Courtesy Visit of FSM-China Pilot Farm Project Leaders to Governor Joseph: A Vision for Sustainable Agricultural Development

Kolonia, Pohnpei: February 28, 2024 – The Office of the Governor played host to distinguished guests from the FSM-China Pilot Farm project. Mr. Hu Xunxiang, the project leader, accompanied by Coordinator Mr. Liu Xiongping, Mr. Eugene Eperiam, Acting Director of the Department of Resources and Development, and Mr. Edward Roland, engaged in a productive courtesy visit with Governor Stevenson A. Joseph. The meeting commenced with warm greetings and introductions, setting the stage for a constructive dialogue on the progress and future direction of the China Pilot Farm project. Mr. Hu, with translation assistance from Mr. Liu, informed Governor Joseph that the project, situated at Pohnlangas, Madolenihmw, is currently in its 2nd year of the 12th phase, which began in 1998. Mr. Hu discussed the imminent completion of the 12th phase in about a year and emphasized the necessity of submitting a proposal at the end of each phase to secure the continuity of the project. He expressed that this juncture provides an opportune moment to infuse new ideas into the project, inviting Governor Joseph’s input for its future trajectory. The three focal areas of the project – vegetable cultivation, Bio-Gas digesters (with 50 currently on the island), and livestock (primarily pigs) – were highlighted by Mr. Hu. He also shared plans for an artificial insemination station near Kolonia and the construction of greenhouses, 12 of which are yet to be erected. Governor Joseph, while expressing appreciation for the ongoing efforts, inquired about the possibility of installing greenhouses at elementary schools, recognizing the importance of integrating agriculture education at an early stage. Additionally, he raised concerns about the prolonged “pilot” status of the project since its initiation in 1998. Governor Joseph proposed a forward-thinking approach, suggesting a phase where the technical expertise developed at the Pilot Farm could be disseminated across all Municipalities. This envisioned scenario involves teams of agricultural experts training local populations in their respective municipalities, fostering a decentralized and sustainable model of agricultural development. Both Mr. Penias and Mr. Tairuwepiy were tasked by the President of the FSM to engage with State Governments on Micronesian Games budgets and explore opportunities for collaboration with the FSM National Government to ensure the success of the event. The meeting with Governor Stevenson A. Joseph focused on enhancing coordination and support for a successful Micronesian Games. One of the key topics of discussion revolved around the development of sports programs in Pohnpei. Governor Joseph Welcomes Pohnpei Assessment Team Following Outer Islands Damage Assessment

Dekehtik, Pohnpei: February 27, 2024 – Governor Stevenson A. Joseph extended a warm welcome to the Pohnpei Assessment Team upon their return from a 10-day comprehensive damage assessment of the Outer Islands. The assessment, conducted onboard the M.V. Voyager, was in response to drought conditions and inundation resulting from El Niño weather conditions. The assessment team, comprised of representatives from various Pohnpei State agencies and the National Government, collaborated with local officials in the outer islands to evaluate the impact of the adverse weather conditions. Their findings, aimed at understanding the extent of damage and identifying areas of immediate concern, will be submitted to the Governor’s Office for thorough review. The team also brought supplies that were generously donated in Pohnpei by various organizations and individuals. Governor Joseph personally greeted the team at the pier and expressed gratitude for their dedicated efforts on behalf of the Pohnpei State Government and its people. The courtesy visit aimed to update Governor Joseph on the FSM Skills and Employability Enhancement (FSM SEE) Project, a transformative initiative addressing skills development and employment opportunities in the Federated States of Micronesia (FSM). Ms. Lee shared key details about the FSM SEE Project, highlighting its focus on vocational programs at the former PATS High School campus. The project aims to establish a solid foundation for skills development and employment opportunities, and Ms. Lee provided insights into the establishment of a project steering committee, which includes state Directors of Education. AMBASSADOR PERERIC HOGBERG OF THE KINGDOM OF SWEDEN VISITS THE KINGDOM OF U TO STRENGTHEN BILATERAL TIES AND SUPPORT LOCAL PROJECTS

Saladak, Pohnpei: February 22, 2024 – His Royal Majesty Sahngoro, Nahnmwarki of U, and His Royal Highness IsoNahnken of U, warmly welcomed Ambassador Pereric Hogberg of the Kingdom of Sweden, along with his wife and Counsellor, to the Kingdom of U. The event, hosted by Mr. William Kostka, Executive Director of the North Pacific Office of the Secretariat of the Pacific Community (SPC) and a native of U, served as a platform for fostering diplomatic relations and showcasing the collaborative efforts between Sweden and the Federated States of Micronesia. The visit provided a unique opportunity for stakeholders in the Federated States of Micronesia National Government and Civil Society Organizations to share updates on various projects supported by the Swedish Government through the SPC. The U Corona Volunteers (UCV) also participated, highlighting the impactful initiatives that have been undertaken with Swedish support. Governor Stevenson A. Joseph and First Lady Aina Garstang, along with Mr. Douglas Comer and his son Jake, esteemed archaeologists and conservationists currently undertaking a LIDAR project at Nan Madol, were among the distinguished attendees. Nan Madol, a UNESCO World Heritage site, is of great historical significance, and the Comers’ work aims to conserve the ruins and create detailed maps through LIDAR technology to benefit future generations. During his brief remarks, Governor Joseph expressed heartfelt gratitude on behalf of the people of Pohnpei for Ambassador Hogberg’s visit, acknowledging the continuous support extended by the Government of Sweden to the people of Pohnpei. Governor Stevenson A. Joseph’s First State of the State Message Thursday, March 7, 2024 Pohnpei State Legislature Chamber

