett 56%  Kitt 55%  Madolenihmw 48%  Outer islands 4%  Governor Oliver attends opening ceremonies for the 42nd Liberation Day games Governor Oliver and Vice Speaker Miguel delivered remarks on July 12, 2021, at the PICS Gymnasium, to mark the opening of the 42nd Liberation Day Games.  Competitions and games will be held from July 12 – September 11, 2021, Liberation Day Holiday for Pohnpei.  WP Erlinso Alex blessed the opening ceremony with a prayer.  Vice Speaker Miguel delivered welcoming remarks to mark this special day as the start of the 42nd Liberation Day games. In his remarks, Governor Oliver made note of the previous liberation day celebrations, recognizing the hard work and dedication of all who participated and the generous donation of Leo Etschiet and his foundation for helping to establish the first Liberation Day games 42 years ago.  He also recognized some of the former athletes present who inspired so many with their dedication and hard work.  Joining Governor Oliver and Vice Speaker Miguel were Floor Leader Hudson Abraham, Sen. Shelten Neth, Sen. Sonster Edgar, and Sen. Jayson Walter. Chairman of Pohnpei Sports Commission Mr. Kose Joab officially declared the start of the games after Governor Oliver’s remarks. Governor Oliver signs Memorandum of Understanding with NGOs On Monday, July 12, 2021, Governor Oliver signed a Memorandum of Understanding (MOU) between the Pohnpei State Government, Micronesia Conservation Trust (MCT), Conservation Society of Pohnpei (CSP), and Rare, Inc, an international nature conservation Non-Governmental Organization.   Attending the signing was MCT Executive Director, William Kostka, Rare Senior Program Implementation Manager, Jasmine Mendiola, Director of Resources and Development, Hubert Yamada, Acting Attorney General, Mona Abello-Pangelinan, and staff from MCT, Conservation Society of Pohnpei (CSP), and Rare, Inc.   The MOU recognizes Rare, Inc’s implementation of a 3.5 year International Climate Initiative, entitled: Fishing for Climate Resilience: Empowering vulnerable, fisheries dependent communities to adapt ecosystem-based adaptation measures for securing food and livelihoods. Rare Inc. will be in partnership with the Pohnpei State Government and co-partner with MCT and Conservation Society of Pohnpei (CSP).  All parties agree to work together in terms of capacity building for all team members or individuals that are involved in the project. The MOU further sets out each party’s responsibilities, with the Department of Resources and Development representing the Pohnpei State Government in matters relating to this project. Rare Inc. is an international nature conservation Non-Governmental Organization with headquarters out of Arlington, Virginia, and a local office in Pohnpei housed with MCT. Attending the MOU signing was MCT Executive Director, William Kostka, Rare Senior Program Implementation Manager, Jasmine Mendiola, Chief of Staff, Kapilly Capelle, Director of Resources and Development, Hubert Yamada, Acting Attorney General, Mona Abello-Pangelinan, Assistant Attorney General Vara Bulabalavu, Rare program associate, Yomalinda Alfons, Ivengelyn Andon and Winfred Mudong from MCT and Angel Jonathan and Jerry Route from Conservation Society of Pohnpei (CSP). Governor Oliver attends zoom conference with President Panuelo and State Governors On July 9, 2021, Governor Oliver, Chief of Staff Kapilly Capelle, COVID-19 Task Force Chairman, Dr. Rally Jim, and Vice Chairman Patrick Carl, Director of the Department of Public Safety attended a zoom virtual conference in the Governor’s cabinet conference room.  The zoom virtual conference was hosted by the Office of the President and included the Governors of Chuuk, Yap, and Kosrae.  The main topic was COVID-19 Immunizations.   Ahead of the discussion on immunizations, each state gave its update on repatriation efforts.  Yap stated that their first repatriation was scheduled for July 25, 2021, and Kosrae’s first repatriation was scheduled for July 19, 2021.  Chuuk State did not specify a repatriation date, yet and Pohnpei’s next repatriation movement is scheduled for July 15, 2021.   President Panuelo advised the State Governors that a proposal had been made to the U.S. Centers for Disease Control and Prevention (CDC) and the U.S. Department of Health and Human Services (HHS) to assist the FSM with the final push for immunizations to achieve herd immunity or 70% of the target population (18 years old and above) immunized.   The proposal included sending five teams of five personnel, medical doctors and specialists, from CDC and HHS to each state in the FSM to assist with immunization efforts.  These teams, however, would not be subject to the existing pre-quarantine and quarantine protocols and procedures in place.  President Panuelo asked each State to comment on allowing these teams entrance into their respective States. Governor Oliver thanked President Panuelo for any offers of assistance, especially from our US partners, but advised President Panuelo that he would be relying on the Pohnpei State COVID-19 Task Force and specifically the medical team’s recommendation on whether or not to allow the CDC/HHS teams to enter without following the established protocols for pre-quarantine and quarantine.  A formal response with the Task Force’s recommendation will be transmitted to the President’s Office and shared with the public, when available.

