Kolonia, Pohnpei: January 23, 2024 – In a gesture of diplomatic goodwill and collaboration, Her Excellency Jo Cowley, the Australian Ambassador to the Federated States of Micronesia, accompanied by Second Secretary and Consul Rachelle Wood, recently paid a courtesy call upon Governor Stevenson A. Joseph. The meeting, held at the Governor’s temporary office, served as an opportunity to strengthen bilateral relations and discuss shared priorities. Governor Joseph was joined by Ms. Shirley Ann Ligohr, Overseas Development Assistance Coordinator, in extending a warm welcome to Ambassador Cowley and Second Secretary Wood. The discussions during the courtesy call centered around the pressing issues faced by Pohnpei State and the potential avenues for collaboration with the Australian Embassy. One of the key points of conversation was Governor Joseph’s administration priorities. He highlighted the need for a reorganization of the executive branch to better align and complement relevant functions of the government. Additionally, Governor Joseph emphasized the importance of Food Security, not only for subsistence but also as a means to reduce dependence on processed and imported foods. Addressing the Non-Communicable Disease (NCD) epidemic was another critical priority shared by Governor Joseph. He likened the current situation to a forest fire that is out of control, stressing the importance of preventive measures for the benefit of future generations. The emphasis was on proactive health strategies rather than curative actions. Ambassador Cowley brought to Governor Joseph’s attention the imminent arrival of an Australian Humanitarian ship in early February, carrying approximately 50 thousand gallons of water to assist Pohnpei. Governor Joseph expressed his appreciation and noted the timing of the assistance, particularly for the Southern outer Islands where reports have been received on rising tides and seawater inundation affecting crops and water sources. Ambassador Cowley provided insights into various Australian government programs and initiatives during the courtesy call. These included the patrol boat program, the Australian Infrastructure Financing Facility supporting mini-grid setups for electricity in Chuuk, and plans to extend the project to Pohnpei’s outer islands – a development that Governor Joseph welcomed with appreciation. Moreover, Ambassador Cowley highlighted the support for the Air Nauru service, financially backed by the Australian Government, and shared details about the upcoming East Micronesia Cable project that will provide faster, high quality, and more reliable services across three countries with Pohnpei as the hub. Island Palms Hotel, Kolonia, Pohnpei: January 22, 2024 – Governor Stevenson A. Joseph attended the opening ceremony of the Inception Workshop for the Kiwa Initiative Regional MiCOAST Project. The event, hosted at the Island Palms Hotel, brought together government representatives, officials, and community members from across the region to mark the beginning of the three-year project aimed at fostering and scaling community-based fishery management in Micronesia, including the Marshall Islands, Nauru, Kosrae, Pohnpei, Yap, and Palau. The Kiwa Initiative, generously funded by the European Union and the governments of France, Canada, New Zealand, and Australia, represents a collective effort to address the challenges faced by local communities in managing their fisheries sustainably. The project aims to empower communities and enhance their capacity to oversee their marine resources effectively. Catholic Relief Services pays a courtesy call on Governor Stevenson A. Joseph

Kolonia, Pohnpei: January 19, 2024 – Ms. Therese Hart and Pedrus Helgenberger from Catholic Relief Services (CRS) paid a courtesy call on Governor Stevenson A. Joseph to discuss their recent presence in Pohnpei and their ongoing pilot project in collaboration with the local community. Ms. Hart shared that CRS opened their Pohnpei office in September, having established a presence in Micronesia since 2017 in Yap and 2019 in Chuuk, with funding from USAID. The current pilot project in Kolonia focuses on recycling and reusing plastic, and Governor Joseph expressed his excitement about the initiative, offering the assistance of the State to support the project. Ms. Hart expressed gratitude and mentioned that CRS is progressing step by step with the pilot project, which not only aims to recycle plastic but also repurpose it into useful items for local use or sale. Any seller of an item imported into Pohnpei who shall violate any of this chapter or any regulation issued hereunder may be required to void the sale and refund the price paid by the buyer, or refund the illegal portion of the price paid by the buyer. In addition thereto, the seller may be required to pay triple the amount of the illegal part of the price to the buyer. In the event the buyer shall not request any refund of damages, the Commission may order the seller to pay the illegal part of the price to the Commission. All funds collected by the Commission shall be deposited in the general fund of Pohnpei. 39 Pohnpei Code Section 3 subsection108. Criminal penalties. Any person who violates any of this chapter or any regulations issued hereunder, or who willfully falsifies or refuses to produce the records required hereunder shall, upon conviction thereof, be fined not more than $500, or imprisoned not more than one year, or both such fine and imprisonment. Each sale at an illegal price or falsification or refusal to produce records shall be a separate offense. Kolonia, Pohnpei: January 18, 2024 – A team of esteemed scientists from Rutgers University, including Dr. Joseph Simon, Dr. Ramu Govindasamy, and Dr. Dena Seidel, accompanied by Hubert Yamada, Director of Resources and Development, and Mr. Mark Kostka from FSM Department of Resources and Development, paid a courtesy call on Governor Joseph to discuss the progress of a groundbreaking food security policy. Ms. Shirley Ligohr, Overseas Development Assistance Coordinator joined the Governor. The purpose of the courtesy call was to update Governor Joseph on the development of a comprehensive food security policy initiated during the previous administration. This policy is designed to be locally relevant, considering the unique conditions, culture, and traditions of Pohnpei. Governor Joseph warmly welcomed the Rutgers University delegation and expressed his appreciation for their dedication to enhancing food security in the region. FSM Acting Attorney General pays a courtesy call on Governor Joseph, seeks help with Kangaroo Court, JLEA, and Kapingamarangi sub-station

