Joseph recently attended the retirement ceremony of Mr. Hermis Edmund, who dedicated 34 years of exemplary service as a Law Enforcement Officer. The ceremony, held to commemorate Mr. Edmund’s remarkable career, was a moving moment for reflection and appreciation. Mr. Hermis Edmund embarked on his journey in law enforcement in 1989, starting as a Police Officer and gradually progressing through various roles including Detective, Chief of Police, and ultimately Chief of the Division of Fish and Wildlife under the Department of Public Safety. His unwavering commitment and dedication throughout his tenure have left an indelible mark on the law enforcement landscape of our community. In his special remarks during the ceremony, Governor Stevenson A. Joseph, speaking on behalf of himself and Lt. Governor Ioanis, expressed heartfelt gratitude and appreciation for the exemplary service rendered by Chief Edmund over the span of three decades. Ioanis recently convened a significant meeting at his office with members of the Local Chief Executive Association along with cabinet members from various governmental departments. The purpose of the meeting was to deliberate on crucial initiatives and address pertinent matters concerning the state of Pohnpei. Among the cabinet member attendees were Director Luciano Abraham from the Department of Land, Executive Officer Francisco Celestine from the Environmental Protection Agency (EPA), Reynald Bardelas, Acting Commissioner of Pohnpei Transportation Authority, and Acting Director of Public Safety, Kehper Joel. The focal point of the discussion was an initiative spearheaded by the EPA aimed at the removal of abandoned vehicles lining the primary roads across Pohnpei. Lt. Governor Ioanis stressed the importance of this endeavor for the betterment of the community and emphasized the need for collaborative efforts to ensure its successful implementation. PICS High School, Pohnpei: April 4, 2024 – Governor Stevenson A. Joseph attended a momentous handover ceremony at PICS High School today, where five greenhouses were generously donated by the People’s Republic of China through the Pilot Farm project. The ceremony, held at the Principal’s Office, was marked by the presence of Mr. Yang Zuoyuan, Counselor representing Mr. Wu Wei, the Ambassador of the People’s Republic of China to the Federated States of Micronesia. In his address, Mr. Yang highlighted the successful completion of 11 phases of technical assistance provided by the Chinese Pilot Farm in Pohnlangas, focusing on various agricultural aspects such as piggery, vegetable farming, and biogas production. He emphasized the importance of imparting agricultural knowledge to locals, sharing the old adage of teaching others how to fish instead of giving out fish, and expressed hopes for continued cooperation. Governor Joseph expressed heartfelt gratitude to Ambassador Wu Wei, Mr. Yang, and the Chinese Government for the invaluable gifts bestowed upon the students of Pohnpei. He acknowledged the significance of teaching sustainable agricultural practices, aligning with his administration’s priority on agriculture and food security policy to reduce dependency on imported foods. Governor Joseph spoke of the advent of processed foods to our islands that brought convenience and drew us away from growing our own food, with a call to revisit eating our own grown foods. Araceley, accompanied by Rural Development staff member Mr. Elmer Cuasay, paid a courtesy visit to Governor Joseph. The visit marked a significant opportunity to express gratitude for the steadfast support and assistance extended by the Pohnpei State Government to Rural Development employees amidst the challenges posed by the pandemic to the present. At the onset of the courtesy call, Mr. Aracely conveyed heartfelt appreciation to Governor Joseph and the Pohnpei State Government for their unwavering assistance in accommodating Rural Development personnel at Pohnpei State Government facilities when Rural Development offices were forced to close due to the pandemic. Kolonia, Pohnpei: March 18, 2024 – For the second time, the Pohnpei State Legislature has overridden Governor Joseph’s line-item vetoes on budget bills. In a letter dated March 8, 2024, Governor Stevenson A. Joseph exercised his veto power over several line items identified in Bill 01-24 LD.1, LD2, amending S.L. No 10L-139-23 (the Comprehensive Budget Act for FY2024) and signed into