On Tuesday, July 13, 2021, Governor Oliver met with outgoing Pohnpei Transportation Authority (PTA) Commissioner, Mr. Welson Panuel in his office, Peilapalap, Kolonia.  Commissioner Panuel recently ran for and was elected to be the next Chief Executive Officer of the Kitti Municipal Government or Luhk en Moanlap.  Mr. Panuel advised Governor Oliver that according to the Kitti Municipal Constitution, he is required to assume the office and duties of Luhk en Moanlap by Monday, July 19, 2021.  He thanked Governor Oliver for the opportunity to serve as PTA Commissioner. Governor Oliver congratulated Mr. Panuel on his recent election as Luhk en Moanlap and expressed his gratitude and appreciation to Commissioner Panuel for the services he has rendered to the people of Pohnpei as the Commissioner of PTA since receiving the oath of office on April 17, 2020.   As Mr. Panuel departs PTA to assume his duties as Luhk en Moanlap, Governor Oliver has designated Mr. Quirino Gilmete as the Acting Commissioner of Pohnpei Transportation Authority (PTA), until further notice.

Governor Oliver attends the dedication ceremony for V6AH’s backup/standby generator On Friday, June 25, 2021, Governor Oliver attended a dedication ceremony to mark the arrival and setup of a backup/standby generator for Pohnpei Public Broadcasting Corporation (PPBC)/V6AH.   Welcoming remarks were provided by the Chairman of the Board of Directors of Pohnpei Public Broadcasting Corporation, Mr. Kester James.  Deacon Santiago blessed the event with an opening prayer, and Mrs. Brenda Hadley-Eperiam, Secretary of the Board of Directors, was the Master of Ceremony.  In his remarks, Acting Speaker of the 10th Pohnpei State Legislature, Mr. Stevick Edwin, noted the continuing advances made by V6AH to inform the public through current technologies.  He called the generator “an important addition to the toolbox” to continue V6AH’s important task of informing the public.   Governor Oliver congratulated Commissioner, Mr. Peterson Sam and the Board of PPBC.  He thanked the 10th Pohnpei State Legislature for their continued support, especially in the appropriation of funds for important items like the generator.  He also acknowledged the importance of the backup generator in V6AH’s mandate to inform the public, especially during emergencies and the current COVID-19 pandemic.   He thanked and acknowledged the work of V6AH, PPBC Board of Directors, the 10th Pohnpei State Legislature, and all involved in making this event take place.   Acting Speaker Edwin, Director of Treasury and Administration, Ms. Christina Elnei, and Chairman Kester James, concluded the ceremony with a ribbon-cutting followed by a tour of the generator.    Child Protection position at Pohnpei State Government UNICEF Chief of Mission, Cromwell Bacarezza and Chief, Division of Social Services, Noriekka Lekka, paid a courtesy call to Governor Oliver on Monday, June 28, 2021, at the Governor’s Office, Peilapalap, Kolonia. Accompanying Mr. Bacarezza was Stephanie Willis-Ritland, technical advisor, and with Chief, Lekka was Ms. Serpihna Lebehn, Administrative Assistant.   The courtesy call provided an opportunity for Mr. Bacarezza and Chief Lekka to officially inform Governor Oliver of a Child Protection Adviser position within the Pohnpei State Government,  funded by UNICEF.  The position will be for two years and housed under the Division of Social Services, Department of Health and Social Services.  The position will soon be advertised by the Pohnpei State Government.  Governor Oliver thanked Mr. Bacarezza and Chief Lekka for all the work and support they have put in for this position.  He also noted that it is important to consider the cultural context of such positions when dealing with sensitive issues like children and families in Pohnpei.  Ms. Willis-Ritland thanked Governor Oliver for mentioning that noting the approach taken for the development of this position will involve community engagement, education, and the training of social workers at the community or grassroots level.