Kolonia, Pohnpei: January 18, 2024 – FSM Acting Attorney General, Leonito Bacalando Jr., accompanied by FSM Maritime Police Commander Steward Peter, and Acting Chief of FSM National Police, Cynthia Ludrick, paid a courtesy call on Governor Stevenson A. Joseph at the Governor’s Office. Acting AG Bacalando commenced the meeting with congratulations to Governor Joseph and sought his support for the lease renewal of “Kangaroo Court,” a crucial site housing Royal Australian Navy Advisors to the FSM’s Patrol Boats, situated on Pohnpei State public lands. Additionally, Acting AG Bacalando sought the Governor’s support for a joint law enforcement agreement and discussed the establishment of a maritime support sub-station on Kapingamarangi for urgent issues and border security. Governor Joseph affirmed the importance of these matters and pledged to assist. Kolonia, Pohnpei: January 17, 2024 – Mr. Gordon Segal, CEO of FSM Telecommunications Cable Corporation (FSMTCC), and Mrs. Sihna Lawrence, consultant to FSMTCC, recently visited Governor Joseph to discuss crucial projects aimed at enhancing communications infrastructure in the Federated States of Micronesia (FSM). The meeting took place as part of FSMTCC’s outreach to seek support and assistance from the new administration for their initiatives. During the visit, Mr. Segal presented Governor Joseph with comprehensive reports on the two significant projects spearheaded by FSMTCC. As an implementation agency, FSMTCC is committed to improving communication capabilities across FSM through strategic initiatives. It was emphasized that FSMTCC, as a submarine cable company, focuses on providing essential infrastructure for communication and does not offer direct services. Peilapalap, Pohnpei: January 17, 2024 – Governor Stevenson A. Joseph and Lt. Governor Francis L. Ioanis convened a crucial meeting with local chief executives to strategize and coordinate efforts in response to Emergency Declaration 2024-01. The gathering, held at the Emergency Operations Center (EOC), brought together key stakeholders to ensure a unified and effective response to the ongoing situation. Director of the Department of Public Safety (DPS), Mr. Patrick Carl, emphasized the importance of conducting Initial Damage Assessments (IDAs) from each Municipality. These assessments will play a critical role in evaluating each Municipality’s capacity and determining the need for types of assistance. Mr. Carl briefed the attendees on the significance of prompt and accurate IDAs to streamline the deployment of resources. Mr. Nixon Anson, General Manager of Pohnpei Utilities Corporation (PUC), provided updates on PUC’s proactive measures to address water-related challenges. These efforts include tapping into water sources at higher elevations, exploring and opening new wells, and preparing water filling stations for the outer communities. Mr. Anson’s presentation underscored the commitment of PUC to ensuring access to clean and safe water for all residents. Governor Joseph and Lt. Fire and Water Updates Provided to Governor Joseph and Lt. Governor Ioanis

Kolonia, Pohnpei [January 16, 2024] — The State Disaster Coordination Team, led by Director of the Department of Public Safety, Patrick Carl, and Chief of Fire and Rescue Division, Anstain Joseph, delivered vital updates to Governor Stevenson A. Joseph and Lt. Governor Francisco L. Ioanis. Highlighting the current weather situation due to El Nino conditions, information issued by the US National Oceanic Atmospheric Administration (NOAA) forecasts a high probability of very dry weather conditions for Pohnpei State from January to March 2024. In relation to the Dekehtik dumpsite fire, the team reported an 80 percent containment, with the situation under control despite lingering smoke in various areas. The Pohnpei Transportation Authority (PTA) showcased strong collaboration by deploying personnel and equipment to the fire, delivering 200 cubic yards of gravel. Director Carl indicated that the total affected area was approximately 8,973 square meters. Lt. Governor Ioanis commended the great work done after a visit to the dumpsite earlier. Pohnpei Utilities Corporation (PUC) Chief of Corporate Services, Mr. Trevayne Esiel, updated on water levels at the Nanpil dam, underscoring plans to purchase water buffaloes, mobile water tanks that can be filled up at one location and towed to different sites, to enhance PUC capacity. Chief Esiel reiterated PUC’s commitment to supplying water to schools and pipelines, with new wells being activated. Water filling stations are being readied for activation and prioritized, with PUC staff actively assessing existing local water sources in communities. The State Disaster Coordination Team, along with government leaders, remains dedicated to addressing the challenges posed by the current weather conditions and ensuring the well-being of the community.

Governor Ioanis. She expressed appreciation for the partnership between the U.S. Embassy and the Pohnpei State Government, expressing the hope for its continued success. She sought insights into the priorities of the Joseph/Ioanis Administration to explore potential areas where the U.S. Embassy could offer assistance.   Governor Joseph outlined key priorities, including the current state of emergency, education, non-communicable diseases (NCD), health, and infrastructure. Kolonia, Pohnpei: January 16, 2024 — Governor Stevenson A. Joseph and Lt. Governor Francisco L. Ioanis welcomed a courtesy call from Mr. Asterio Takesy, Chairman of the Joint Committee on Compact Review and Planning (JCRP), along with Director Ehpel Ilon and Chief Negotiator, Leo A. Falcam, Jr. The meeting included updates on the current status of the ratification of the Compact of Free Association with the United States of America.   Despite the conclusion of negotiations, internal political matters have delayed the ratification by the US Congress (House and Senate), leading to funding through continuing resolutions at FY23 levels. The delegation also shared information on a pending amendment to the law that created JCRP, allowing its continued functioning post-ratification.   Governor Joseph and Lt. Governor Ioanis expressed gratitude for the visit and updates, with Governor Joseph affirming support for JCRP’s extended function. He pledged to submit the necessary supporting documents to further strengthen collaboration on this important matter.   The courtesy call reflects the ongoing commitment to constructive dialogue and collaboration between Pohnpei State and the Joint Committee on Compact Review and Planning.