law as S.L. No. 11L-03-24. In a letter dated March 15, 2024, Speaker Yamaguchi notified Governor Joseph that the 11th Pohnpei Legislature overrode the vetoed line items. In his March 8, 2024 letter addressed to Speaker Yamaguchi, Governor Joseph underscored the importance of transparency and accountability in serving the people, asserting that fiscal priorities must be carefully considered even in the presence of available funds. The first line item vetoed, amounting to $35,248.00 designated for travel for Early Childhood Education (ECE), was challenged due to competing priorities within ECE, particularly concerning facilities and instructional support. Similarly, a $10,000 allocation for travel to the Pacific Asia Travel Association (PATA) lacked adequate justification, prompting its veto. Governor Joseph rejected a $250,000 supplemental request aimed at retaining Pohnpei Transportation Authority (PTA) employees, stating that there was insufficient information about the purpose of the allocation. Nonetheless, he affirmed his dedication to supporting PTA’s crucial work and promised to work closely with them to address their operational requirements for the rest of the fiscal year via a supplemental budget. Furthermore, an $11,000 allocation for the North Pacific Regional Championship Tennis was vetoed lacking justification from the Pohnpei Sports Commission, emphasizing the necessity for accountability in allocating state funds for longstanding activities. Lastly, Governor Joseph vetoed $20,000 earmarked for Satellite Internet Services for the Outer Islands of Pohnpei due to inadequate details and sustainability concerns. He highlighted ongoing efforts by the FSM Digitization Project, funded by the World Bank, which plans to connect all outer islands at no cost to state and municipal governments. Despite Governor Joseph’s vetoes, Speaker Yamaguchi in an official communication on March 15, 2024, informed him of the 11th Pohnpei Legislature’s decision to override all vetoed line items on March 14, 2024.  

Kolonia, Pohnpei: March 15, 2024 – The 11th Pohnpei Legislature has repassed State Law 11L-02-24, overriding line-item vetoes issued by Governor Stevenson A. Joseph. In an official communication, Speaker Yamaguchi informed Governor Joseph that the 11th Pohnpei Legislature had repassed State Law 11L-02-24, thereby providing for the override of the line-item vetoes. Governor Joseph exercised his authority by vetoing specific line items in State Law 11L-02-24, including allocations for the Pohnpei Sports Commission personnel, immediate rehabilitation of the Spanish Wall softball field, Standing Committees of the Legislature, travel under the Office of the Speaker, and the remaining two items: Participation in the Asia Pacific Association Fiduciary Studies, and funds for the Christmas and Farewell Party which have already been expended. In his official transmittal to veto line items to Speaker Yamaguchi, Governor Joseph noted $63, 372 for new items and $121,023.00 for increases. Legislature Standing Committee Report No. 15-24 notes “funds proposed in L.B. No 14-24, L.D.1 which was signed into law as S.L. 11L-02-24 is $77,000 of which $61,000 is new money and $16,000 is reshuffled funds. The rest are previous appropriations.” Governor Joseph’s vetoes, as noted in his transmittal to Speaker Yamaguchi, were guided by a “commitment to fiscal responsibility and the absence of an accompanying Standing Report validating urgency and justifying needs.” It also reflected the fluidity of Pohnpei State’s position due to the unresolved status of sector grants under Compact III. With President Biden’s recent signing of the Compact agreements, these concerns have been addressed, providing greater certainty and stability for Pohnpei State. The differences in approach between the Executive and Legislative branches highlight the democratic process at work, where divergent viewpoints converge to serve the best interests of the community. Through collaboration and cooperation, both branches strive to ensure that the people of Pohnpei receive their government’s utmost benefit and support. The Office of Governor Stevenson A. The trio shared their vision of establishing a sustainable enterprise centered around the sale of sea cucumbers, harnessing the rich natural resources of our ocean. North Pacific Aqua Trading aims to leverage the support of COM Land Grants Nursery and technical expertise on sea