Pohnpei COVID-19 Vaccination update As of June 29, 2021, the number of people in Pohnpei that have received the first dose of the MODERNA COVID-19 vaccine is 18,553 which means 89% of the acceptable population has received the first dose.  9,650 or 46% of the acceptable population has received the second dose and completed the series, this includes the Johnson and Johnson vaccine. These are the coverage rates in the Municipalities of Pohnpei, as of June 29, 2021: Kolonia- 63% .Uh- 63% Sokehs – 56% Kitti – 53% Nett- 49% Madolenihmw- 45% Outer islands -3% The general public is advised, especially those who have not received the vaccine, to kindly visit public health or your local dispensary to receive the COVID-19 vaccine. 2. Typhoon Wutip IOM/USAID Beneficiaries receive vouchers Seventeen (17) Pohnpei residents met with Governor Oliver and International Organization for Migration – Micronesia (IOM) Chief of Mission, Mr. Nathan Glancy in the Governor’s Cabinet Conference room.  In two separate meetings, the residents were informed that because of a damage assessment that was made on their homes after Typhoon Wutip in 2019, they would be receiving financial aid from the US Federal Government through FEMA/USAID and IOM.  The aid rendered ranged from approximately $24,000 to $2,000 depending on the damage incurred and will be paid out in vouchers to obtain building supplies and replace household appliances that were damaged. Governor Oliver conveyed his sincere appreciation to IOM Chief of Mission Glancy and the FEMA/USAID team for this very important and significant assistance rendered on behalf of the people of Pohnpei and made possible through the Compact of Free Association with the United States of America. Typhoon Wutip passed over Pohnpei, Chuuk, and Yap States, FSM between 19 and 22 February 2019 with 75–80 mph winds and gusts of up to 100 mph.  FSM President, Peter M. Christian issued a Declaration of Disaster on March 11 and requested international assistance to respond to the damage caused by the typhoon. 3. Governor Oliver discusses cross-cutting issues with DOE and DPS Directors June 21, 2021, Governor met with members of his cabinet to discuss important state matters and set action steps.  Director of the Department of Education, Stanley Etse, Director of the Department of Public Safety, Patrick Carl, and Acting Attorney General Mona Abello-Pangelinan met with Governor Oliver and Chief of Staff, Kapilly Capelle, to discuss, follow up and advance the following issues: A proclamation on Student Takeover Day is being reviewed by the Director of Education, to designate and observe a day every year for students at the high school level to take over the government and other organizations for one day to inspire and encourage them to pursue their educational goals A transportation plan has already been formulated and adopted by the Department of Education to provide consistent and safe transportation of students to and from school, this plan will be shared with the public once finalized The Department of Public Safety’s pilot Junior Police Officer program is running at three public elementary schools. The program is engaging with elementary school children to teach them drill/marching basics, public safety, and build character, discipline, and teamwork Department of Public Safety Director Carl also shared that four new motorcycles are expected to arrive. The four new motorcycles will be used for patrols and traffic congestion. 4. Potholes follow up with PTA and T&I On Tuesday and Wednesday, June 23 – 24, 2021, Pohnpei Transportation Authority (PTA) road crews responded to a memorandum sent to PTA Commissioner and PTA Board Chairman by Governor Oliver to fill in dangerous potholes around Kolonia Town. The PTA crews filled in potholes from Dolonier, into Kolonia Town onto the Pohnpei State Hospital parking lot, and up to Sekerre.  The potholes were identified and shared with PTA, Office of Transportation and Infrastructure (T&I), and the Governor’s Office.  PTA will continue moving forward with the filling of potholes throughout Pohnpei. 5. Local Chief Executives to discuss food security, reorganization On June 24, 2021, the Pohnpei Association of Local Chief Executives gathered for their quarterly meeting at the Governor’s Conference Room, Peilapalap, Kolonia. On the agenda for this meeting was a presentation by the Pohnpei State Department of Resources and Development (R&D) to address a Food Security Fund and discussions around the reorganization of the Association in light of the recent election of Kitti’s Luhk en Moanlap, Mr. Welson Panuel. R&D’s Chief of Agriculture, Mr. Mark Kostka, updated the Local Chiefs that based on an Agricultural census conducted by the Asian Development Bank (ADB), approximately $250,000 will be provided for food security assistance due to COVID-19.  