Thank you, Mr. Speaker for according me this opportunity to share, this time not so much on accomplishments as we are just getting started but to give noteworthy accounts of what happened within the few weeks on the job that will require our collective attention and dialog. In addition, to acknowledge headways in our deliberate efforts to organize our new administration so we can get on with our primary purpose: To serve our People to the best of our collective abilities for the next 4 years and beyond, for the better, given the good fortune of increased financial resources and opportunities available to us as leaders to manage and invest to improve the lives of people going forward. Video Link: https://fb.watch/qKl7jD3-Da/ At the outset, even before all of us were sworn-in to take on our individual and collective roles and duties as leaders of our State, a full-blown natural crisis was already in effect, yet unbeknownst to most, if not all of us. Far from being physically, albeit mentally, settled into a make-shift shelter still undergoing renovation on January 09, 2024 as the Governor’s Office, the impact of the crisis was already a threat. On January 10, 2024, the first order of business for this administration was already ripe waiting for Governor’s immediate review and appropriate action. A very dry weather condition from lack of rainfall for several months prior due to 2023-2024 El Nino’ had caused a severe drought that affected the main island of Pohnpei, the lagoon islets, and all of the outer-island to an extent where potable water for “drinking and cooking”, especially on the islands and in remote communities not connected to the central water system, were either lacking or critically low in supply therefore effecting normal livelihood of a significant portion of our population. The matter was immediately brought to the attention of the responsible government stakeholders to canvass the situation and prescribe immediate measures to address/remedy it, as the impact at the outlying community households, schools, health clinics, private operations and others were acutely disconcerting. While the matter was being addressed, the Pohnpei Utilities Corporation reported that the main water supply for the central water system was drying up and it had affected every customer, home, government operations and private businesses connected to it. The crisis then became statewide in scope. On January 12, 2024 with the veracity of information available to me and with recommendations provided by the appropriate authorities, I declared a State of Emergency for Pohnpei State through Emergency Declaration 2024-01. While preparation to address the crisis was just beginning to get underway, as if what was already on our hands was not serious and grave enough, a fire was reported from the dumpsite in Dekehtik in the early afternoon of that day that turned into a raging blaze in the evening and a threatening inferno throughout the night that impacted the entire seaport and airport operations that lasted more than a week. It was not a coincidence; it is a well-established risk expected during drought situations. As more dreadful and disturbing information were revealed afterwards about the storage contents of the warehouses located nearby that conflagration, we realized that a major catastrophe was unwittingly averted if it was not for the heroic efforts of those workers from PPA, PTA, PUC, DPS, private volunteers and many others who joined in to work all night incessantly to contain that raging fire. I want Pohnpei State Leaders to join Lt. Governor and I to thank these brave souls/people for their life-saving effort/work without which catastrophic and serious damages could have resulted that fateful night. To add to the extent of the crisis, risks caused by the drought, on the subsequent days, brush fires were reported for various parts of the main island that were also threatening to the nearby homes and the surrounding environments. While the effect of El Nino’ was still seething, on January 23, 2024, Sea Level Rise, a Climate Change phenomenon, wreaked havoc on the coastal regions of Pohnpei and all the outer-islands. High surfs and waves from the king tides were reported to have affected the northern side of Pohnpei including most of the outer-islands where some of them, especially the island of Nukuoro, sustained damages to their taro patches and other crops from inundation of salt water for the waves. This occurrence further compounded the crisis on hand. Assistance from many benevolent organizations, programs, individuals, businesses, and offices were swift to come to the aid of those affected communities. Relief supplies and potable water were donated and were able to be shipped out to all the outer islands to assist those affected people in need through transportation assistance from the US, Australia, FSM, and NFC. I want to take this opportunity to them including organizations, NGOs, private businesses, individuals, and others who helped out on the need during this crisis such as IOM, DECEM, various Private businesses, individuals and organizations. A list of more than 30 donors and supporters will be verified and properly recognized asap for this purpose. While placating the crisis was at the fore, the normal business of governing continued unhindered to ensure priority matters were attended to accordingly to enable our new administration to secure the key positions/cabinets needed to get on with our primary business of serving the People. Between Lt. Governor and I, we consult to identify individuals we believe in their abilities, commitments, and trust to carry out the important leadership responsibilities of overseeing the services of programs and sectors under this new administration. We have 6 department directors and 6 office administrators/executive directors to appoint, subject to the 11th Pohnpei Legislatures’ consent. Kolonia, Pohnpei: February 21, 2024 – President Emy Musrasrik-Carl, Secretary Bernolina Hedson, and Maria Donre, representing the Pohnpei Women’s Council (PWC), paid a courtesy visit to Governor Stevenson A. Joseph to extend congratulations and discuss preparations for the upcoming Pohnpei International Women’s Day. President Musrasrik-Carl began the meeting by congratulating Governor Joseph on his election and commitment to the well-being of the people of Pohnpei. The discussions then shifted to the Pohnpei International Women’s Day, a significant and upcoming public holiday that celebrates the achievements and contributions of women in the state. President Musrasrik-Carl highlighted the collaborative efforts of the Pohnpei Women’s Council. The Council plays a crucial role in facilitating and organizing activities for Pohnpei International Women’s Day, emphasizing the importance of recognizing and empowering women in the community. President Musrasrik-Carl also noted that while PWC’s role is crucial, Women’s Day should be a State-driven event. They provided insights into the preparations and long-term plans for the celebration.
