GROUNDBREAKING CEREMONY MARKS THE COMMENCEMENT OF SALADAK GYMNASIUM CONSTRUCTION

Saladak, U: January 31, 2024 – A momentous groundbreaking ceremony was held today in Saladak, U, marking the initiation of the construction of the Saladak Gymnasium. Attending the event were esteemed dignitaries, including Mr. Stanley Etse, Director of Education, representing Acting Governor Ioanis, U Chief Minister Hon. Rofino Primo representing the U Municipal Government, and Hon. Esmond B. Moses, Speaker of the 23rd Congress of the Federated States of Micronesia (FSM). Notable figures such as Wasalapalap IsoSangohro Nahnmwarki of U, along with Likend Pah U, graced the occasion. The Master of Ceremonies for this significant event was Mr. Peteriko Hairens, Pohnpei State Public Affairs Officer. The Saladak Gymnasium project is made possible through the generous contributions of multiple donors. The Government of Japan has pledged $252,000, the FSM Congress has allocated $100,000, and the Pohnpei State Legislature has contributed $18,638.00 towards the construction. J&P Construction Company has been selected as the construction contractor for this groundbreaking initiative. Chief Minister of U, Hon. Rofino Primo, welcomed the attendees with remarks expressing gratitude to the donors and recognition of the pivotal role the gymnasium will play in the community. Mr. Stanley Etse, speaking on behalf of Acting Governor Francisco L. Ioanis, extended appreciation to the donors and acknowledged the support from the U traditional and municipal leadership. He emphasized that the gymnasium would benefit not only the youth of U but all residents, underscoring that Kitti remains the only municipal area in Pohnpei without a community gymnasium. Wasalapalap IsoSangohro added a touch of dignity to the occasion with his remarks, expressing support and cooperation for the construction of the gymnasium. The groundbreaking ceremony symbolized the official commencement of the Saladak Gymnasium construction, a project poised to enhance the well-being and recreational opportunities of the residents of Saladak and beyond

Jackson Luke, members of the Madolenihmw council, and employees of the Madolenihmw Municipal Government recently paid a courtesy call on the Acting Governor Francisco L. Ioanis. The warm welcome extended to the delegation by Hon. Kiomy Albert by Acting Governor Ioanis set the tone for a productive dialogue that addressed critical issues facing the region. During the meeting, Acting Governor Ioanis conveyed the regrettable absence of Governor Joseph, who is currently in Yap for an economic summit and is expected to return next week. Despite the absence of Governor Joseph, the Meninkeder Lapalap and her delegation engaged in meaningful discussions on various important topics that impact the Madolenihmw Municipality. One of the key subjects brought forth was the matter of revenue sharing. Acting Governor Ioanis, along with Mr. Anthony Dainard from the Budget Office and Ms. Christina Elnei, Director of the Department of Treasury and Administration, assured the delegation that the 30 percent revenue allocated by law to the Municipal Governments is forthcoming. The release of funds is pending the required audits and has already been included in the upcoming budget, showcasing the commitment of the Pohnpei State Government to uphold its financial obligations. Additionally, the Meninkeder Lapalap and her delegation raised concerns about the establishment of a recycling center in Madolenihmw. In response, Acting Governor Ioanis pledged to collaborate with the Pohnpei Environmental Protection Agency (EPA) to explore viable solutions and streamline recycling initiatives in the municipality. Kolonia, Pohnpei: January 25, 2024 – UN Resident Coordinator Jaap Van Hierden, along with Ms. Kay Schwendinger, Head of Office, and Ms. Mary Ann Eperiam, Partnerships Officer, paid a courtesy call on Governor Stevenson A. Ms. Yvonne Johnny, Special Assistant to the President of the Federated States of Micronesia (FSM) for Overseas Development Assistance, inaugurated the meeting, acknowledging the history of such gatherings, with the first round table initiated in 2012 under then-President Manny Mori. Additionally, Governor Joseph emphasized the importance of Food Security, not only for subsistence but also as a means to reduce dependence on processed and imported foods. Addressing the Non-Communicable Disease (NCD) epidemic was another critical priority shared by Governor Joseph. He likened the current situation to a forest fire that is out of control, stressing the importance of preventive measures for the benefit of future generations. The emphasis was on proactive health strategies rather than curative actions. Education emerged as another priority that Governor Joseph and Ambassador Cowley briefly explored, along with the current emergency declaration. Ambassador Cowley brought to Governor Joseph’s attention the imminent arrival of an Australian Humanitarian ship in early February, carrying approximately 50 thousand gallons of water to assist Pohnpei. Governor Joseph expressed his appreciation and noted the timing of the assistance, particularly for the Southern outer Islands where reports have been received on rising tides and seawater inundation affecting crops and water sources. Ambassador Cowley provided insights into various Australian government programs and initiatives during the courtesy call. These included the patrol boat program, the Australian Infrastructure Financing Facility supporting mini-grid setups for electricity in Chuuk, and plans to extend the project to Pohnpei’s outer islands – a development that Governor Joseph welcomed with appreciation. Moreover, Ambassador Cowley highlighted the support for the Air Nauru service, financially backed by the Australian Government, and shared details about the upcoming East Micronesia Cable project that will provide faster, high quality, and more reliable services across three countries with Pohnpei as the hub. She also discussed gender equality programs, including the establishment of a referral office for women. The Australia Awards program was also discussed with Governor Joseph expressing gratitude for the many Pohnpeians who have been educated as a result of Australian scholarships. Island Palms Hotel, Kolonia, Pohnpei: January 22, 2024 – Governor Stevenson A. Joseph attended the opening ceremony of the Inception Workshop for the Kiwa Initiative Regional MiCOAST Project. The event, hosted at the Island Palms Hotel, brought together government representatives, officials, and community members from across the region to mark the beginning of the three-year project aimed at fostering and scaling community-based fishery management in Micronesia, including the Marshall Islands, Nauru, Kosrae, Pohnpei, Yap, and Palau. The Kiwa Initiative, generously funded by the European Union and the governments of France, Canada, New Zealand, and Australia, represents a collective effort to address the challenges faced by local communities in managing their fisheries sustainably. The project aims to empower communities and enhance their capacity to oversee their marine resources effectively. The opening ceremony witnessed impactful speeches from key figures involved in the Kiwa Initiative. Conservation Society of Pohnpei Executive Director, Mr. Eugene Joseph, officially inaugurated the workshop, setting the tone for discussions and collaborations. Following the opening, the CEO of One Reef, Christopher LaFranchi, expressed gratitude to all participants and emphasized the significance of the workshop in achieving the goals of the MiCOAST Project. One Reef and Conservation Society of Pohnpei are hosting this inception workshop. Catholic Relief Services pays a courtesy call on Governor Stevenson A. Joseph

Kolonia, Pohnpei: January 19, 2024 – Ms. Therese Hart and Pedrus Helgenberger from Catholic Relief Services (CRS) paid a courtesy call on Governor Stevenson A. Joseph to discuss their recent presence in Pohnpei and their ongoing pilot project in collaboration with the local community. Ms. Hart shared that CRS opened their Pohnpei office in September, having established a presence in Micronesia since 2017 in Yap and 2019 in Chuuk, with funding from USAID. The current pilot project in Kolonia focuses on recycling and reusing plastic, and Governor Joseph expressed his excitement about the initiative, offering the assistance of the State to support the project. Ms. Hart expressed gratitude and mentioned that CRS is progressing step by step with the pilot project, which not only aims to recycle plastic but also repurpose it into useful items for local use or sale.