The aim is to stimulate the economy, focusing on food security through farming.  State consultations are still in progress by the FSM National Government. The current Chairman, Luhk en Moanlap, Antonio Sarapio, will be stepping down.  A new Luhk en Moanlap has been elected, Mr. Welson Panuel, and pending his swearing-in, the Association of Local Chiefs will be reorganized soon. 6. NDA handover of virtual conference equipment On Thursday, June 24, 2021, Governor Oliver, Chief of Staff Kapilly Capelle, and Director of Treasury and Administration, Ms. Christina Elnei, officially received virtual conference equipment from Ms. Caroline Werthog, FSM National Designated Authority, National Coordinator. The equipment includes a Vizio monitor, Logitech virtual conference equipment, and a Dell laptop valued at over $6,000.  The equipment increases the Pohnpei State Government’s ability and capacity to conduct and attend virtual conferences.  Kalahngan to the FSM National Designated Authority, for the Green Climate Fund for their generous donation.         7.  Announcement on recent Repatriation To alleviate the fear and misunderstanding surrounding recent news about positive cases identified in pre-quarantine in Guam, here is an update as reported by Dr. Rally Jim, Pohnpei State COVID-19 Task Force Chairman to Governor Oliver.  Four individuals were tested positive while in pre-quarantine in

COVID-19 Immunizations Update As of June 18, 2021, 17,887 people or 86% of the population that can receive the COVID-19 vaccine, have received the initial dose.  9,155 or 44% of the population that can receive the COVID-19 have completed the MODERNA and Johnson & Johnson vaccine. US Embassy Deputy Chief and Officers visit Governor Oliver On Friday, June 18, 2021, Governor  Oliver received U.S. Embassy Kolonia Deputy Chief of Mission (DCM) Kristin Westphal, Public Affairs Officer Andrew Posner, Defense Attache’ CDR Thomas Price, USN, Economic/Consular Officer Frank  P. Talluto, and USAID Country Coordinator Rodger Garner.  The visit allowed Governor Oliver and staff to officially welcome the new US Embassy officers to Pohnpei and understand their roles and responsibilities. During the brief meeting, Governor Oliver introduced key staff, conveyed sincere gratitude and appreciation for the enduring partnership between the Pohnpei State Government and the U.S. Government and Embassy Staff.  He also pledged support and assistance moving forward in areas of mutual interest at the state level. Mr. Kohler Carl, the newest member of the Price Control Commission On Tuesday, June 15, 2021, T.H. Reed B. Oliver,  administered the oath of office to Mr. Kohler Carl as the newest member of the Pohnpei State Price Control Commission. Mr. Carl received the oath of office at the Governor’s Cabinet Conference room, in front of family, friends, and colleagues including the Hon. Nelson Joseph Chief Justice of Pohnpei State, Hon. Beauleen Worswick-Carl Associate Justice FSM Supreme Court, Vice Speaker Hon. Stevick Edwin, Senator Hon. Ricky Carl and Senator Hon. Jayson Walter. In his brief remarks, Governor Oliver thanked Speaker Lambert and the 10th Pohnpei state Legislature for their support of Mr. Carl’s nomination.  He thanked Mr. Carl’s family for their support and all who came to support Mr. Carl.  Governor Oliver spoke of the importance of the Price Control Commission to help with the economic development of Pohnpei through consumer price regulation and control.  He also noted the recent reorganization of the Pohnpei Chamber of Commerce as another factor to help Pohnpei’s economic development. Vice Speaker, Hon. Stevick Edwin, representing Speaker Lambert and the 10th Pohnpei State Legislature, congratulated Mr. Carl and spoke on the importance of the price control commission and the importance of taking the initiative.  Mr. Carl thanked Governor Oliver, Speaker Lambert, and the 10th Pohnpei state Legislature members for his nomination, then confirmation and pledged to do his best to carry out his duties and responsibilities as a member of the Pohnpei State Price Control Commission. 4. Australian Ambassador to FSM pays first official visit On Thursday, June 10, 2021, H.E. Joanne Cowley, Australian Ambassador to the FSM, paid her first official visit to Pohnpei State Governor, T.H. Reed B. Oliver at Peilapalap, Kolonia.  The meeting was attended by members of Governor Oliver’s cabinet and staff.  The visit provided an opportunity for Governor Oliver to express his gratitude for the assistance provided by the Government of Australia to Pohnpei via Australian Awards Scholarships, Direct Aid Program grants, Australian Volunteers, and other programs.  