cucumbers to create a thriving business that aligns with environmental sustainability. The entrepreneurs expressed their commitment to responsible resource utilization and their desire to contribute positively to the local economy. During the meeting, the entrepreneurs requested a follow-up session to elaborate further on their business concept and discuss potential collaborations with the Pohnpei State Government. Simina, President of the Federated States of Micronesia, in a celebration at the Office of the President to mark the passage of the amended Compact of Free Association by U.S. President Joseph Biden on March 9, 2024. The informal gathering, hosted by President Simina, was attended by esteemed leaders, including the Governor of Chuuk, T.H. Alexander Narruhn, and virtually by T.H. Charles Chieng, Governor of Yap, T.H. Tulensa Palik, Governor of Kosrae, and T.H. Francis Itimai, Lt. Governor of Yap. President Simina expressed heartfelt thanks to all attendees for their presence at the informal gathering, emphasizing the significance of the compact signing. A celebratory toast was made in honor of this historic event, marking a milestone in the ongoing partnership between the Federated States of Micronesia and the United States of America. Moses, Jr., Owner and Manager of Moses Insurance Executives, and Mr. Melner Isaac, Manager of the Pohnpei branch of Moylans Insurance Underwriters, recently held a courtesy call with Governor Stevenson A. Joseph. The primary agenda of the meeting was to address the absence of a mandatory third-party liability auto insurance framework for personally owned registered vehicles under Pohnpei State law or the Pohnpei State code. Currently, there is no requirement for such insurance coverage, a gap in regulations that the insurance leaders aim to rectify. Governor Joseph, acknowledging a previous unsuccessful attempt to draft legislation during his tenure at the Legislature, recommended consulting with the State Attorney General to explore the possibility of drafting a new bill or amending the existing section in the Pohnpei State code related to vehicle registration. While insurance requirements for commercially owned vehicles are already established in the Pohnpei State Code, discussions during the courtesy call delved into potential coverage and limits to ensure fairness. The leaders also explored strategies to attract additional insurance vendors to the market, aiming to drive down the cost of automobile insurance for Pohnpei residents. Kolonia, Pohnpei: March 7, 2024 – The Invasive Species Task Force of Pohnpei (ISTOP), led by Mr. Roseo Marquez from Micronesia Conservation Trust and Mr. Eugene Joseph from the Conservation Society of Pohnpei (CSP), paid a courtesy call to Governor Joseph to share updates on their groundbreaking work in eradicating invasive species on the island. Mr. Marquez presented an overview of ISTOP’s comprehensive efforts, which include collaboration with representatives from State and FSM R&D, COM Land Grant, and FSM Quarantine. He highlighted the success of ISTOP’s training component and awareness initiatives, including an upcoming island ecology course scheduled for July, focused on combating invasive species. The task force has successfully conducted symposiums at the municipal level, effectively engaging communities in the development of invasive species work plans. As a result, four invasive species have been completely eradicated from Pohnpei, with another four potentially eradicated by July 2024. Governor Joseph welcomed Mr. Marquez, Mr. Joseph, and the entire ISTOP team, acknowledging the impressive results achieved in invasive species eradication. He expressed strong support for the ongoing efforts of ISTOP and emphasized the need for collaborative partnerships, especially with non-governmental organizations (NGOs) at the grassroots level. In line with his vision of collaborating with NGOs to enhance governmental efforts, Governor Joseph recognized Mr. Konrad Englberger’s 26 years of dedicated work with ISTOP. Mr. Englberger’s contributions in training local technical experts were acknowledged, and the Governor thanked him for his significant role in helping Pohnpei combat invasive species. Mr. Eugene Joseph also extended recognition to other individuals supporting the ISTOP initiative, including Deacon Adelino Lorens, Mr. Herson Anson, and Mr. Bill Raynor. He expressed gratitude for their contributions and