Ambassador Cowley also expressed her gratitude and appreciation for Pohnpei’s COVID-19 response efforts including the recent repatriation, of which she was a part, and looked forward to working with Governor Oliver and the Pohnpei State Government to address challenges at the state level. Governor Oliver also congratulated Ambassador Cowley for recently receiving a prestigious title bestowed upon her by Soukisoulang, Nanmwarki of Kitti: Serinoahi Pohndake Kitti. Pohnpei Chamber of Commerce Reorganizes On Monday, June 14, 2021, the Pohnpei Chamber of Commerce officially met to reorganize their organization at the Governor’s Conference Room, Peilapalap, Kolonia.  Governor Oliver used this opportunity to welcome the organization and extend the support of the Executive branch through the Department of Resources and Development. In his brief remarks, Governor Oliver stated that he was happy to see so many of Pohnpei’s business elite coming together.  He welcomed the chamber and extended the support of the Executive branch through the Department of Resources and Development.  Governor Oliver also conveyed his appreciation to the FSM National Government for providing $25,000 to the Pohnpei Chamber of Commerce through the Governor’s Office to assist with the reorganization of the Chamber and future activities. Mr. Herman Semes, interim President of the FSM Association of Chambers of Commerce,  introduced the current officers present: Vice President, Martine Jano, Acting Secretary, Mr. Cassidy Shoniber, Treasurer – Mr. Herman Semes, and Staff – Mr. Benjamin Rodriguez.  He stated that the Pohnpei Chamber of Commerce is an umbrella organization of local businesses representing the private sector to dialogue with each other and the public sector. According to their website, at www.pohnpeichamber.com, the Pohnpei Chamber of Commerce is the collective voice of the Pohnpei business community advocating and supporting the interests of the private sector through inclusive participation and dialogue toward creating friendly investment environment public policies as a basis for a sustainable One Nation, One Economic National Goal for FSM. 6. Governor Oliver requests Pohnpei Transportation Authority assistance with potholes In a memorandum from Governor Oliver to the Commissioner of the Pohnpei Transportation Authority (PTA) Commissioner, Mr. Welson Panuel, and Chairman of the PTA Board, Mr. Midion Neth, Nahnpas Madolenihmw, and PTA Board, assistance was requested to check and take action on potholes.    The danger posed by potholes, especially

COVID-19 Task Force Updates As of June 4, 2021, 16,643 or 80% of the acceptable population that can receive the COVID-19 vaccine have been vaccinated with at least one dose.  The total number of people who have completed vaccinations is 8,179 or 39% of the acceptable population that can receive the COVID-19 vaccine. Vaccine coverage in the municipalities is as follow: Kolonia – 57% U- 53% Sokehs – 48% Kitti – 46% Madolenihmw – 40% Nett – 39% Outer Islands – 3% Dr. Thane Hancock, an epidemiologist from the US Centers for Disease and Control Center (CDC) continues to work with Dr. Rally Jim, the Department of Health and Social Services, and the Pohnpei COVID-19 Taskforce to provide expert advice and guidance for Pohnpei’s COVID-19 response efforts. He is also assisting with ventilator training.  Citing the success of Palau and Israel in recent months to achieve herd immunity in their countries, Dr. Hancock continues to encourage the Task Force and Pohnpei to press forward with vaccination efforts.  He said Pohnpei and FSM are already COVID FREE, now the effort should be made for  Pohnpei to be COVID-protected.  He was recently helping with outreach to the municipalities accompanying both Dr. Rally Jim and Dr. Payne Perman, to answer as many questions to alleviate the fear and misunderstanding surrounding COVID-19 vaccinations.   Governor Oliver expressed his gratitude for Dr. Hancock’s ongoing expert assistance and also related previously that the State of Israel has also committed to sending experts to assist with Pohnpei and FSM’s COVID-19 response efforts. In Palau, their first COVID case is not active and causes little risk for the spread of infection.  Dr. Thane Hancock joined Palau’s press conference via zoom virtual conference.  