emphasized the importance of political support in advancing the eradication efforts. Mr. Joseph highlighted the imminent threat of the Coconut Rhinoceros Beetle (CRB), already present in RMI and Palau, and stressed the need for swift action to counter the potential invasion of Pohnpei’s shores. ISTOP shared specific updates with Governor Joseph, detailing successful eradication efforts, including Octopus Tree, Honolulu Rose, Feral Pigeons, and Myrna Bird. The task force aims to build on these achievements and continues to seek political support for its vital mission. The collaboration between ISTOP and the Pohnpei government marks a significant step forward in the battle against invasive species, demonstrating the effectiveness of collective efforts in preserving Pohnpei’s unique ecological balance. The Women’s Week events, leading up to the public holiday, are organized by the Pohnpei Women’s Council, a dedicated group committed to empowering and celebrating women in the region. Governor Joseph addressed a distinguished audience at the Tuna Commission conference, including prominent women leaders such as the First Lady, Dr. Aina Garstang, H.E. Jo Cowley, Australian Ambassador to the FSM and Dean of the Diplomatic Corps in the FSM, and H.E. Jennifer L. Johnson, U.S. Ambassador to the FSM and Mrs. Emy Musrasrik-Carl, President of the Pohnpei Women’s Council. During his remarks, Governor Joseph extended his heartfelt congratulations to the Pohnpei Women’s Council for their outstanding leadership and dedication in organizing these significant events. Joseph has taken a considered approach to address the fiscal challenges faced by the State of Pohnpei, signing Legislative Bill No. 14-24 LD.1 into law as State Law 11L-02-24 with significant modifications. The bill, aimed at amending the FY2024 Budget Act, underwent careful scrutiny, resulting in a targeted veto by the Governor, who preserved only essential line items from the original proposal. In an official communication to Speaker Yamaguchi, Governor Joseph underscored the prevailing financial uncertainty within the State of Pohnpei, citing the unresolved status of sector grants under Compact III pending approval by the U.S. Congress. Given the fluidity of the current financial situation, Governor Joseph emphasized the need for prudence as the state’s best course of action. The retained line items from the original bill are as follows: Sports Commission – $9,010 for the Kaselehlie Softball tournament Speaker’s Office – $8,485.00 for Personnel, $20,000.00 for Travel, and $6,000.00 for Representation fund Governor Joseph’s official communication conveyed a comprehensive veto of most proposed appropriations. The veto was guided by a commitment to fiscal responsibility and the absence of an accompanying Standing Committee report validating urgency and justifying needs, particularly during financial austerity. The total appropriation proposed under Legislative Bill 14.24 L.D. 1 amounted to $184,395.00, comprising $63,372.00 for new items and $121,023.00 for increases over certain existing line items. Governor Joseph’s veto reflects a measured response, ensuring that the State exercises restraint and due diligence in financial matters. Governor Joseph signed the amended State Law 11L-02-24 on March 4, 2024, and promptly transmitted it to the 11th Pohnpei Legislature. The revised law stands as a testament to the Governor’s commitment to navigating the state through economic uncertainty while making prudent fiscal decisions.

The distinguished guests included Wasalapalap Isipahu, Nahnmwarki of Madolenihmw, Nanpwutak Pikiniap, Nahnmwarki of Sokehs, Pwoud Lepen Nett, Nahnmwarki of Nett, IsoNahnken of U, Likend Kelekel Madolenihmw, and Nahnalek Nett. Additionally, the lunchtime audience served as a platform to announce and inform the traditional leadership of the start of Women’s Day activities which will culminate on March 8, 2024, a public holiday, Pohnpei International Women’s Day and to engage in discussions on various areas of concern, fostering a spirit of cooperation between the government and traditional authorities. The Governor expressed his commitment to working hand in hand with traditional leaders for the overall development and prosperity of Pohnpei. The meeting concluded with a mutual understanding and appreciation for the roles both the elected government and traditional leadership play in shaping the future of Pohnpei.