He noted that Palau is the best nation in the world to respond to this, because of the measures they have implemented with vaccination, quarantine, testing, etc.   2. Madolenihmw High School Seniors visit Governor’s Office On May 26, 2021, 48 seniors from Madolenihmw High School accompanied by their teachers, visited the Governor’s Office. The first group of students met with Governor Oliver and his staff in the Governor’s cabinet conference room in the morning. The second group of students met with the Public Affairs Officer, Mr. Peteriko Hairens, Senator Shelten Neth, and the Office of the Governor’s staff in the same cabinet conference room that afternoon. After welcoming the first group of students, Governor Oliver sat down with them in the cabinet conference room and offered some words of advice and encouragement. Acknowledging their excitement as they near the end of their high school educational journey, face new challenges, and depart from friends and teachers, he counseled them to prepare themselves for graduation and beyond. Governor Oliver urged the students to finish school and return to Pohnpei. He told the students that one day, they will replace us and will do even better than us. Governor Oliver advised the students that we need people who will be responsible and serious to run the Government, noting that the 12 years of education that they have just received along with the counsel and advice of their parents, teachers, and elders will prepare them for the next step. Governor Oliver encouraged the students to set their dreams and achieve what they are passionate about. He said Pohnpei needs you as a teacher, nurse, engineer, or even a Governor. He encouraged the girls to aspire to the Governor’s position as well. Before thanking the students for their visit, he gave a quick history lesson, naming the Governors of Pohnpei who came before him. Governor Oliver ended by urging them to make good use of their visit to the Governor’s Office and other Pohnpei State Government offices to help them decide what they want to do. The second group of students from Madolenihmw High School met with Public Affairs Officer, Peteriko Hairens, representing the Governor, and Senator Shelten Neth who escorted the group from their visit at Legislature to the Governor’s Office. Mr. Hairens welcomed the students on behalf of the Governor, noting that the Governor is very happy to have them visit, and apologized for his absence. Mr. Hairens conveyed words of encouragement to them to continue in their education and look to return to help Pohnpei. Senator Neth explained the government branches and functions, connecting them all together and explaining their responsibilities. 3. Department of Public Safety Oath of Office, Badge Pinning and Police Academy Commencement On Monday, May 31, 2021, Governor Oliver attended a Department of Public Safety function that combined the oath of administration, badge pinning, personnel inspection, and the commencement of Pohnpei State Police Academy Cycle #6. Opening the ceremony with a word of prayer was Deacon William Ioanis who is also a Pohnpei State Police Captain. Welcoming remarks were made by the Director of the Department of Public Safety, Mr. Patrick Carl. Pohnpei State Chief Justice, Hon. Nelson Joseph administered the oath of office to the officers, which was followed by a badge pinning by the wives and family members of the Police Officers. In his remarks, Governor Oliver congratulated the Police Officers for completing their training. He thanked the Pohnpei State Legislature for supporting the procurement of new uniforms for Pohnpei’s Police Officers. He called for the Police Officer’s continued service to the community they serve. Governor Oliver called for duty above self. He thanked the Police Officers for their important service to the community, maintaining the peace and safety of Pohnpei, telling them “Please know that we appreciate what you do, every day”. Governor Oliver shared three virtues that he has shared with previous officers, students, and citizens: Respect, Responsibility, and Honesty. He said, it’s up to you to follow and apply this, whether you are in uniform or not. He closed by sharing an important ability to complement all the training they have had so far, discernment. COVID19 Updates As of May 25, 2021, 15,708 people have received the first dose of the Moderna and Johnson & Johnson vaccine.  7,507 people have completed the second dose of the Moderna vaccine.  Pohnpei’s vaccination coverage is at 36%. The vaccine coverage rate in the Municipalities is as follows: Kolonia – 54% U – 49% Sokehs – 43% Madolenihmw – 39% Kitti – 39% Nett – 38% Outer Islands – 3% From the Guam Daily Post: The Republic of Palau is prepared to welcome visitors who are fully vaccinated with the U.S. Food and Drug Administration-approved COVID-19 vaccines, including those from Pfizer, Moderna, and Johnson & Johnson. Palau President Surangel Whipps Jr. said the island nation has inoculated 95% of their adults or 70% of their entire community. New cases reported on May 25, 2021, by WHO in the Pacific Region: 8 cases in Fiji, 1 case in Guam. In Hawaii, The average number of new cases per day in the past 7 days is currently at 63, In May, 92% of cases have been community-associated.    2.  First batch of repatriated residents released from quarantine The first batch of repatriated residents was released from Quarantine on May 20, 2021, after testing NEGATIVE for COVID-19 and being in quarantine for seven days in Pohnpei, and seven days of pre-quarantine in Guam. In a brief ceremony at the airport, Speaker Lambert and Governor Oliver officially welcomed them home.  In their brief remarks, both Speaker and Governor acknowledged the long and often frustrating delay for their return home, expressing their happiness for their safe return.  Governor Oliver apologized to the repatriates and conveyed his sincere gratitude for their patience and understanding.   Englebert Perman spoke on behalf of the repatriates. Mr. Perman spoke of the disappointment and anxiety that many of the repatriates experienced being unable to return home for over one year.  He also acknowledged and commended the work done by the Pohnpei State Government, especially at the Medical Monitoring Area.  On behalf of the repatriates, he offered their collective experiences to help with Pohnpei’s COVID-19 response.  Special thanks to Mr. Sei Uemoto, from Sei Restaurant, who donated lunch for the repatriated residents.   3.  Handover ceremony with Japanese Embassy for a new recycling center Thank you to the Embassy and People of Japan for your generous support.  In a handover ceremony today, May 21, 2021, at Dekehtik, His Excellency Sobashima Hidenobu, Japanese Ambassador to the Federated States of Micronesia (FSM), handed over the keys to a new recycling center building to Governor Oliver, who then handed the keys over to Executive Officer, Mr. Henry Susaia.   In his opening remarks, Chief of Staff Kapilly Capelle spoke of the increased capacity that Pohnpei State will realize through the Embassy of Japan’s support with the new recycling center and a forthcoming recycling machine.  Ambassador Sobashima explained that an additional four million cans will be recycled with the increased capacity, along with better parking and the habit of recycling instilled in future generations. Governor Oliver thanked Ambassador Sobashima on behalf of the people of Pohnpei for this project and the many projects from the Embassy of Japan that have helped the people of Pohnpei and looked forward to more projects in the future. In closing, he thanked the Embassy of Japan, Office of Environmental Protection Agency (EPA), Office of Transportation and Infrastructure (T&I) for the coordination and support, and Pacific Landscaping and Engineering Company (PLEC) for the construction of the building.   4. In a brief ceremony at the airport, Governor Oliver officially welcomed the 22 repatriated residents home.  In his brief remarks, Governor Oliver apologized to the repatriates for the delay, and conveyed his sincere gratitude for their patience and understanding.  He asked the repatriates to help the Pohnpei State Government and Task Force with the knowledge and experience they have gained over the past year dealing with COVID-19.   Faustino Yarofaisug spoke on behalf of the repatriates. Mr. Yarofaisug expressed his joy and gratitude for returning home to Pohnpei.  He spoke of the many hardships experienced and overcome and apologized for any misunderstandings that may have resulted during their hardships.  He called for the support of our State and National Leaders, as we continue to respond and adapt to conditions created by the COVID-19 pandemic.   Special thanks to Mr. Sei Uemoto, from Sei Restaurant, who donated lunch for the repatriated residents, for the second day in a row.  5. Dr. Thane Hancock from the Centers for Disease Control (CDC), Guam visits Governor Oliver On Monday, May 24, 2021, Governor Oliver welcomed Dr. Thane Hancock from CDC, Guam to the Governor’s Office at Peilapalap, Kolonia. Introducing Dr. Hancock to Governor Oliver was Dr. Rally Jim, Pohnpei State COVID-19 Emergency Task Force Chairman.   Governor Oliver thanked Dr. Hancock, his organization, and the US Government for providing Pohnpei State and the FSM National Government with his expertise in advisement and management of epidemic and pandemic situations. Dr. Hancock considered his visit an honor and is very excited to be part of this effort in the FSM. He referred to the COVID-19 pandemic as a historic event because this pandemic is the biggest pandemic/disease outbreak in scope and reach the world has ever experienced in human history. He said what Pohnpei, FSM, and other freely associated states have done to date to keep these islands COVID-free is remarkable and will be noted in history books. Dr. Hancock gave credit to difficult but insightful leadership decisions made with sacrifices as the reasons for keeping these islands protected and safe from the virus. With the availability of efficacious vaccines, the possibility of containing, and ultimately ending this pandemic is within our grasp.   It is now up to our own people to take the vaccines while they are
